Subject: East Main Street Enhancement --
Dear Board Members,
Today, we ask that you please review and comment upon a long overdue major enhancement to
the eastern gateway entrance from Interstate 90 into Bozeman. This proposed roundabout and/or
traffic signal will be at or slightly east of the intersection of Haggerty Lane and East Main Street.
Front Street Extension: Eventually this proposal will serve as a necessary, easy to build and
develop, direct access to Oak Street(Walmart)thru the development of the existing Front Street
right-of-way which is presently owned by the City of Bozeman.
Phase One: The initial phase one will be the development of the East Main Street single lane
roundabout into the proposed"East End"development which will terminate at the Village
Downtown.
Phase Two: The next phase of development would continue the extension of Front Street due
west to the intersection of Front Street and Broadway. This alignment was approved by this
Board, the City of Bozeman, and MDT with the former"Cupola PUD"project back in 1995.
Phase Three: The next phase of development would be from Oak Street at Rouse directly east
along the Front Street right-of-way to Wallace Avenue.
Phase Four: The last phase of development would be to "connect" Wallace and Broadway via
the Front Street right—of--way.
Big Picture: Each phase of development will serve to enhance critically needed access points at
key intersections via measured and staged development. As each phase is completed, the north
east neighborhood and the citizens of Bozeman will be better served with a simple and easy to
build and develop road connection. This bypass will ultimately connect Walmart and North
Seventh Avenue to the Bozeman Deaconess Hospital and East Main Street via a roundabout
and/or traffic signal as deemed appropriate by the City and MDT.
Cost Analysis: The majority of the Phase One cost for the extension of Front Street thru the
Village Downtown will be developed at no cost to the City or the State. The Village Downtown
developers will pay these construction costs. The only costs to the City/State would be the
construction of the proposed single lane round-about on East Main Street.

information and discussion.
Four Legged Stool: We view the four(4) major entrances into the City of Bozeman(East Main,
North 7th, North 191h and West Main Street) are each serving the City of Bozeman as one (1)
major leg of a four(4) legged stool. Today, one leg of our stool (East Main Street entrance)is
much shorter and inadequate to the other three(3) legs, resulting in an"imbalance"and negative
commercial energy in Downtown Bozeman.
It is our firm belief and analysis that each leg of this stool must be of equal length. Downtown
Bozeman is the direct beneficiary of enhancing the East Main entrance to Bozeman as evidenced
by the historic traffic numbers. As we improve the East Main corridor and promote
development, so will we immediately enhance critical and needed traffic into and thru historic
Downtown Bozeman.
Conclusion: If the City of Bozeman and the TCC can support this plan, we will attempt to obtain
the support of MDT for this project.
