Box 1230 Bozeman, MT 59771 Deb Kimball Robinson Dear Mr. Epple, Don Seifert On December 9, 2008 the Gallatin County Planning Board (Planning Board) met to Byron Anderson consider a recommendation to the Transportation Coordinating Committee (TCC) regarding proposed amendments to the draft Bozeman Area Transportation Plan 2007 Mike McKenna update (Transportation Plan) related to equestrian access and facilities by Board member Marianne Amsden. The Planning Board voted unanimously to recommend Marianne Auden the following amendments to the Transportation Plan related to equestrian access and facilities for the TCC's consideration. Proposed additions shown below are bolded and Matt Flikkema underlined. Patti Davis . Page 1-5, Goal #2 (Objectives): Under the second bullet, the following is the proposed change to the third sub-bullet down: Providing widened shoulders where possible to accommodate pedestrians/bicycles/equestrians on existing roadways, with a preference for physical separation between motorized and non-motorized traffic. • Page 1-6, Goal #2 (Objectives): The following new bullet is proposed: _Consider equestrian needs, where appropriate, when planning and designing neiv roads. • Page 2-77: Add new Section 2.3.22 (Existing Conditions/System Deficiencies): Add supplied photos of equestrians on narrow and dangerous in-area roads. Add the following text: There are no public trail systems in the City of Bozeman that allow for equine travel. Historically, equestrians have used the rural road network of unpaved roads to travel between equestrian facilities such as MSU and the Fairgrounds. As Bozeman grows, it is becoming increasingly difficult for then to access these sites. • Page 4-22 Chapter 4: Create a new Section 4.9 to read: The planning boundary for the Update includes areas currently and historically used by equine riders 311 West Main, # 108 • Bozeman, MT 59715 Phone (406) 582-3130 • Fax (406) 582-3135 and drivers. Tl:ey and other nowt-motorized residents have used the unpaved roads as a trail system. As these roads are paved with no shoulder and no trail, and traffic volumes and speeds increase, these roads become less safe for both motorized and non-motorized users. Future improvements need to take into consideration all of these users. • Page 6-1 Chapter 6: Section 6.1 Complete Street Guidelines: The following is the proposed change to the first sentence in the first paragraph: A complete street is one that is designed and operated to safely accommodate all users, including but not limited to: motorists, pedestrians, bicyclists, equestrians (where appropriate), transit, and people of all ages and abilities. The following is the proposed change to the first sentence of the second paragraph: A complete street is comprised of many different elements; these elements may include, but are not limited to: sidewalks, bike lanes, equestrian facilities, crosswalks, wide shoulders, medians, bus pullouts, special bus lanes, raised crosswalks, audible pedestrian signals, sidewalk bulb-outs, and to more. • Page 6-2 Chapter 6: Section 6.1.2 Recommendation: The following is the proposed change to the first indented paragraph: The City of Bozeman and Gallatin County will plan for, design, construct, operate, and maintain appropriate facilities for pedestrians, bicyclists, equestrians (where appropriate), transit vehicles and riders, children, the elderly, and people with disabilities in all new construction, maintenance activities, and retrofit or reconstruction projects to the exceptions contained herein. • Consider adoption of and insertion in the Transportation Plan, the attached "Recommended Study Area Equestrian Transportation Corridors" figure.
