SUBJECT: Authorize City Manager to sign Contract with Selectron
Technologies, Inc for the installation and maintenance of an Integrated Voice Recognition (IVR) system.

RECOMMENDATION: Authorize City Manager to sign Contract with Selectron Technologies, Inc for the installation and maintenance of an Integrated Voice Recognition (IVR) system.
BACKGROUND: The City’s Building Inspection and Utility Systems can benefit
significantly by providing services to customers via an automated telephone system. This purchase was approved in the FY15 Budget.
We anticipate that this system will have a very positive impact on the work-loads handled via
phone call by our existing building inspection and utility staff. We also expect that certain
members of the community will greatly appreciate being able to make these contacts any time of the day via telephone.
The system will allow Utility customers, at any time, day or night, to call and make a payment
and/or hear:
• Current Balance Owned
• Last Billing Date Amount
• Next Billing Date
• Last Payment Date and Amount
• 12 billing or payment history.
Building Inspection customers will be able to, at any time, day or night, call and schedule a
building inspection and/or hear:
• Inspection Results
• Permit Fees Owed
• Hear Permit Based Messages
• Cancel Inspections
• Hear Correction Codes
• Hear Site Address for the permit

Selectron Technologies, Inc was chosen to offer this service because it is the only Sungard
approved vendor for Integrated Voice Recognition systems. This is a sole-source contract
award, given the required compatibility with our existing Utility and Building Inspection/Permits
software (Sungard. )
UNRESOLVED ISSUES: None.
ALTERNATIVES: Do not sign the contract. Consider finding a vendor that is not Sungard
approved and negotiate with Sungard for authorization (likely to be much more costly.)
FISCAL EFFECTS: The contract is for a total of $88,500. The Water and Wastewater
Funds will each contribute $24,875 for their shares of the Utility system costs. The Building
Inspection Fund will contribute $38,750 for its share. All of these amounts are below the
amounts authorized in the FY15 budget.
