Project Management Framework Paul Sanford,Allied Engineering, will serve as the Project Manager and lead point of contact with the City of Bozeman. Paul has successfully managed planning, design, and implementation of a wide variety of projects in his 17 years working in the Gallatin Valley. These projects include major city subdivisions, site designs, water and sewer main extensions, stormwater improvements,floodplain projects,water resource projects,and transportation projects. The construction cost of some of these projects was over$3 million. Paul will manage our team of experts to ensure on-time delivery of quality project deliverables. For each assignment given to us by the City, he will assign a lead technical reviewer from our key project team. The proposed project represents roughly 10%of the work capacity of our team. Our current workload for the team over the course of the next year is less than 50% of capacity. Our project team has the availability to make this project a top priority,to complete the work on or before the desired completion date, and to provide excellent customer service. 4.0 Location of Firm in Relation to Project The Allied Engineering Bozeman office is located at 32 Discovery Drive, Bozeman, MT 59718. Our office is located a short 7- minute drive to the City Engineering Division office located at 20 East Olive. Team member Lanette Windemaker is also located in Bozeman. Additionally, we have utilized elements of the UDC and the Engineering Design Standards to serve as guidance and standards for projects we have worked on in other jurisdictions lacking detailed standards/regulations. Project Manager, Paul Sanford, recently reviewed the UDC as part of a constraints study for a potential future development in the City of Bozeman. We have ;. also recently utilized the UDC for site plans in the City and for floodplain related projects. We have been using the Engineering Design Standards to design projects in the City since it first was developed over 10 years ago. Team member and licensed land surveyor, Greg Finck, has 30 years of experience referencing and complying with the Montana Subdivision Act for development projects. Team members and civil engineers, Brock Athman, Craig Madson,and Lee Evans have experience utilizing Federal and State standards for road projects including a 6-mile highway reconstruction project in Arlee, MT. Mr. Sanford has experience designing and reviewing stormwater projects meeting City of Bozeman, MDEQ, and MDT standards. Lanette Windemaker worked directly with the Bozeman Unified Development Code (UDC) in planning review of private development applications for more than eight years, both as a contractor and as a staff planner. This planning review included all aspects of development applications from Planned Unit Developments (PUDs), major subdivisions, annexations, zone map amendments, conditional use permits (CUPs), UDC text amendments, and site plans, among other applications. Ms. Windemaker has presented training sessions on the Montana Subdivision Act (Planning 101 - Subdivision) on behalf of the Montana Association of Planners since 2008, and most recently in Helena (2013), Ennis (2013), and Big Sky (2011). A coordinated effort led by community Organizations organizations,city,state,and federal partners,consulting professionals and landowners Association of Montana began in 2010 with a vision to create a naturally functioning and connected creek Floodplain Managers(AMFM) corridor with healthy riparian areas and floodplains. To serve as a planning,design,and permitting tool for on-going and future channel and habitat enhancement projects, Mr. Association of State Floodplain Sanford led the effort to create a HEC-RAS hydraulic model of Bozeman Creek through Managers(ASFPM) downtown Bozeman. Montana Association of Dam and North 7th Avenue Improvements,Bozeman,MT:Mr.Sanford was the project manager Canal Systems(MADCS) for this corridor planning and infrastructure improvements project. He worked closely with the North Seventh Avenue Urban Renewal District to plan for the beautification and redevelopment of North 7th Avenue. The initial phase of the project focused on sidewalk construction, infill, and safety upgrades. Mr. Sanford was also Engineer of Record for Phase I - Sidewalk Infill project involving over 800 feet of new sidewalk, embellished sidewalk intersections,and a bus stop. This 3.5 million dollar project involved water, sewer, and storm drainage design including design of 7400 feet of 21-inch sewer outfall main through DNRC Floodplain Hydraulics existing urban area including jack&bore crossings at a railroad and highway. Designed Using HEC-RAS,2.5 Day Course, a stormwater bypass channel to intercept run-on from a 2 square mile basin upstream 2011 of the subdivision. Meadow Creek Subdivision Sewer Outfall, Bozeman, MT: Project Engineer for a 2.9 million dollar sanitary sewer main installation project consisting of over 3.5 miles of 15 to 27 inch sanitary sewer main. The pipeline crosses through both undeveloped land as well as through developed portions of the City of Bozeman. Environmental permits were obtained for a creek crossing and for erosion and sedimentation control. Extensive coordination with other engineering firms as well as with the contractor and City was required as the alignment crossed through developing portions of the City. Big Sky Water Improvements — Phase I, Big Sky, MT: Provided design for approximately 4,000 feet of new ductile iron water main for the Big Sky County Water and Sewer District No.363, Southfork Subdivision, Phase II, Big Sky, MT. Provided inspection services for the construction of water and sewer mains and roads for a 25-lot major subdivision. Also performed construction staking and contract administration John Rian Addition, Stanley, ND: Engineer for design of roads, sanitary sewer,water and storm drainage infrastructure for the 170-acre John Rian Addition in Stanley, ND Mr Sanford provided design criteria and oversight to staff engineers for the design of infrastructure. He also developed the technical specifications for the project and assisted with the engineers reports and cost estimates for the Special Improvements District. Stanley Sewer Outfall — Stanley, ND: Lead staff engineer for the design of a 3,800 foot long 10-inch sanitary sewer outfall in Stanley, ND. The project involved jack and bore crossings of a paved Township road and the BNSF Railroad.
