DOWL HKM and Land Solutions have teamed up to deliver an experienced quality engineering and planning team that will provide the greatest value to the City and their development partners during a period of substantial growth. Land Solutions is a leader in the planning profession in Montana, being recognized for our statutory knowledge and range of planning expertise. We serve public and private sector clients across the state, reviewing development applications, writing development codes and long range plans and providing guidance to developers and local government officials. Our public and private sector work allows us to understand development review from both sides of the table, resulting in efficient processes and adding value to projects. We have three full-time, senior level planners on staff,two of whom are certified by the American Institute of Certified Planners and have been elected by our peers to the Executive Board of the Montana Association of Planners. Between us, we have over 30 years of experience with development review, having worked on literally hundreds of subdivision and zoning applications. Land Solutions is currently providing development review services to Miles City and Richland County, Montana and has been pre-approved to provide review services to Lewis & Clark County should the need arise. Although we have not previously worked for the City of Bozeman, we are familiar with the City's Unified Development Code, having researched and used portions as models while updating regulations in Williams County and the City of Ray,North Dakota and also the cities of Polson and Miles City, Montana. We also appreciate Bozeman's unique role in Montana as an economic and quality of life leader that emphasizes quality design and community vitality. Land Solutions will provide planning review services, DOWL HKM engineering review services. DOWL HKM is a full service civil engineering firm that has been providing engineering services across Montana Glacier and the western United States for nearly 60 years. The NaWnalPark Bozeman office has been in operation for over 25 years Montana and currently employs 1 1 full time staff. Our Bozeman Great Falls office will provide the engineering review related activities, being led by our office manager and senior civil Butte, Helena Miles Ci engineer Clint Litle. DOWL HKM is 360 employees strong, tZ and has a solid western U.S. regional presence, with 23 offices spread throughout Montana, North Dakota, Bozeman Billings Colorado, Oregon, Wyoming, Arizona, Washington, and Alaska. The Bozeman Office of DOWL HKM was opened in 1987 and has since been providing civil engineering, survey, geotechnical and development services to the City of Bozeman, Bozeman School District, MSU, and private developers. Through this experience our Bozeman staff has become intimately familiar with the Bozeman area, development community, infrastructure, infrastructure standards and the Unified Development Code (UDO). Land Solutions has offices located in Charlo and Helena, Montana. Land solution employs experienced planners who have worked in western Montana public sector planning departments during a time of rapid growth and development. Land Solutions is well versed in public process and community design. Land Solutions planners function as a team, where we take on project roles that are in the best interest of our clients in terms of timeliness and results. Land Solutions seeks to add value to both the development review process and to development projects. This means providing a predictable and timely review; open and continual communication with developers, agency personnel and the public, and sufficient knowledge of the community's planning documents to be able to convey design preferences to developers in order to improve on-the-ground results. PROJECT TEAM Clint Litle, PE DOWL HKM Clint Litle is a Senior Civil Engineer, Project Manager, and Bozeman Office Manager in DOWL HKM. Clint is a 41h generation Bozeman resident and licensed engineer in Montana, North Dakota, and Washington State. Clint has over 25 years of experience in land development engineering services, working on a wide variety of private and public projects throughout the northwest (Seattle, WA, to Williston, ND) with the majority of his experience in Montana. Clint will be responsible for project management and engineering review of site plans and subdivision projects. Zach Lowe, PE DOWL HKM Zach Lowe has worked for DOWL HKM for 20 years—starting right out of high school in DOWL HKM's Billings, MT office, and working in their Bozeman office after graduating from Montana State University. Zach has designed numerous road and parking lot improvement projects at Montana State University, several commercial and educational building site plans as well as entire subdivisions. Other responsibilities have included engineering duties connected with the Surface Transportation, Municipal, and Surveying Divisions. Duties have included water, sewer, and site planning design in addition to part time survey crew chief and construction inspection responsibilities. Zach will provide review of transportation facilities, street layout and design, design reports, specifications and drawings. LAN D SECTION ONE S0LUTIAV NS, iir, Experience and Qualifications IDOWLHKM Proposal for Development Review Term Contract City of Bozeman Kevin Johnson, PE DOWL HKM Kevin Johnson is a Senior Municipal Engineer in our Bozeman office. He is the leader of the Municipal Utilities group in the Western Region of DOWL HKM. Kevin has over 18 years of experience in conventional drinking water treatment facilities, lagoon based and mechanical wastewater treatment facilities, sewer lift stations, drinking water and industrial water pump stations, and development of instrumentation and control parameters for all of the above projects. Kevin's expertise in water/sewer design, public utilities, and stormwater design will provide the City of Bozeman a local expert on reviewing development applications. Dave DeGrandpre, A1CP Land Solutions Dave DeGrandpre is a community planner and the firm's principal. Dave has practiced as a planner in Montana for 15 years and is highly regarded for his statutory knowledge, facilitation skills, and open communication style. Dave has reviewed hundreds of subdivision and zoning applications ranging from standard variance and conditional use permits to multi-phase, complex development projects. Dave has also represented developers on dozens of applications, some of which were highly controversial, so he understands how to meet the goals of both the public and the development community. Andrew Hagemeier, AICP Land Solutions Andrew Hagemeier is a senior level community planners. Andrew's professional areas of emphasis include public outreach, long range community planning, and plan implementation. Andrew has worked in western Montana public sector planning departments during a time of rapid growth and development. He is well versed in public process and community design. Andrew will review applications to verify conformance to Bozeman Municipal Code Section 38 Article 19 and Montana Code provisions for subdivisions. Joel Nelson Land Solutions Joel Nelson is a senior level community planner. Joel's greatest strengths include processing development applications with focus on legal defensibility and attention to detail. Joel will review applications to verify conformance to Bozeman Municipal Code Section 38 Article 19 and Montana Code provisions for subdivisions. LAN D SECTION ONE ��NS, iic Experience and Qualifications SOLUTIY ` Proposal for Development Review Term Contract City of Bozeman SIMILAR PROJECT EXPERIENCE DOWL HKM DEvuopmENT Bozeman, Clint Litle with DOWL HKM has been the project manager for the West Winds PUD from its inception in 2004. DOWL HKM has and continues to provide full development services to the West Winds Planned Unit Development (PUD) including master planning, land surveying, infrastructure design, material testing and construction administration services. The West Winds PUD is a 160-acre 800 unit mixed-use residential community that provides a wide range of housing, including apartments, townhouses, single family and senior facilities. For all eight phases of the West Winds project, the permitting, design and construction process the West winds has been under the requirements of the UDO. The duration and complexity of this project has provided extensive experience in working with City staff and the UDO regulation. .. :. - . lio v, DOWL HKM provided site development design services on the -� Bozeman Lodge project—an assisted living facility for senior citizens. DOWL HKM was involved in the early stages of the project performing a topographic survey and geotechnical investigation on the 7.3 acre site. These initial investigations were used as the basis for design of the 84,000 SF main building and 12 adjacent cottages grades and foundations. DOWL HKM worked on the master site plan by coordinating with the architect, electrical engineer, and landscape architect. From the site plan, a grading plan was developed, in addition to road, parking lot and utility design. Water, sewer, and storm mains were extended through the campus, connecting into City of Bozeman mains to service the 13 buildings. DOWL HKM also provided inspection services during the utility installation. AUTOZONE DOWL HKM was retained by the Corp office of AutoZone located in Memphis Tennessee to provide permitting and design services for the new Bozeman AutoZone store. DOWL HKM worked with City of Bozeman and AutoZone staff to permit and design the store site plan. DOWL HKM provided contractor ready civil site plans and coordinated the site plan permit and building permit. I-AN D SECTION TWO SOLUT091NIS. Similar Project Experience IDOWLHKM Proposal for Development Review Term Contract City of Bozeman Land Solutions, LLC Land Solutions planners have facilitated the review of hundreds of zoning and subdivision applications over the past 15 years. In the past two years alone we have worked on roughly 30 different applications ranging from commercial annexation and zoning requests to floodplain development permits to crew camp housing facilities. While there are commonalities across jurisdictions and the review process must always follow state law, almost every municipality and county employs slightly different procedures for different entitlements. The following are examples of recent development projects we have worked on. EAGLEs • In the Bakken region of Montana, North Dakota and Saskatchewan the need for employee housing has been overwhelming since 2011. Given the dormant state of the U.S. economy in recent years, the booming oil and gas industry has led to a massive influx of workers. At full buildout, the Eagles Landing Crew Camp is intended to have 345 living units housing over 700 workers, including on-site employees. During the height of the real estate boom of the late 2000s, Flathead County was experiencing some of the highest growth rates in the state. Although speculation was common, there was also a great demand for residential, commercial and industrial sites. Andrew Hagemeier, AICP was working as a staff planner for Flathead County at the time and the Planning Director assigned to him the Solomon Peyton, LLC neighborhood plan and zoning amendment project. The subject property was a 158-acre undeveloped tract located in the unincorporated community of Evergreen, just north of Kalispell. Despite being unincorporated, the community had urban densities and municipal-type public water and sewer. A portion of the property was located adjacent to a major arterial roadway and a rail line. The Whitefish River, its riparian zone and associated floodplain, were also located on a portion of the property. To the north and south of the property were residential neighborhoods with 7,000 square foot lots and also limited industrial uses to the east. The property was covered under a neighborhood plan that called for it to remain agricultural. The neighborhood plan had been adopted 20 years prior and the character of the area had changed substantially over time. The subject property was zoned AG-80, a district intended to preserve agricultural uses, that permitted a minimum lot size of 80 acres. However, in light of the market demand and surrounding land uses, the applicant was proposing an industrial element, a commercial element and an urban scale residential element. DEVELOPMENT REviEw FOR ► CouNty Land Solutions' contract with Richland County, MT is a yearlong contract, where development review services are provided as needed. The bulk of the work is being conducted by Joel Nelson, with oversight by Dave DeGrandpre. Subdivision review does involve statutory timelines and report deadlines, but the way we structure the workload for subdivisions, only Joel or Dave are working on a report at any given time, freeing the other to focus on other responsibilities. POLSON DEVELOPMENT ., Dave DeGrandpre is providing technical assistance to the City of Poison in an update to the City's Development Code. DEVELOPMENTMILES CITY OVERSIGHT Miles Land Solutions provides regular on-going assistance to Miles City's planner-in-training and various boards. Tasks include growth policy public outreach, County Part 1 zoning district consolidation, neighborhood planning and regional parks planning. Andrew Hagemeier provides the majority of effort under this contract, supplemented by Dave DeGrandpre and Joel Nelson. LAN D SECTION TWO SOLUT[tl 'NS, ii.c Similar Project Experience Proposal for Development Review Term Contract City of Bozeman CAPABILITY TO MEET TIME AND BUDGET REQUIREMENTS DOWL HKM understands the importance of schedule and budget to our clients and their projects. We also understand that the development review process has regulatory time requirements mandating their completion. Furthermore, we understand that development is a major economic driver in western Montana's economy and we must balance timeliness with a through and complete review. We have a large, experienced staff, in multiple locations, allowing for flexibility in assigning manpower to satisfy urgent project needs. DOWL HKM maintains in-house expertise specializing in many different disciplines, including site development, civil engineering, planning, environmental, water and waste water, land surveying, real estate, and even landscape architecture. Our ability to handle high-priority projects of all types is evidenced by our successful completion of thousands of projects during our 60 years of existence. The engineering elements of a Development Review Application will be reviewed by staff in the Bozeman Office of DOWL HKM. In anticipation of the continued improvement of the Bozeman economy we have hired two additional staff engineers in the Bozeman Office who will be overseen by experienced staff. In the unlikely event that the demand for engineering review exceeds the capacity of Bozeman staff resources from other western Montana offices can be used to meet schedule requirements. To stay within budget restraints project review will be completed by mid-level project engineers completing their review under the supervision and guidance of senior staff. Senior engineering staff will provide project management and quality control review of all documents. 2013 was a busy year for Land Solutions. With two planners on staff we managed multiple projects simultaneously and completed several projects across Montana and western North Dakota. At the end of 2013 Land Solutions hired Joel Nelson, a planner with nine years of Montana planning experience including three years as a county planning director. With three experienced planners now on staff we are able to take on significantly more work while providing the some high level of quality. In the event that growth continues and in order to maintain strong customer service, Land Solutions may bring on another planner toward the end of 2014 or early in 2015. With a number of projects recently concluding, we have ample capacity to facilitate the review of development applications for the City of Bozeman. Based on all of our current obligations at this time we have approximately 50% availability in 2014 and 80-90% availability in 2015. While Andrew Hagemeier, AICP, who is based in Helena, will conduct a large percentage of the project review tasks, Dave DeGrandpre, AICP and Joel Nelson are able to carry any additional load assigned by the City. Budget Land Solutions has little overhead so can provide low rates to our customers. We charge $80 - $90 per hour and typically work on a time and materials basis. We travel to and from our clients' locations on a regular basis in order to provide excellent customer service and meet established timelines. At least once per month we already visit Bozeman while attending to other clients in other areas of the state. This will allow us to couple trips to Bozeman with existing projects, resulting in significant cost savings to the City. SECTION THREE LAND Capability to Meet Time SOLUTI%';VNS, it.c and Budget Requirements Proposal for Development Review Term Contract City of Bozeman LOCATION OF FIR[ DOWL HKM DOWL HKM will primarily service the project with staff in the Bozeman office. In the event that a specialty discipline is required staff will be used from one of DOWL HKM's other regional offices. The Project Team that DOWL HKM have selected for this project are responsible for ensuring that this project is properly managed and deliverables meet the expectations of the City of Bozeman as well as DOWL HKM's internal expectations of excellence. To help foster communication and allow us to provide efficient and timely service, our project team includes members located in our Bozeman office. Land Solutions LLC As discussed above, Land Solutions has also selected staff that will provide the highest level of service and efficient to the City. Land solutions have offices in Charlo and Helena Montana. Andrew Hagemeier in the Helena office will be the primary contact for the project. PRESENT AND PROJECTED WORKLOAD DOWL HKM Our staff is approximately 80% committed for the next three !_ months with the workload declining steadily. With the projected workload decreasing and only a portion of our resources committed, we have immediate availability to start work for the City. Land Solutions LLC With a number of projects recently concluding, we have ample capacity to facilitate the review of development applications for the City of Bozeman. Based on all of our current obligations at this time we have approximately 50% availability in 2014 and 80-90% availability in 2015. While Andrew Hagemeier, AICP, who is based in Helena, will conduct a large percentage of the project review tasks, Dave DeGrandpre, AICP and Joel Nelson are able to carry any additional load assigned by the City. PROJECT MANAGEMENTf APPROACH Based on experience from other fast growing jurisdictions, we recommend the City of Bozeman contract with or pre-approve more than one consultant team to conduct development review. This would add flexibility in the event the City needs additional assistance due to unforeseen circumstances or the workload exceeds forecasts. Additionally, this would provide a competitive environment for the consultants, who would then have greater incentive to perform cost effectively and conscientiously. In terms of how DOWL HKM and Land Solutions would carry out project review, we envision the Bozeman Planning Director or Development Review Manager would provide project application materials to Dave DeGrandpre, Andrew Hagemeier and Clint Litle electronically. Due to his close proximity to Bozeman, Andrew would typically lead the review effort, conducting site visits and facilitating the Development Review Committee, Planning Board and other bodies as needed. Dave DeGrandpre and Joel Nelson would also facilitate development review efforts in order to provide efficient service. Clint Litle would focus on engineering review as needed in conjunction with the City's Engineering Department. Staff reports would be reviewed by a second planner or engineer prior to submittal for content and style. The development review process will depend on both the type of application and also its complexity. For example, a major preliminary plat application will require different steps from a conditional use permit request in accordance with the Bozeman Unified Development Code and Montana Code Annotated. Working as a team will ensure past precedent is observed and also result in a smooth and efficient review process for City officials. Land Solutions' staff reports typically include several maps and graphics, summarized comments from municipal departments and other service providers, an evaluation of the project under the relevant plans, regulations and statutes, documentation of public notice and review timelines, a recommendation and other information as necessary. We try to be as concise as possible while addressing all of the relevant points so as to provide a high level of legal defensibility. Our planners and engineers have the background and knowledge to efficiently and cost effectively facilitate development review while helping the City implement its plans and helping developers to achieve their goals. SECTION FIVE LAND, Present and Projected Workload SOLUTI%;'NS. tic Project Management/ Approach Proposal for Development Review Term Contract City of Bozeman CURRENT WORK FOR CITY RECENT ANC The DOWL HKM Bozeman office has been established for 25 years and has been providing services throughout the City of Bozeman, Montana State University, and Gallatin County for a quarter of a century. Although we have not recently worked directly with the City of Bozeman recently, we have been providing engineering and development services throughout the City. We have been indirectly working with the City on the Reconstruction of Rouse Avenue through Public involvement, the environmental process, and design. Recent projects our team has provided services for in the area include: Phil Odegard and Tony Becken-Gaddo lead the transportation team in the design of an intersection reconfiguration and signalization improvement at the Rouse Avenue and Griffin Drive intersection. The preliminary design included analysis of a . roundabout as an alternative to signalization. Additional work included widening an existing two lane roadway to include a center turn lane and shoulders for a nearby development site. z i DOWL HKM is currently working with MDT to design the reconstruction of Rouse Avenue. Our staff has worked closely with the City of Bozeman, local residents, and stakeholders to assure their voice is heard throughout the design process. To illustrate our capabilities we have included a matrix of projects with similar services our team has provided. The matrix below illustrates that we have extensive experience with pavement preservation projects and how these compare to the specific services that have been listed in the Request for Proposal; we have recent, relevant experience in each of these service categories. The current staff of the Bozeman Office is comprised of a healthy mix long-term to entry level staff providing a full range of and experience and educational backgrounds. Our staff has completed numerous subdivisions and site plans working with City Planning and Engineering staff in following the UDO and engineering design standards. Through this project experience our staff has become well versed with the UDO, engineering plan and report requirements. DOWL HKM also has a calibrated water model of the City water system. Land Solutions is currently providing development review services to Miles City and Richland County, Montana and has been pre-approved to provide review services to Lewis & Clark County should the need arise. DOWL Montana Water Environment HKM evaluated alternatives to address current violations and increase system capacity to Federation—Past President accommodate 20-year growth projections for the community. The preferred alternative is to construct a pump station and six-mile sewer force main to enable connection to the Town of Manhattan and the TRAINING new mechanical wastewater treatment plant. The project will include the pump station modification, American Membrane 33,000 lineal feet of HDPE sewer force main, a pipeline"pigging"system, and various process and flow Technology Association; control facilities. Workshop on Retrofitting and Optimizing the Operation of Big Sky W&S District; High-Pressure Pump Stations and Effluent Transfer Pipeline; Design Drinking Water Treatment engineer for two high-pressure pump stations and 35,000 lineal feet of 8-inch steel force main to Plants; Las Vegas,NV transfer wastewater treatment facility effluent to water storage ponds for golf course irrigation. The discharge pressure from the two pump stations in series were over 500 psi. The pipeline was routed through complex mountainous terrain, and a special"zap-lok"steel pipeline joint was used for specially coated and cathodically-protected pipeline. Butte Silver Bow—Big Hole River Pump Station,Butte,Montana. Design engineer for the pump system replacement for this 14 MGD raw water pump station delivering raw water from the Big Hole River to the Big Hole Water Treatment Facility for Butte, MT. Project included five new variable speed pumps at 400 HP each to deliver the water over 50,000 lineal feet and over 400 vertical feet to the existing water treatment facility. Completion of the project finally enabled the pump station to deliver the full water right from the Big Hole River to the treatment facility. Choteau 2008 & 2012 Wastewater Facilities Plans, Choteau, Montana. Project Manager for completion of wastewater facility plans (Preliminary Engineering Reports). The existing collection system experiences massive infiltration of groundwater and the treatment system is a single cell facultative lagoon. DOWL HKM completed a collection system evaluation, flow monitoring and video inspection to identify the sources of infiltration and prepared recommendations for collection system improvements. Projects resulted in recommendations for multiple phase improvement projects including infiltration reduction, effluent disinfection, and ultimate wastewater treatment facility replacement with a mechanical oxidation ditch treatment system. The project was funded through the state revolving fund(SRF)program. Choteau Wastewater System Improvements, Choteau, Montana. Project manager for wastewater system improvements including 2,800 lineal feet of sewer collection system slip lining and installation of an ultraviolet disinfection system at the city's wastewater treatment facility. Project is part of on-going effort to reduce infiltration to reasonable levels and allow eventual replacement of the facultative lagoon treatment system. Project included replacement of 8,500 linear feet of water distribution mains, 2,000 feet of new transmission main, a pump station replacement and new chemical feed system. Project also included geotechnical investigations, survey, design of replacement utilities, coordination with MDT and DEQ, final design, and construction administration. Project Manager and Design Engineer for 2005 water system improvement project. Project responsibilities included preparation of Preliminary Engineering Report update, submittal of CDBG application, preparation of design drawings, specifications, bidding documents and overall project and construction management. Lyman Creek Reservoir Improvements, Bozeman,Montana. Lyman Creek Reservoir was the initial water source and reservoir for the City of Bozeman.The reservoir and water collection system was built around 1900. The City operated the facility until 1998 at which time it was taken off-line for repair. DOWL HKM provided a series of pre-design reports evaluating all elements of the facility restoration including concrete panel restoration, liner installation, structural cover construction, control valves and telemetry. Based on the pre-design reports, DOWL HKM proceeded with design and construction administration of the facilities. Project responsibilities included design of the inlet and outlet control facilities and pipeworks, design of the chlorine feed and fluoride feed systems, design of the radon removal system,coordination of the SCADA modifications and construction administration of the overall project through completion. This project included the design of a state-of-the-art 1.0 MGD membrane bioreactor wastewater treatment facility. The project included mechanical process piping design, pump systems design, Chlorine and UV disinfection design, instrumentation and control system design coordination, site design, and geotechnical investigations. Facility included raw wastewater screening, biological reaction basins, submerged membrane filtration tanks, effluent transfer and solids handling facilities. Hellroaring Water Supply Evaluation :Feasibility Evaluation for Treatment and Distribution of Water, Poison, Montana. Evaluate feasibility of treating surface water from Hellroaring Creek for use as a supplemental municipal supply for City of Polson. Project included upgrades and improvements to the Butte- Silver Bow water system hydraulic model. The system consists of over 5,800 pipes, 18 pressure reducing valves, 8 pressure zones, 5 water storage tanks, 2 reservoirs 5 pump stations and roughly 50 isolation valves. The foundation elements were supported on rammed aggregate piers due to very soft compressible soils at the site. DOWL HKM provided 2010/HAZWOPER engineering services for a term contract with the Natural Resource Conservation Service. Worked with constituents (landowners, local Conservation Districts, NRCS, and U.S. Fish and Wildlife Service) to protect existing irrigation facilities from flooding during proposed, artificial "spring rise" releases out of YEARS OF Fork Peck Reservoir. Project Engineer for term contract with the NRCS. Work completed to date EXPERIENCE includes retrofitting and design improvements of irrigation pump sites along the lower Missouri River. 18 Lyman Creek Reservoir Improvements, Bozeman,Montana. Lyman Creek Reservoir was the initial PROFESSIONAL water source and reservoir for the City of Bozeman.The reservoir and water collection system was built around 1900. The City operated the facility until 1998 at which time it was taken off-line for repair. AFFILIATIONS DOWL HKM provided a series of pre-design reports evaluating all elements of the facility restoration including concrete panel restoration, liner installation, structural cover construction, control valves and TRAINING telemetry. Based on the pre-design reports, DOWL HKM proceeded with design and construction administration of the facilities. Project consisted of studying current conditions and projected growth rates for the school which would trigger future facilities improvements. Using the aforementioned information, and studying proposed developments within the Monforton School District, impact fees were proposed to the District. Project Engineer for the Impact Fee Study. Montana State University 8th and Cleveland Reconstruction, Bozeman, Montana. DOWL HKM provided utility improvements on the blocks of 8th and Cleveland street on the MSU-Bozeman campus. Elements of the project included ADA compliance, designing a new center median in 8th Avenue, road realignment, new sidewalk installation, designing a retaining wall, as well as landscaping and irrigation elements. Montana State University Associated Students, Student Union - Water Main Extension, Bozeman, Montana. Designed utility connections, access road, grading and stormwater improvements for the addition to the Strand Union Building on the Montana State University campus. Montana State University Facilities Yard Drainage &Paving Project, Bozeman, Montana. DOWL HKM installed storm drainage improvements and regraded the Office of Facilities Services yards to prevent flooding in their auxiliary buildings. Montana State University Graduate Housing Road & Parking Lot Facility Plan, Bozeman, Montana. DOWL HKM Engineering provided design and construction administration for the Family Graduate Road Repairs Project. The project involved the reconstruction of three blocks of Garfield St within the MSU Bozeman campus.The design incorporated paving fabric and grading improvements in the new road section. Inventoried and assessed pavement conditions within the MSU campus. Identified specific treatments for each area and developed a pavement maintenance program. Provided a schedule for replacement and maintenance activities as well as cost estimates. Montana State University Hamilton Parking Lot - Hapner Hall Driveway Loop, Bozeman, Montana. The project consisted of three primary elements: 1) Hamilton Hall Parking—Demolition and reconstruction of the Hamilton Hall Parking Lot (approximately 50 stalls); 2) Hapner Hall Access — Demolition and reconstruction of the circular access into Hapner Hall; and 3) Garfield Street — Demolition and reconstruction of approximately 1500 feet of urban standard roadway. The projects included irrigation, lighting, landscaping, and pedestrian improvements. Presented several design scenarios for the MSU planning board. Based on comments and recommendations of planning board, designed parking lot and access road. Prepared bid package and assisted in the construction administration of the project. DOWL HKM prepared the irrigation study on the Married Student Housing grounds of Montana State University, The study involved evaluating irrigation application rates, irrigation source . Based on the irrigation study, MSU commissioned DOWL HKM to complete an irrigation design for the Family Graduate Housing portion of the campus. The purpose of the work was to remove the irrigation system from the City of Bozeman Water System and use untreated groundwater or surface water as the irrigation water source. Modeled the existing irrigation system on the FGH area of campus supplied by the City of Bozeman treated water. Determined cost-saving and water conservation actions, and investigated alternate water sources for the FGH irrigated areas. Montana State University Recreation Building Site Plan, Bozeman,Montana. Project consists civil design and improvements for a new building on the MSU campus that rents recreational equipment to students. Design elements included a parking lot, site grading, water and fire service lines, and a stormwater collection and retention system. Montana Tech Digger Turf, Butte, Montana. Montana Tech Digger Turf is the construction and placement of approximately 90,000 square feet synthetic turf with subsurface drainage system to replace the existing grass turf for the Montana Tech football field located at Alumni Coliseum. In addition to the construction and placement of the synthetic turf, a mechanically stabilized earth (MSE) retaining wall was constructed with sidewalk around the perimeter of the synthetic turf.
