Co Utilization 0 ,, t`I1 L Way RELEVANT EXPERIENCE f For 45 years,Sanderson Stewart has helped our clients build enduring communities. From a project's earliest planning stages through design, permitting, and construction,we build communities that thrive and endure. Our work from private developers has taken us to communities throughout Montana, preparing land development and subdivision applications. We are well versed in the submittal requirements, having completed multiple projects within the City of Bozeman. From large neighborhood developments, including the 200-acre Meadow Creek Subdivision to the small lot site design of Cellular Plus, we have extensive knowledge of the compliance requirements of the Unified Development Code. Similar to the Development Review Term Contract work for the City of Bozeman, Sanderson Stewart has provided the City of Red Lodge Municipal Engineering services, including third party review of development applications. This involved reviewing applications for compliance with subdivision regulations/ zoning regulations and the City utility and road design standards and providing recommendations to the Community Development Director. Recently,Sanderson Stewart also helped re-write the entire zoning code for the City of Red Lodge including updates to the zoning map and individual zoning district review procedures and zoning requirements. Our experience and understanding of items that may be reviewed during the term contact are described more fully below Water/Sewer Design The collection, treatment, and distribution of water for drinking, agriculture,or recreation is perhaps the most important task facing our communities. At the same time, the collection, treatment and disposal of wastewater is under intense scrutiny as society demands more environmentally sound engineering solutions. The Water Resources group at Sanderson Stewart is leading the way in sustainable, low impact solutions for water use and management. Sanderson Stewart's water/sewer design experience ranges from successful on-site . systems for remote subdivisions to large water rehab projects to site adaptation and design. Our team will draw upon this industry-leading experience and technical expertise in our review of any proposed water/sewer improvements. Potential conflicts with private and Public utilities ., Inherent to land development is the potential for conflict. Conflict between public and private utilities can occur in a new development or in the replacement of an old sewer line. In the planning and design of our own projects,Sanderson Stewart identifies utility locations and potential conflicts and creates plans that work for all known utilities. `When a conflict occurs in the field, our construction engineers work with the owners, contractors, and our design engineers to find workable solutions. This real-world experience is invaluable in identifying potential conflicts, from the planningsta>e through to construction. We a lv our on-the-ground knowled a AMR, ♦ , . A when we review plans through our quality assurance program and we will apply that same knowledge when we complete third party review. Stormwater Design Stormwater design is an often overlooked element of infrastructure design. At Sanderson Stewart we understand the importance of good stormwater management to the development, the City, and the environment. 'We have dealt with complex drainage issues created by expanding Montana communities and understand the unintended consequences that can occur when you increase stormwater run-off. Our team has created stormwater master plans, designed innovative underground detention and treatment facilities, and works to stay updated on industry trends by attending statewide training seminars. In fact,we have recently completed the City of Billings Stormwater Master Plan. We understand that Bozeman is currently working on the development of its stormwater utility and to improve water quality in the surrounding water bodies, specifically Bozeman Creek. With that in mind, our team will utilize their expertise and experience to assist the City with evaluation of stormwater reports and design within the context of the Unified Development Code. Street Layout and Design Specializing in transportation planning and design,Sanderson Stewart is committed to developing street layouts which include elements such as Complete Streets, multimodal access, and sensitivity to surrounding environments. Street layout and design is integral to our work with private development in addition to our City and County experience. This experience and specialization means that i Sanderson Stewart is ideally suited to help review applications within the context of the City's current regulations. Transportation facilities review Sanderson Stewart's Transportation group has reviewed transportation facilities for various organizations. XX'e have a term contract with Montana Department of Transportation to review signing and markings within MDT controlled corridors for compliance with their requirements. Sanderson Stewart completes peer review / of transportation facilities,as part of a term contract with Ada County,Idaho (Boise area). . Much of our work involving Safe Routes to Schools includes analyzing and assessing intersections,ADA accessibility, signage and street crossing. Our traffic impact studies have evaluated hundreds of streets, roads and intersections throughout Montana. These projects have afforded us the experience that is necessary to provide efficient and thorough review of proposed transportation facilities within the City of Bozeman. , Conformance with Bozeman Municipal Code Section 38 Article 19, Plan ' Review We have completed numerous projects in Bozeman in compliance with the Unified Development Code,Article 19,Plan Review. From large subdivisions to , , individual site plans, our knowledge of the plan review process spans a variety l.ti of applications. We have completed design of subdivisions within Bozeman, including Meadow Creek,Falcon Place and Norton Ranch. As a sub-consultant to Collaborative Design Architects, the civil site plan for Petco, prepared by Sanderson Stewart, involved survey, site grading, stormwater, sidewalk design and detail, erosion control plan and fire service plan and details. We also completed the design of the Fatuous Dave's site on North 7th Street,as well as two Stockman Bank sites on North and South 19th Streets. Conformance with Bozeman Municipal Code and Montana Code provisions for subdivisions Our 45 years of specializing in land development experience has given us the opportunity to plan and design hundreds of subdivisions within Montana. We are well versed in creating lans that comply with Montana's and Bozeman's subdivision regulations. Our internal quality control process ensures that projects comply with the reviewing jurisdictions'regulations and requirements and we place the same value and adherence to quality control standards for third party reviews. We understand responsibility of third party review and how it fits with overall development review. Current and recent work for the City of Bozeman a wo While our experience working directly for the City of Bozeman is limited, our work for other municipalities, counties and state government is extensive. We are currently working with Gallatin County on several projects involving work within the City of Bozeman. The Triangle Planning Study is a cooperative effort between Gallatin County, and the Cities of Bozeman and Belgrade to create and document opportunities for regional planning cooperation. This work will ultimately be reviewed and used by all three entities. Sanderson Stewart is also providing design and construction plans for a CTEP funded project for three(3) separate bicycle and pedestrian paths in Gallatin County, including along East Oak Street within the City of Bozeman. We have recently contracted to provide approach and access design to the Gallatin County Fairgrounds from Oak Street. In addition to our current work with Gallatin County,Sanderson Stewart has provided planning and engineering services to the City of Billings,City of Red Lodge,Town of / 4. Philipsburg,Town of Columbus,Bozeman Public Schools,Anderson School,Billings . Public Schools,Laurel Public Schools,Montana Department of Transportation,Big Sky Economic Development Authority,Sanders County,Town of Dayton(WY), Town of Rancliester(W1'),City of Sheridan(WA),City of Casper(WY),and City of Williston(ND). Our work has included relevant projects such as annexation studies, master plans, capital improvement plans, water and sewer utility design, preliminary 0.1 engineering reports,Safe Route to Schools planning and design, road and street • design, and contract engineering services. This broad public experience gives us an in-depth understanding of each public entity's unique needs and regulations, which we • '• have implemented in our own internal quality assurance. From our past projects within the City of Bozeman,we understand the City's development process. Our current workload includes few projects within the City limits at this time, which allows us to bring an objective, unbiased perspective to evaluating and reviewing development applications. We will bring that perspective and understanding to the City of Bozeman. ;0 tir BOZEMAN AREA WATER RESOURCES PROJECTS MEADOW CREEK SUBDIVISION Bozeman,Montana -.
