We will provide preliminary planning and engineering review services for private development applications received by the Community Development Department. Our team has extensive experience in community development, planning and public infrastructure design and review. Our key team members include Dave Crawford, PE, Jana Cooper, PLA, and Kyle Scarr, PE who represent more than 50 years of combined experience working for local communities. TD&H proposes to provide all required services for the City of Bozeman Development Review Term Contract in-house. We have the engineers,planners and technicians capable of meeting the terms of the contract without the assistance of subconsultants. Our project management philosophy for the Development Review Term Contract is coordination between the City and TD&H in the early stages of a review project to outline tasks and develop a comprehensive plan. She has worked on project from Montana to Arizona as well as internationally including projects in Australia, London,China and the Middle East. Kyle Scarr, PE Project Engineer Kyle is a civil engineer and principal for TD&H. He has general civil engineering experience related to design of subdivision and municipal infrastructure including site development, grading, storm drainage, water and sewer mains.Kyle also has geotechnical engineering experience related to the design of roads and highways, railroads,bridges,foundations, landslide remediation as well as related structures and earthwork issues. We are anticipating providing staff for 8-20 hours per week to review development applications submitted to the City of Bozeman. Our team will review projects for conformance with local and state codes and statutes and develop staff reports with recommendations and conditions of approval for each development based on the code review and interpretation. Additionally, we understand we will need to review technical planning and engineering reports, specifications and drawings and provide comments in a timely manner. Team members will attend Development Review Committee meetings at the City as necessary for the project. Our out of town team members will be available via teleconference or travel to Bozeman if needed to attend the meetings. Our team anticipates working closely with City of Bozeman planning and engineering staff to ensure an effective review process that meets the needs of the City. An advantage the TD&H Team can bring to the contract is their experience working for both private and public entities. Our work in the public sector has given us the hands-on understanding of governmental processes and how these processes are used to create a fair method to allow development, while protecting citizens of the community. Their work with private developers has provided the Q opportunity to understand the importance of timing and budgets. The improvements were those recommended in the City's water, stormwater and wastewater facility plans, and the transportation plan. Ms.Cooper,per the request of the City of Bozeman,Community Development Director developed a conceptual landscape plan and photo-real rendering for a proposed pedestrian connection between the City Library and East Olive Street Bozeman. Ms. Cooper successfully coordinated with City staff in the development of this project. The TD&H Team, as a representative of the following development projects, prepared site plan, subdivision and other development applications. These were reviewed by the City of Bozeman � planners, engineers and other departments, to check conformance with the Unified Development Code and the City's water, stormwater and wastewater facility plans, and the transportation plan. We understand the Bozeman Unified Development Code and have n utilized it to successfully process development applications through the Community Development Department. We understand that the code is available online at Mtcnicode.coin and reference this site to ensure we are using the most up-to-date version of the code. With over 20 years of experience in the Bozeman community our engineers are very familiar with the Bozeman Engineering Design Standards and other Federal and State engineering standards;we reference these related documents often when designing new projects. Additionally,TD&H staff has a number of years working with the Montana State Code Annotated and our team understands the impacts of legislative updates to the state code related to annexations,zoning and subdivisions and is able to interpret the changes as they are processed through the legislature. He reviews applications and provides suggested conditions of approval to the Town Council. As Town Engineer he reviews wafter, sewer and transportation layout and design,notes any public or private utility conflicts, reviews stormwater design and reports and conformance with local and state code. We hold weekly staff meetings to monitor progress on each ongoing and upcoming project (held each Friday morning from 7:30 to 8:30 am) and evaluate available resources. These meetings allow the project managers and management staff to discuss and address any critical issues that may affect their project schedules and related manpower needs. This also allows us to accept or decline new work depending on whether adequate resources are available to meet client schedules and expectations. With any design schedule, miscalculation of staffing requirements could jeopardize the design team's ability to meet the needs and requirements of the Client. Our solution is to provide the City of Bozeman with a team of professionals who are all committed to completing this contract in a way that not only meets the needs and requirements of the City,but hopefully exceeds them. TD&H Engineering has available staff and resources and can unequivocally commit the necessary resources to make the City of Bozeman and the Development Review Term Contract as a top priority. David Crawford will be the project manager and local contact for the contract period. Mr. Crawford M is located in Bozeman and has 25-30% of his time available for this project. He will be available in- r) person to attend any coordination or Development Review meetings that arise during the contract period. Mr. Crawford will coordinate the overall project management and be the main point of e--F- contact between the City and TD&H. He will disseminate work to the other team members as it is assigned to TD&H. This does not prohibit other members of the team from coordinating with the l J City. It simply allows for a strong team leader and we find helps lessen confusion in the process. Ms. Cooper will oversee review of the planning portions of the contract. Jana Cooper is currently working at 50% of her capacity and anticipates that this contract will require approximately 15-25% of her time. She has the immediate capacity to take on additional projects. Ms. Cooper is located in Great Falls, Montana, which is approximately three hours from Bozeman. In order to keep contract costs minimized, the team anticipates that she will be available via teleconference, Skype, GoTo Meeting or similar format for the majority of project meetings. If in- person meeting attendance is required,Ms.Cooper will snake herself available,as necessary,to travel to Bozeman. Our Bozeman staff will be available as the City of Bozeman needs them and will work e� with Ms. Cooper to complete any or all projects from the City. Kyle Scarr is currently working at 65% of his capacity and anticipates this contract will require approximately 10% of his time. He has the availability to ensure a high quality product and that project deadlines are met. Mr. Crawford, Ms. Cooper & Mr. Scarr, have successfully completed a number of projects together and have a seamless coordination process between the two offices. TD&H Engineering offers an instant messaging system available for employees in any office to easily communicate and the team anticipates weekly coordination calls for any projects they are asked to review by the City of Bozeman. The TD&H Team anticipates working with the City of Bozeman to develop reasonable fees to eet the needs of the City to complete the review tasks outlined in the RFP. TD&H provided facility planning, preliminary engineering report and secured grants and loans for funding the expansion of the wastewater treatment lagoons in Ennis. The project included adding a lift station, aerated ponds,ultraviolet disinfection and a new river discharge system. Water Rights Engineering Services, Meagher County, Montana. We set up a Marsh-McBuney flow measuring device at several locations on natural streams and irrigation canals, to determine capture of historic stream flows by a historic ditch.
