KLJ has assembled a professional team comprised ofAICP-certified community and transportation planners, professional engineers and professional land surveyors.Our team is extremely knowledgeable about private development,especially as it relates to Montana Code Annotated provisions for subdivisions (76.3-6oi:625) and the Montana Public Works Standard Specifications.We believe our current work as the City of Sidney's planner,the City of Conrad's planner as well as planning work in cities of Baker,Culbertson, Miles City and Wibaux will help to ensure the City of Bozeman receives high-quality planning assistance that addresses all aspects of development review. KLJ has also served as city engineer for several communities across Montana and North Dakota including the Montana cities of Shelby,Conrad and Colstrip; the city of Lincoln, ND;as well as the Montana towns of Darby, Drummond, Pinesdale,Sunburst and Big Sandy.Currently, KLJ is the city engineer for the City of Dickinson and our staff has offices in City Hall so we can review projects concurrently with the city planning and building code departments. We realize the growth pressures the City is currently experiencing and understand the implications that come without a thorough planning and engineering review of private development projects.We also recognize the need to have an impartial,conflict-free consultant to provide review and assistance as needed. For example, the recent contentious rezone of the Campus Crest student housing project is a prime example of KLJ helping the City provide review services. Our team,and more importantly,our firm understands the importance of having functional planning tools and high-quality service as development occurs.Without them, haphazard growth can impede future generations and burden existing and future residents. Moreover,we realize the importance our work will have on other initiatives in the area, including investment from public entities such as Gallatin Valley Land Trust and the Trails,Open Space and Parks committee with the recent expansion of the Bozeman Pond Park as well as investment from private developers with the Stadium View Apartments student housing project. Development is occurring at a rapid pace.To ensure quality projects are built,effective planning and design review must occur within reasonable time frames. Thus,we recognize the City's need for additional assistance in reviewing development applications to make sure they are complete, address issues identified by staff and meet all minimum design and municipal code standards including the City's Uniform Development Code (UDC) and engineering standards.We also understand the potential need for a consultant to provide an objective review of contentious projects within the city.Our team of professional planners and engineers is more than well-equipped to provide neutral reviews of projects that meet Bozeman standards. We know development is occurring on the fringes of the city's boundary - causing potential infrastructure issues and that affordable housing as well as student housing is needed in Bozeman.Quality projects are needed,and Bozeman should continue its progressive and forward thinking principles when reviewing private development projects. i n+ mammal Additionally,we understand preserving quality of life and protecting existing citizens' property rights and values is essential as growth continues to occur. Development Review Services While KLJ has not directly provided services to the City of Bozeman,we have worked with several other communities throughout the state providing development review services,meeting their oversight requirements and communicating project schedules and delivering staff reports with conditions for approval or reasons for denial. We have a professional planning staff including four planners with AICP accreditation who will dedicate adequate time and expertise to assist City of Bozeman planning and engineering staffto complete review of development applications.Similar to working with other Montana communities,our project manager,John How,will conduct a briefing meeting on any new project or task to determine staff best suited to providing quality service. Moreover,once we have a clear understanding of tasks to be provided,we will conduct weekly meetings with City staff to inform them of our progress. KLJ's approach to land use planning and development review is rooted in the basic principles of planning: protect the public's general health,welfare and safety through sound planning principles. Moreover,we will work closely with our professional engineers on design aspects oftasks and will also work with our registered surveyors regarding issues on plat, boundary line or topography questions.We believe each service-planning,engineering and surveying-complements the other and should be utilized when reviewing site plans and associated documents to ensure nothing is overlooked. In addition,each service we provide has the qualified staff with technical expertise and resources to complete their relevant portion ofthe review. For example,our engineers will provide the initial review for all technical engineering design reports and provide comments to the planner for incorporation into the staff report. Our team also strives to stay up-to-date on best planning G111WOEmWSp., L»^+ practices through several avenues including webinars, Montana Association of Planners'events and conferences and attending national American Planning Association conferences.We also encourage staff to continually read about new planning approaches through various subscriptions including Planning = _. magazine, the Western Planner, Lincoln Institute of Land Policy, the Sonoran Institute and several others.Our engineers also stay current on best practices by attending and speaking at - the national ACEC conference, the Montana American Water Resources Association and Storm Water conferences and the L -" Montana Section of American Water Works Association. KLJ also provides dedicated time and incentives to encourage all staff to learn innovative techniques and apply them to our daily work. For example,we recently conducted a public meeting whereby we utilized Google Earth,the City of Gillette's LiDAR data and BNSF-approved drawings to show 31)renderings of conception rail park improvements.The innovative aspect allowed the City Council and public to download and view the 3D model at their leisure. Our goal is to provide quality planning,engineering and design review services that are on time and within budget.As such,we want to ensure the City of Bozeman receives professional service that enhances the community through better land use and development. In Fact,our ability to 4 understanding and approach review any project is extremely advantageous because we do not,and have not,had a vested interest in projects built or currently under review and/or being developed.As such,we believe our team can serve the City and its residents with objective viewpoints that enhance the public health,welfare and general well-being of Bozeman residents,businesses and developers. Project Management KLJ has developed a well-defined project management process as the primary model for producing and conducting development review services as listed in the request for proposals.Quality,budget and schedule management are essential elements to our success as well as the success of the City of Bozeman. KLJ establishes early and consistent communication with each client to determine alternatives that will suit both project needs and client expectations. KLJ project managers are assigned to individual projects based on technical experience and ability to effectively oversee the project and communicate with City staff.Our project manager,John How,will maintain open lines of communication with all involved staff, providing progress reports and identifying potential issues before they have significant impacts to a private development project. Additionally,John How will oversee development of all project tasks and deliverables;adjustments to project scope and schedule are made as needed and communicated to the client—the City of Bozeman—with clear understanding of impacted cost. Our commitment to the project management process includes an extensive internal training program that all project managers are required to complete.The rigorous training program is led by a senior engineer with more than 30 years of effective management experience.Our project management training is an interactive,ongoing process designed to inform,train,reinforce and certify project management leaders in all aspects of our firm including land use planning and related tasks. Introduction This Quality Management Plan (QMP) will be implemented on the project by all members of the project team. 1.1. Purpose The purpose of the QMP is to provide guidance and consistency to members of the project team. Fundamentally, the plan identifies required activities to increase the quality of products delivered and reduces the risk of errors and omissions.The plan also defines quality assurance (QA) and quality control (QC) roles, responsibilities and processes. 1.2. Goals The overall goal ofthe QMP is to provide a systematic and efficient means to successfully complete the project. Several specific goals include: » Project team communication. » Meet or exceed expectations. » Complete the project according to the appropriate standards,specifications,practices and needs. » Provide finished construction documents that meet City of Bozeman design criteria and other applicable federal and state requirements. » Reduce design costs by providing internal checks that minimize comments and rework. » Generate well-organized documentation to streamline the checking and review process internally and for the State of Montana. 1.3. Definitions Quality Assurance (QA) QA,as defined in this plan, is the planned and systematic activities performed to measure the project deliverables (reports, plans, estimates,etc.) against predetermined requirements.The objective of QA is to continually improve our project delivery process to meet or exceed Montana Department of Commerce and the public's expectations. Quality Control (QC) QC,as defined in this plan,is a detailed checking process to verify the accuracy and completeness of the project deliverables and to ensure conformance with appropriate standards. 1.4. Requirements In order for the plan to be successful,the following requirements must be met: i.All project team members must support and implement the QMP. 2.The QMP will be reviewed and adjusted as necessary to verify it provides a benefit and its procedures are workable. 3.The project team will be trained and commit to an ongoing process of reviewing and checking throughout the project course. 4.Significant decisions will be documented and filed in such a way that verification of the decisions can be determined. 5.The checking process will verify subsequent phases conform to decisions and commitments made during previous phases. � j , � , ; 6 understanding and approach 2. Quality Assurance/Quality Control Process 2.1.QA/QC Process For every project,tasks of varying degrees of complexity are completed.The amount of time and level of review necessary for each task must be linked in some way to this complexity and also to the City of Bozeman's requirements. KLJ's core philosophy is that information produced for a project must go through the appropriate level of review before leaving the office. 2.2. Review General Description For all levels of the process, the peer review will be the primary QC check.The peer review should be performed by someone who has as much or more experience in the area being reviewed than the person who completed the task.The peer reviewer will complete either a review summary form or the assigned QC checklist to verify the review was completed and all comments have been resolved. 2.3. Checklists KLJ will use checklists to facilitate reviews when appropriate.Checklists will be enhanced when necessary and submitted for review and approval prior to use on the project. It is our belief that keeping the review process clear and concise assures it is being completed. 2.4. Responsibility It will be the responsibility of the assignees of the given task to assure the level of review is complete. It will also be their responsibility to initiate the QA/QC process and for assuring all corrections are made prior to submitting the task back to the project manager or task leader.The QA/QC manager will randomly audit tasks at various levels to verify the required processes are being completed. 2.5. Moreover,our AICP planning staff has a combined 8o-plus years of planning experience to draw upon and help the City of Bozeman with development review services. The project included replacing numerous manholes and installing many new ones.The new 24-inch sanitary sewer pipe replaced old deteriorating vitrified clay pipe that allowed excess inflow and infiltration (1/1).The excess 1/1 was causing the treatment system to operate outside current MTDEQ requirements.
