Minutes of the Recreation and Parks Advisory Board
February 12, 2009

Minute amendments for the meeting of January 8, 2009:
▪ Minutes were amended to show that Bill VandenBos was in attendance at the January meeting.
▪ The minutes were also amended to reflect the board's approval of the Meadow Creek master
plan.
Public Comment:
▪Dave Crawford and Salal Mcgee on behalf of the Bogert Park Neighborhood Association
expressed interest in the procedure for developing a master plan for Bogert Park. The discussion
encouraged the team to develop the plan. Bill VandenBos recommended that the details will
require a formal appearance on the board's agenda.
Appointment of Secretary:
A motion passed to appoint Adam Fruh as the board's new secretary.
Updated Committee Assignments/Adjustments:
▪ Sandy Dodge will remain chair of the Subdivision Review Committee
▪ Ada Montague will join the Subdivision Review Committee
▪ Julie Zickovich will join the Parks Improvement Grants committee, and will
represent as a liaison for the Regional Park.
▪ Brenda Truman will join the Activities Committee, and is interested in altering the
Infobozeman Website
▪ Betty Stroock will join the Landfill Watchdog Committee
▪The issue of dogs was discussed. The board had previously formulated a position on this issue.
David Cook will make the report available to the City Commission for its March 5th work
session.
Committee Reports:
▪Sandy Dodge: Sub Division Review: Bozeman Deaconess has donated a 5 acre parcel for the
development of a mental health facility. This facility will include a related 4 unit studio
apartment. Both the Prost plan and the Deaconess Subarea Plan showed a potential trail corridor
along the northern boundary. In lieu of providing parkland for the dwelling unit (.12 acres are
required) the applicant will be providing a 25' public trail easement across the northern
boundary.
Also the masterplan for Laurel Glen went up for review concerning phases 3 and 4.
Phases 1 and 2 of the development are built, however, these were implemented prior to the
Unified Development Ordinance, and as a result the existing dedicated parkland is below
standards and provides zero quality recreational space for the residents in the area. The
committee has strongly urged the developers to build the park in phases 3 and 4 immediately.
This will ensure it gets done and provide a space for the residents already occupying the earlier
phases.
Mayor's Report:
▪ Mayor Jaacobsen mentioned that in a December meeting we had discussed the idea of
acquiring parks at the same time of plat approval. Andy Epple in regards to this idea produced a
report that researched the law in terms of dedicated and declared parkland. 3/5 commissioners
must vote to support the change in use of the parks. 4/5 commissioners must vote in support to
sell the land. Also the city is not by state law allowed to dedicate parks to the city. Both
Sr.Optimist and Centennial Park have been recently surveyed.
Friends of Story Mansion had a recent organizational meeting and several groups of
people have expressed interest in developing the landscaping. It was recommended that they be
redirected to Thomas White for further instruction. Mr. White is developing a master plan for the
grounds.
Liaison Reports:
▪ Terry Baldus on behalf of the Parks Improvement Grants committee said there were many
public groups interested in applying for the grants. She is assisting them in their application
process to ensure the quality and help in clarifying the requirements.
▪ Ada Montague on behalf of the Gallatin Valley Interconnect has a survey the group is
interested in having the public participate in to identify how the trails are used in the valley. The

Parks Superintendent Report: see attached report.
Other: David Cook in light of all the hard work that is routine in the Parks and Recreation
department thanked Mr. White and the staff for their dedication to excellence. David as well as
many other board members recommended that the commissioners are reminded of how valuable
the ice rinks truly are as a public asset.
