CHANGE DATE 29th and 31st Long lunches are better B. NCC Speakers Series Volunteers Hattie will speak at next NCC meeting on what the Task Force is doing C. SWMBIA Home Show Volunteers Booth for home show? Should we move forward? March 26th, 27th & 28th. Dawn- Who are we representing? COB? What do we educate the public on- existing city programs? We don’t Want to push an agenda- could be perceived as a conflict of interest. Hattie- We represent the Mayor’s task force for the Community. Otto- What’s the opportunity? Anders- 5k people, mostly homeowners, COB is buying a booth Hattie- We don’t have anything to share since we haven’t proposed anything yet.. Anders- Use it as an outlet for feedback. Have them do a questionnaire with comment at the bottom. Jeff- State our mission and what our goals are- educate the public. Decision: have it down the road, once working groups have met and we have questions. E. Existing Measures 1. Natalie Meyer- City of Bozeman (15 Minutes) -Reviewed Handout -Municipal Codes City Efforts: Virtual servers- installed- 7 replacing regular servers as they need to be phased out. Our public library and City Hall are LEED buildings Using green seals for paper and cleaning products Transportation- public transit- streamline is supported by the City- making more bus shelters throughout town, roundabout at 11th and college, replaced crosswalk and traffic lights with LED lighting. Revised vehicle fleet policy to be efficient- waste water- capture methane- captures 229 year** most City facilities are recycling, trying to work on staff education for sustainability, waste reduction policy and water conservation Engineering Department is doing a water rebate program. The City has a residential water rate system- higher the use, the higher the rate, but it doesn’t apply to businesses because they’re going to use what they’re going to use Cell phone recycling. E-based program with Dell- pay small fee upfront to send compter back at end of life to send back for recycling. E-based recycling at the landfill. Also has household and hazardous waste site. Mary- any update for glass recycling? Natalie- I think the private sector will pick it up. I think the issue will be resolved in the next few years. Education- Hattie started the GEC, its growing every year and it will go again the 18th-24th. First city in MT to have a district wide recycling program. Working on a website, trying to get the information out there Otto- what’s the cost of the Water initative? Natalie- $2.6 million- cold $2.9 Dawn- To totally not have any type of tiered system with businesses is not good. An office does not depend on water, Ex lawyers office. Most water dependent businesses are not in the City b/c of high water rates- they’re in the county using a well. John- Do you know if the planning departments have scrutinized subdivision planning for electricity and water? Dawn- No- there’s nothing that has been added to the regulations except from the State. I’d have to look at the 2020 plan. John- Here’s my thought-nothing in the State statute makes it mandatory, voluntary for new residences facing the house South assuming that you got the right quality windows, you reduce the energy by 1/3.. That’s a huge saving and I hope the building committee is receptive to that. Adrien (public)- Allowance of wind turbine on houses- you don’t need a variance for that? Natalie- I don’t think so Natalie- Whitefish has a higher sewer and water rate than Bozeman. Mary- I heard of some neighborhood disagreements with solar panels blocking sun from your neighbor’s house. Casey (public)- Water conservation- in November 2008 we adopted the Water Act to encourage plumbers and City inspectors to sign off on a great water system. High Plains in Billings shut off their water systems a year ago- they capture their own water on site for sewage and water. They’ve had exponential savings. EPA has grants out there for municipalities to partner with builders to install water conservation appliances. John- Missoula is charging their customers electricity costs for water – only private water company in MT. 2. Mary Cloud Ammons- Inter-Neighborhood Council (15 minutes) Mary Cloud works with neighborhood conservation clubs and inter-neighborhood counsel. As far as the Task Force is concerned- there are opportunities for grass root citizen action- this board can come up with some “Carrots” to get the citizens involved with. The door is open for issues to be brought to the INC. We have a great network, we deliver a newsletter twice a year to over a thousand people through volunteers. They’re a new concept, the idea is to create a group of folks that will work towards something, building gardens, weatherization, etc. The idea is to get neighbors involved in sharing interest and support. Adrein (Public)-Working on community composting dumps, working with Wheat MT to to get compost accelerator so the pile doesn’t need to be turned. Working with City for aspen to make a garden. Missoula- 1000 gardens a year- volunteer labor from students. In Bozeman, a goal of 400 gardens. Mary Cloud- likes citizen issues, gets involved in the process, Hattie- can we get an email of feedback decisions or initiatives? Anders- we just want to hear about ideas, good and bad. NENA has historical mixed use neighborhood F. CAP Review Lee Hazelbaker- Keene NH, Base year is 1995, school wrote musical on climate change, 10% challenge in the community, and 20% for the city. Keene relies heavily on biodiesel. For Bozeman, working on bringing biodiesel fuel back, when they start new facility. Anders- Medford, MA-did not meet their goal with population growth, transportation was larger- 38%, had zip car program. Plan lacked details. Their municipal and community were included in one plan. 20%/10%. Incinerated all the waste. Chris Naumann- Vancouver CA- 6% emission goal. 2012 to hit target goal. 85% of institutional buildings had efficiency savings of over 15%. Smart growth was the best and how it plays into climate action plan. They actually had a statement that addresses population growth- something about 25% increase per person. Municipality- target 20%. Was it recommended or mandated? Summary of emission targets: Keene, NH Community- 10% Municipal-20% Medford, MA Community -10% Municipal - 20% Vaoncouver, Canada Community -6% Municipal 20% Bozeman Community -2020? Municipal- 15% G. WG Session Topics Add John Vincent to commercial groups Residential- talk more about NCC’s, Neighborhood design/planning, retro fits vs new construction, building permit Green Points Program- Boulder, CO- if you make efficiency upgrades, there’s a reward for that. Mary Cloud- you get points towards energy efficiency.- rating system. H. Set a Target Dawn- Start with a minimum and then sky is the limit. Kevin- Concepts are going to drive the target. Measuring CO2 John- Has chart from Austin, TX- City owns electric- uses Smart Meters Our municipal- 15% by 2020 HOLD OFF OF % for community, wait to hear from working groups. I.
