HomeMy WebLinkAboutBIKE_PEDCOORDNJAN2010Job Description - January 2010 Position Title: Bicycle/Pedestrian Coordinator for the Greater Bozeman Area Department: City or County Planning Department Salary Range: $40,000 - $60,000 depending on qualifications, experience and funding Position Overview: This full time employee will be a champion to organize programs, conduct education, collaborate with partners and raise funds to increase bicycling, pedestrian and transit travel in the greater Bozeman area. The Coordinator shall promote and encourage walking and bicycling and serve as an advocate for active transportation and recreation in the Gallatin Valley. Essential Job Functions: Staff the Bozeman Area Bicycle Advisory Board to supplement and assist ongoing activities. Work with community partners on existing projects and identify new projects that would improve the region's access for bicyclists, pedestrians and transit travelers. Implement bicycle/pedestrian projects and programs recommended in the Greater Bozeman Area Transportation Plan; the Parks, Recreation, Open Space & Trails (PROST) Plan and the Bozeman 2020 Community Plan (Chpts. 9 and 10). Present to various community groups about how to promote bicycling, pedestrian and transit transportation. Collaborate with local transit services including Streamline and Skyline to increase the connectivity between pedestrian, bicycle and transit travel. Monitor the design and construction of on-street bikeways and shared use paths, including those constructed in conjunction with private development projects. Ensure bicycle facilities are designed and constructed appropriately and comply with he Greater Bozeman Area Transportation Plan and other guiding documents and ordinances. Research funding sources, apply for and receive funds to implement bicycle and pedestrian initiatives. Monitor, evaluate and recommend legislative changes at the City, State and Federal levels that affect bicycling, pedestrian and transit modes of transportation. Assist in drafting city/county ordinances addressing transportation standards and practices that promote safe bicycling and walking. Act as liaison to the local bicycling/walking community; serve as the initial point of contact for citizen suggestions, complaints and questions regarding bicycle/pedestrian issues. Coordinate activities for Bozeman to obtain designation as a Bicycle Friendly Community by the League of American Bicyclists. Regularly update the City of Bozeman Bicycle map and distribute broadly. Work with the Bozeman Police Department to encourage active enforcement of laws and regulations relating to bicycle and pedestrian safety. Establish annual program for bicycle/pedestrian counts to track travel mode trends over time and evaluate the impact of projects, policies and programs. Required Qualifications/ Basic Job Requirements: Bachelor's degree in transportation planning, engineering, public administration or related field. At least three years of professional transportation planning experience to include one year of experience in bicycle facilities planning and bicycle program coordination or equivalent combination of education and experience. Ability to interact with local, state and federal officials, members of the general public and local community groups in a professional and courteous manner (especially in contentious situations). Considerable knowledge of: Bicycle and pedestrian funding, planning, design and construction. Americans with Disabilities Act (ADA) rules and regulations; AASHTO Guide for the Development of Bicycle Facilities and the Manual on Uniform Traffic Control Devices. Principles of community development, transportation planning and traffic calming; Local government processes; principles and practices of public administration; program planning and evaluation methods. Preferred Qualifications Master's degree in transportation planning, engineering, public administration or related field. Avid bicyclist who is experienced riding various types of bicycling facilities (on street bike lanes, multi-use separated pathways, off-road trails etc.) Good knowledge of: Technical writing methods; Research methods and procedures. Creating partnerships involving a wide range of stakeholders.
