HomeMy WebLinkAboutResolution 4544, amending Solid Waste Collection Fees_8 Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Anna Rosenberry, Administrative Services Director SUBJECT: RESOLUTION NO. 4544 – AMENDING SOLID WASTE COLLECTION FEES FOR THE CITY OF BOZEMAN, MONTANA SOLID WASTE SERVICES. MEETING DATE: August 25, 2014 AGENDA ITEM TYPE: Action RECOMMENDATION: Adopt Resolution No. 4544 after holding a public hearing and taking comment on the proposed fee changes. BACKGROUND: The City establishes the fees for Solid Waste Collection services by resolution, after a public hearing. The previous fee Resolution No. 4458 (passed on the 5th day of August 2013) established rates for two fiscal years, FY14 and FY15. The rates were based on the recommendations of SAIC, a consulting firm that had been hired to perform a rate study analysis. That analysis pointed out that the fee charged for our 35-gallon tote service was not recovering the cost of providing the service. Since that time, we have implemented single-source recycling. Many customers are now opting for a recycling bin and downsizing from a 65 or 100-gallon garbage tote to a 35-gallon garbage tote. In light of this increase in demand for 35-gallon totes, we don’t believe we should continue to under-charge for the service. This resolution establishes the rate study’s cost recovery amount as the monthly service fee for the 35-gallon tote, weekly service. We have pro-rated increase to the 35-gallon tote, monthly service (very few customers.) None of the other fees will be adjusted from the resolution that was adopted in 2013. We have prepared the resolution in an underline-strikeout method so as to show how the amendment will change the current resolution. UNRESOLVED ISSUES: None. ALTERNATIVES: Continue to under-charge for 35-gallon totes. However, we will need to try to grow additional revenues to cover the Solid Waste Fund budget in FY15. This will be difficult to accomplish, since the “under-charge” segment of customers keeps growing. 55 FISCAL EFFECTS: This resolution will increase the charge for 35-gallon tote customers of the City’s solid waste collection service, beyond the original planned increase that was adopted in 2013. This is expected to effect approximately 2,850 customers and add approximately $5,500/month to the solid waste fund. Under the existing resolution, 35-Gallon weekly collection service is slated to increase by $0.27/month. The new resolution proposes adding another $1.93/month for the 35-Gallon weekly collection service. Weekly Collection: September 1, 2014 – Old Resolution September 1, 2014 – New Resolution Monthly Increase 35 Gallon Tote $ 12.03 $13.96 $1.93 Monthly Collection: 35 Gallon Tote $ 8.93 $10.38 $1.45 In total, the 35-Gallon weekly collection service would increase by $2.20 between the effect of the adopted and proposed rate changes. The total change for the monthly collection service would be $1.64. WHEREAS, the City Commission of the City of Bozeman did adopt Ordinance No. 1493 on the 17th day of May 1999, providing for the billing of solid waste collection fees on a monthly basis; and WHEREAS, said Ordinance No. 1493 provides for the setting of fees by resolution; and WHEREAS, the Bozeman City Commission did regularly pass Commission Resolution No. 4458 on the 5th day of August 2013, which Resolution established a revised solid waste collection fee schedule; and WHEREAS, the City of Bozeman continues to incur additional costs in its operation of the collection and disposal of solid waste and seeks to recover more of the actual costs of collecting 35 gallon totes. NOW, THEREFORE, BE IT RESOLVED, and it is hereby ordered by the Commission of the City of Bozeman, State of Montana: Section 1 To defray the estimated cost and expense of collecting and disposing of solid waste in the City of Bozeman, the existing schedule established to be levied upon all users of the City’s solid waste collection system and those not served by a licensed private solid waste collection service, as set forth in Schedule A of Resolution No. 4458 be amended as follows: A. NOTICE IS HEREBY GIVEN, pursuant with MCA 7-6-4013, said Commission Resolution No. 4544 Amending Solid Waste Collection Fees for the City of Bozeman Solid Waste Services is now on file in the office of the City Clerk of the City of Bozeman, subject to inspection of all persons interested, for a period of six (6) days from the date of first publication; that Monday, August 25, 2014, at 6:00 p.m. at a regular session of the Commission of the City of Bozeman, in the Commission Room, City Hall, 121 N Rouse Avenue, Bozeman, Mt has been designated as the time and place when and where the Commission will hear and pass upon any and all objections that may be made to the final passage and adoption of said Commission Resolution No. 4544, subject to such corrections and amendments that may be made upon objections made and filed with the City Clerk as provided by law. Commission Resolution No. 4458 established rate changes for all Solid Waste service customers that will go into effect on September 1, 2014. This resolution amends those changes for 35 gallon totes only. Under Commission Resolution No. 4544, typical thirty-five (35) gallon tote customers will see an increase of $2.20/month to $13.96/month. Those customers receiving once-per-month 35 gallon service will increase by $1.64/month to $10.38/month.
