SUBJECT: Amendment to Professional Services Agreement with Tetra Tech Inc. for
ongoing post-closure soil gas investigation at the Story Mill Landfill.

BACKGROUND: The City of Bozeman is required by the Montana Department of
Environmental Quality (DEQ) to monitor the environmental impacts of the Story Mill Landfill. Tetra Tech (previously Maxim Technologies) has been contracted with the City to serve as a
consultant since the mid-1990s. The nature of the contract has been to provide consulting
services to the City of Bozeman in the form of sampling, drafting technical reports to the DEQ,
and keeping the landfill in compliance with State and Federal regulations.
In previous task orders regarding the soil gas investigation Tetra Tech’s research found
volatile organic compounds (VOCs) in the soil in the residential area south of the landfill. Based
on these results city staff and Tetra Tech determined it was necessary to conduct indoor air
sampling on residences in the area of concern. From this indoor air sampling it was determined
that sub-slab sampling would be necessary to better understand the migration of soil gas from the landfill. The results of all of these samples were used to decide to install soil gas mitigation
systems for those who requested them in the homes of Bridger Creek Phase III at no cost to the
homeowner.
The attached task order includes resampling of newly installed groundwater monitoring wells, additional cost for deeper groundwater monitoring wells in difficult conditions, and
changes to some mitigation systems installed in the homes in Bridger Creek Phase III. The
proposed cost for this task order is $37,706.85.

FISCAL EFFECTS: The entire project will be funded through the Solid Waste Landfill
Closure/Post-Closure Fund.
