RE: Request for Proposals—2014 Capital Improvement Projects Field Survey
Dear Sir or Madame:
NW Construction, Inc. would like to thank you for the opportunity to submit our proposal on the above
reference solicitation. Within this proposal and it's attachments, we are confident that the City of Bozeman
will find that NW Construction, Inc. (NWC) has the experience, background and capability to complete a
multitude of projects planned for this RFP. Specifically, the owners of NWC and the proposed project
management team have a combined experience of almost 40 years with surveying, construction staking,
civil design, earthwork, pipeline, roadway, water, wastewater, and dam construction projects across the
United States.
In addition to performing topographic mapping and boundary surveys, as a heavy civil contractor, NWC has
performed extensive as-built surveys for numerous water and sewer utility projects for delivery to engineers
after construction. As-built surveys are typically used to locate (horizontally and vertically) elements of a
construction project to determine final conditions for pipes, valves, manholes, etc. The performance scope
of this RFP is identical to these types of surveys.
Our proposal is formatted to follow the outline provided within the RFP and we have provided the required
five (5) separate copies. Please find the attached documents relating to the RFP — 2014 Capital
Improvement Projects Field Survey.
We are confident that not only are we experienced but that we are uniquely qualified with some of the most
extensive heavy civil and surveying experience in the industry over the last 20 years in the United States.
This experience along with our technical capabilities including, two in-house licensed P.E.'s and a P.L.S.,
allow us to efficiently execute a project and resolve challenges as they arise. We look forward to the

2014 Capital Improvements Project Field Survey:
1. Project Management Chart
See attached (Attachment B) NW Construction Project Management Chart for this RFP.
2. Schedule of Activities
We anticipate the project to have a duration of approximately 30 days utilizing (1)survey crew and
(1) drafter. If there are schedule constraints that require accelerated delivery, NW Construction,
Inc. would be able to produce final delivery of required documents sooner with the addition of
another survey crew. NWC personnel will be available at the City of Bozeman's convenience to
perform the project starting immediately. Using the estimated duration of 30 days, if the project
were to commence on August 111, 2014, estimated delivery of completed documents would be
September 111, 2014. Upon notice to proceed, survey and drafting operations will be continuous
through completion of project.
3. Project Team Members—Current and Projected Workloads
NW Construction Staff: All work for this project will be performed by Erik Kirsch, P.E., P.L.S. with
assistance from surveying/drafting technicians under his direct supervision (see attached Project
Management Chart). NW Construction staff assigned to the project will work continuous through
the duration of the project.
Current Workloads: NW Construction, Inc. is currently working on the Wolf Creek Wastewater
System in Wolf Creek, MT. NW Construction is the general contractor for the project and also
performing construction staking for the project. Personnel assigned to the City of Bozeman Capital
Improvements Survey may overlap some with this project during the month of July 2014, however
our schedule is flexible to accommodate a quick start on your project if desired.
Projected Workloads: Projected workloads for Survey and Drafting personnel include construction
projects in the bidding and proposal phase as well as miscellaneous survey projects. No projects
exist that conflict with this RFP for the year 2014. Survey crews for as needed construction staking
will be made available with prior notice.
The 2014 Capital Improvement Projects Field Survey project does not conflict with current or
projected workloads for NW Construction team members.
4. NW Construction Inc.—Qualifications
NW Construction Inc. is a Bozeman based Heavy Civil Contractor and Design/Survey Firm. What
makes NW Construction, Inc. unique as a design/survey firm is our experience in as a general
contractor in the heavy civil industry. This experience allows NW Construction to provide cost
effective design to our clients as well as cost estimating for design projects. Please find attached
(Attachment C — Company Resumes and Projects) some of NW Construction's past projects for
reference.
The Engineering and Survey Department is managed by Erik Kirsch, P.E., P.L.S. Mr. Kirsch has
18 years combined experience in the fields of Heavy Civil Construction, Civil Design,
ConstructionBoundary Surveying, Land Development, Estimating, and Construction Management
on Projects located throughout the United States, Mr. Kirsch has provided Consulting Services and
Training in these disciplines to several Civil Design Organizations and Heavy Civil Construction
Firms and continues as an Instructor at the University Level. As Director of Engineering
Operations, Mr. Kirsch's responsibilities include training and oversight of Company design
standards in the areas of Computer Aided Drafting (CAD), Field Survey Techniques and Building
Information Modeling (BIM) implementation. He provides project-based training to staff engineers
in the areas of Construction Layout, GPS/Conventional Survey/Machine Control Instrumentation,
Topographic Surveys, Quantity Measurement, 3-D Structure/Terrain Modeling, Alignment Design,
Quality Control, and As-built Preparation. Mr. Kirsch also assists with Estimating, Marketing
Proposals,and Field Project Management operations.
Surveying/Engineering Related Experience: The following projects Performed and Managed by
Erik Kirsch represent similar project elements to the RFP:
Musselshell Wind Project and Musselshell Wind Project. Shawmut, Montana. Value
Confidential at Owner's request. Performed a topographic survey, a geotechnical evaluation of
surface conditions, watershed analysis and culvert sizing, as well as determined the alignments for
the projects' access roads. This information was used to design roughly 18,000 LF of turbine
access road for the two projects. The Company then constructed over 6,100 LF of subgrade for the
roads on the two projects. The combined projects are expected to generate 20 MW from 8 to 10
wind turbines.
Bridger Vista Development. Bozeman, Montana. Commercial development of two-acre parcel
into three commercial units. Responsibilities included design of municipal water and sewer main
extensions, submittal of preliminary design review documents to city authority, architectural drafting
of commercial structures, and topographic mapping and site survey.
Silverbrook Estates. Kalispell, Montana. Development of approximately 300 acres of agricultural
land into 466 residential, 120 town homes, and 12 commercial lots. Services included design and
oversight of project from preliminary plat approval through final design and construction
administration.
St. Luke's Community Hospital. Ronan, Montana.Water,sewer, and storm drainage redesign as
part of a hospital addition. Responsibilities included lead design for civil infrastructure, engineer
surveys, construction oversight/inspection, budget review, scheduling, and subcontractor
management.
Computer Aided Drafting (CAD) Related Experience: The following projects Performed and
Managed by Erik Kirsch represent similar project elements to the RFP:
Montana State University, Gallatin College, Bozeman, Montana (2013 - Present) SCOPE.
Instructor, DDSN245 - Civil Drafting. The course's featured software is Autodesk Civil 3D
Design program. This course builds on previous CAD experience and applies those skills
towards creating engineering drawings specifically intended for the Civil
Engineering/Heavy Civil Construction Industry. Additional instruction relates to Basic
Engineering Principles including: survey data, acquisition, contour/break line creation,
azimuth/bearing calculations, coordinate systems, and slope/grade calculations. Successful
students are able to efficiently create design elements for engineering drawings relating to Survey
Figures, Points, TIN Surfaces, Earthwork Grading, Material Calculations, Alignments,
Profiles, Corridor Modeling, and Pipe Networks.
Construction Staking Related Experience: The following projects Performed and Managed by Erik
Kirsch represent similar project elements to the RFP:
Shallow Flooding Irrigation Design Build Project. Owens Lake, Owens Valley, California. $74.4
million. Designed, built, and operated an irrigation system to flood the existing dry Owens Lake
lakebed. The conceptual design consisted of 850,740 LF of pipe, including: 21,940 LF of 60-inch
conveyance pipe with a river and highway crossing;91,600 LF of mainline pipe ranging in size from
6 to 48 inches; 71,350 LF of submain ranging from 12 to 27 inches;463,450 LF of laterals ranging
from 6 to 12 inches; 140,700 LF of drain pipe and 61,700 LF of recycling line. In addition to the
pipe,constructed 462,250 LF of roads and berms, as well as pump stations and power generators.
The contract also included 18-month operation and maintenance period following completion of the
construction phase.
Casitas Dam Modification. Ventura, California. $22.5 million. Deep foundation dewatering
system; 2 million CY embankment; 580,000 CY excavation; 75,000 CY sand filter zone; tunnel
reinforcements (shear plates, steel liner, hydraulic line); environmentally sensitive area. Difficult
schedule milestones met. 130,000 man-hours with no lost-time accidents. Received a safety award
from the Bureau of Reclamation.
Sewer Improvements District No. 1. Bullhead City, Arizona. $21 million. Project involved taking
3,350 residences off septic tank services and installing a new gravity sewer system. Installing
235,720 LF of 6-inch through 36-inch PVC sewer mains and 365,000 LF of service laterals.
Surface improvements included street restoration and paving and three sewage lift stations.
SCOPE: Grading Superintendent, $15 million Endicott Bridge Project, Prudhoe Bay, Alaska. 0.5
million CY grading and 2 structural steel bridges.

Project Scope:
1. Topographic Survey—Street Corridor
Survey will be performed using a combination of Robotic Total Station and GPS instruments.
2. Survey Control— Horizontal and Vertical
Horizontal control will be established as required by the RFP. Methods used to establish
Horizontal Control will vary depending upon accuracy required by City of Bozeman. GPS methods
may include RTK positioning, OPUS positioning, or a Static Control Network. Utilizing a robotic
total station, a closed-loop traverse may be completed. Horizontal coordinate system will be local
and can be shifted to City of Bozeman existing systems. Distances will be ground and units will be
international foot definition. Vertical Control will be established as required by the RFP utilizing
existing City of Bozeman Vertical Datum. Methods used to establish Vertical Control will vary
depending upon accuracy required by City of Bozeman personnel. GPS methods may include
RTK positioning or OPUS positioning. Alternately, a differential level loop may be run through all
vertical benchmarks to obtain higher accuracy. The Method used for setting control will govern
project completion schedule.

4. Electronic Files—AutoCAD Civil 3D 2013
Electronic Files will be submitted in AutoCAD Civil 3D 2013 format. City of Bozeman object styles
will be utilized if provided by Engineering Department.
5. Construction Staking
NWC survey for construction activities will be available when requested by City of Bozeman.
Survey personnel will be made available with prior notice by City of Bozeman.
6. Exclusions/Qualifications:
Invert measurements of existing sewer/storm systems are included in the anticipated Project
Schedule.

(2005-2006) Owens Lake Phase V. Keeler, California. $99.7 million. Very tough soil conditions;
somewhat hostile work environment. Dust Control Measures: traditional shallow flooding, approximately
four square miles, extensive pipeline distribution network, berms; deep-water shallow flood,
approximately seven square miles, berms, extensive riprap protection; gravel cover, approximately .2
square miles. Operations and maintenance facilities: permanent home for Los Angeles Department of
Water and Power lakebed operations, approximately 32,000 square feet of building space.
(2002-2005) Saluda Dam Remediation Project. Columbia, South Carolina. $188 million. Barnard was
selected under an alternative procurement process that included significant value engineering.
Reconstruction of an earthen embankment dam constructed in 1930 as part of a 206-Mw hydroelectric
facility. 1.3 million CY of RCC; 4.1 million CY of Rockfill; 4.5 million CY of drilled and shot quarry
excavation; sequenced toe excavation; zoned earthfill dam embankment; demolition and reconfiguration
of large-diameter water lines; 4 million CY overburden removal and replacement; 30,000 CY mass
concrete; extensive dewatering system; 34,080 SF beam and lag tieback walls; 14,300 SF cement-
bentonite slurry tieback walls, managed OCIP and Safety Program.
(2002-2005) Tampa Bay Regional Reservoir. Tampa, Florida. $84.2 million. 12 million CY reservoir
embankment; 2 million CY waste clay (slime) removal and disposal; 820,000 SF soil bentonite cutoff wall;
100-foot water tower control structure and bridge; drilled concrete caissons; 10,028 LF of 84-inch and 72-
inch diameter steel pipe; 600 LF of 42- inch steel pipe; over 1 million SY geomembrane and geotextile
fabric; 350,000 CY soil cement; construction of two reservoir access roads; treatment facilities area with
chemical and compressor buildings and chemical containment storage area; 30,094 LF of 8-foot chain
link fence; 800 acres and 1 million CY grading for three new wetland mitigation areas. Work was
performed in extreme weather conditions: wettest December(2002) in recorded Florida history and three
hurricanes(2004). Heavily monitored by the Department of Environmental Protection.
SCOPE: Project Engineer. Performed a wide range of engineering/management functions, including
planning, estimating, quality control, cost control, progress reporting, surveying, quantity tracking,
purchasing, and subcontractor coordination. Responsible for obtaining, reviewing, and forwarding product
submittals.

of numerous new sewer services and individual septic system abandonment. Installation of approximately
1,478 linear feet of 3" HDPE force main using directional drilling of approximately 518 feet of 6"HDPE
steel casting. Construction of new lift station on the souse side of Wolf Creek as well as complete
construction of new wastewater treatment plant—including building construction, site piping, mechanical
piping, HVAC, odor control, electrical, plumbing and site work.
(February 2014-June 2014) Broadwater Spillway Rubber Gate Replacement Project, Toston Dam,
Montana. $596,500.00. Installation of 7 new inflatable rubber gates 11.5 feet high and 82 feet long
each. Work consisted of removal of existing gates, installation of new gates, installation of new air control
piping and valves, concrete coring, concrete demolition, grouting, bulkhead design and installation,
dewatering, access and safety improvements to the dam. Project required close coordination with the
DNRC on scheduling and removal of gates in a staged approached to allow for continue/uninterrupted
operations of the dam and generating facilities.

(July 2013-October 2013) South Jetty Dune Stabilization. Fort Stevens State Park, Hammond, Oregon. a,
$1.7 million. This project consisted of constructing a dynamic revetment to an elevation from elevation S�
9.00 to elevation 22.00 along the shoreline. Work consisted of approximately 20,000 CY of excavation a
and 50,000 CY of zoned embankment with imported aggregates ranging in size up to 8" diameter. This
project had a critical schedule that had to be completed prior to winter season. Located on a beach within
a state park,the South Jetty Dune Stabilization project was completed successfully with no environmental r

SCOPE: Operations ManagerNice President. Overall project responsibility at the Vice President level. a
Responsible for and oversaw physical construction efforts on over $300 million in value on completed
projects. Overall responsibility of estimates reaching $600 million in size per project. Project Managers
and General Superintendents report to the Operations Manager. Regularly visits project sites, E
corresponds daily with site management, and institutes all training, safety and quality control programs. C

(2012-2013) Blue Lake Dam Expansion Project. Sitka, Alaska. $88.38 million. This remote project
encompassed raising a concrete arch dam 83 feet and constructing a replacement powerhouse to
generate more hydroelectric power for the local community. The scope also included a 900 LF new
intake tunnel and concrete intake structure; modifications to an existing tunnel; a 360 VF, 10-ft.-dia. Surge
shaft; a new penstock section; installation of three 5.3 MW horizontal Francis turbine generators; and the
addition of two 69 kV transformers in the associated switchyard upgrade.
(2012) Owens Lake Dust Mitigation Project, Phase 8. Lone Pine, California. $53.5 million. Barnard's
seventh dust mitigation project on Owens Lake for the Los Angeles Department of Water and Power.
Phase 8 addresses a 2-square-mile section of the 30-square-mile dry Iakebed prone to dust storms. The
project encompasses crushing, hauling and placing 600,000 CY of gravel, placing 7 million SY of
geotextile fabric, and constructing 6,000 LF of 30-inch HDPE pipe within the project site. Challenging
conditions include soft subgrade and remote, high desert jobsite.
(2011-2012) Los Vaqueros Reservoir Expansion Project, Dam Enlargement. Contra Costa County,
California. $35.35 million. Expanding the Los Vaqueros Reservoir's capacity by 60,000 acre-feet involves
raising the dam by 34 feet. Barnard will first excavate 47 feet off the existing dam and then add 81 feet to
the dam. The project requires 40,000 CY of RCC, 1 million CY of zoned embankment, 525,000 CY of
blasting, 100,000 CY of crushing, construction of a 40,000 SF MSE wall, and 100-foot-deep, two-row
grout curtain as well as installation of instrumentation and controls, construction of mechanical, electrical
and dam facilities structures, and road restoration.Accelerated schedule involving double shifts.
(2010-2012) Elwha and Glines Canyon Dam Removal. Port Angeles, Washington. $26.94 million. To
restore the Elwha River ecosystem, Barnard will deconstruct the 108-foot-tall Elwha Dam and 210-foot-
tall Glines Canyon Dam in a controlled fashion. This involves: demolition (drilling and blasting) and
removal of 3,900 CY of concrete from two powerhouses; demolition and removal of 27,000 CY of
concrete; work within cofferdams; removal of five hydro-turbine generators; removal of five steel
penstocks; demolition and removal of two steel surge towers; removal of 200,000 CY of sediment, rock,
gunite and trees; removal of 8 miles of overhead high-voltage transmission lines; removal of concrete
intakes and spillways; removal of gate structures; and significant site restoration.
(2010-2012) Snoqualmie Falls Hydroelectric Redevelopment Project— Construction Phase. Snoqualmie,
Washington. $140.0 million. The project initially involved Design-Assist / Value Engineering services
working with the Owner and Engineer to develop plans for the rehabilitation of two, 100-year-old power
plants as well as expansion of a diversion dam. Barnard completed the design phase. Our construction
scope, which began in 2010, includes: tunnel and shaft work, underground powerhouse (cavern) work,
hydro turbine generators, in-river work behind cofferdams, large hydraulic concrete structures, drilling and o
blasting, and large-diameter steel pipe work on a very steep hill. The Project is located at an a,
environmentally sensitive tourist destination.
(2009-2010) Wanapum Dam Future Unit Infill. Beverly, Washington. $29.73 million. Project required C
stabilizing five bays in a 1960s dam with mass and structural concrete. The project entailed design and 0
installation of 585 prefabricated concrete stop logs with fish brushes. Stop log installation required diving t
to depths of up to 120 feet. Barnard preceded bay-by-bay with dewatering, fish removal, demolition of U
existing bulkhead and concrete ceiling and placement of 36,000 CY of structural and mass concrete. —
Year-round project on the Columbia River; worked around fish migration. The project was completed two uj
years ahead of the owner's original schedule. a

(2008-2011) Pit River Dams 3, 4, and 5 License Implementation Project. Burney, California. Value n
confidential at owner's request. This project included installation of 8-foot-diameter pipes and E
appurtenances through Pit River Dams 3, 4 and 5 to increase the river's flow as part of a relicensing c
agreement with the Federal Energy Regulatory Commission. Penetration of each dam involved >
cofferdamming, core drilling, and demolition, as well as structural analysis of the penetration itself.
Installing the 30-foot-tall structural steel intakes and custom-made knife gate valves required work on the —
water and diver assistance to depths up to 100 feet deep. Starting with valve house foundation Z
excavation, the project required soil nails and rock bolts, drilling 30 to 70 feet into the hillside. We then
installed #10 ksi bar with double corrosion protection and followed this with load-testing. The project also
required construction of shotcrete support walls. In addition, the project added 38 turnouts to the existing
River Road, replacement of two bridges, drainage system upgrade, and recreation improvements
throughout the Pit River watershed. All of this work took place in a highly sensitive environment, which
required critical permitting and received close scrutiny by regulatory agencies.
SCOPE: Project Manager. (1997-2008) Responsibilities included safety management, quality control,
purchasing, scheduling, cost-tracking and cost controls, subcontract administration and contract
negotiations.Also assists in preparing bids ranging from $1 million to $600 million involving underground
utility work, earthwork, concrete structures, dam rehabilitation, soil-cement and roller-compacted
concrete.
(2006-2008) EAA Reservoir(A-1). South of South Bay, Florida. Construction Management @ Risk, not to
exceed $400 million. Completed three contracts as part of state and federal effort to restore the
Everglades. GMPs 1 through 3 included constructability and design review, clearing and grubbing, 5
million cy of muck removal, dewatering, drilling and blasting, excavation for a 15-mile seepage control
canal, various embankment test sections, and construction and operation of an complex, large-scale
aggregate production plant. Barnard self-performed 75 percent of the contracts while also conducting a
very successful subcontracting and local hiring program, which included an onsite training program for
operators.
(2002-2005) Saluda Dam Remediation Project. Columbia, South Carolina. $188 million. Barnard was
selected under an alternative procurement process that included significant value engineering.
Reconstruction of an earthen embankment dam constructed in 1930 as part of a 206-Mw hydroelectric
facility. 1.3 million CY of RCC; 4.1 million CY of Rockfill; 4.5 million CY of drilled and shot quarry
excavation; sequenced toe excavation; zoned earthfill dam embankment; demolition and reconfiguration
of large-diameter water lines; 4 million CY overburden removal and replacement; 30,000 CY mass

(2009-2010) Wanapum Dam Future Unit Infill. Beverly, Washington. $29.73 million. Project required
stabilizing five bays in a 1960s dam with mass and structural concrete. The project entailed design and
installation of 585 prefabricated concrete stop logs with fish brushes. Stop log installation required diving
to depths of up to 120 feet. Barnard preceded bay-by-bay with dewatering, fish removal, demolition of
existing bulkhead and concrete ceiling and placement of 36,000 CY of structural and mass concrete.
Year-round project on the Columbia River; worked around fish migration. The project was completed two
years ahead of the owner's original schedule.
(2007-2009) Snoqualmie Falls Hydroelectric Redevelopment Project — Design Phase. Snoqualmie,
Washington. Value confidential at owner's request. The project consisted of Design-Assist services
working with the Owner and Engineer to develop plans for the rehabilitation of two 100-yearold power
plants as well as expansion of a diversion dam. Project scope includes: tunnel rehabilitation; rock shaft
reconstruction; concrete intake structures; concrete diversion dam; cofferdams; large-diameter penstock;
and hydroelectric facilities.
(2006-2009) Round Butte Dam Selective Water Withdrawal. Madras, Oregon. Value confidential at
owner's request. This project included a one year Design-Assist phase during which Barnard, Owner
PGE, and CH2MHill worked to improve the design and cost of the facility. Steel structure fabrication and
erection: 700-ton steel bottom structure—68 FT long by 57 FT wide by 67 FT high, submerged 270 FT;
270-ton, 40-FT-diameter steel conduit structure submerged to connect top and bottom; 1,316-ton floating
structure — 150 FT long by 90 FT wide by 50 FT high; 287-FT-long access bridge. These large steel
structures were assembled over water and attached to the existing powerhouse intake structure. The
project also included underwater excavation, drilling, concrete, and structural work at 270 FT deep.
(2005) Fern Ridge Dam Emergency Repair. Eugene, Oregon. $16.53 million. Emergency reconstruction
of an existing earthen dam; excavated 403,304 CY of embankment; placed 71,992 CY of filter sand and
46,885 CY of filter rock to construct a toe drain collection system; constructed impoundment dikes inside
reservoir; embanked 330,064 CY to reconstruct dam. Project was fast-tracked; double shifts were
required. Our team received the U.S. Army Corps of Engineers' Civil Contractor of the Year Award —
Northwestern Division.
(2005-2006) San Xavier Farm Rehabilitation. San Xavier District, Tohono O'odham Nation, Pima County,

Installed 39,197 LF of 48-inch and 36,793 LF of 54-inch cement mortar-lined tape-coated welded-steel
water line; constructed 13,260 LF of 10-foot tunnels using Tunnel Boring Machine; 12 river crossings;

This project consists of the construction of the new wastewater collection system, along with the
construction of a new lift station and wastewater treatment facility. The collection system work
includes installation of approximately 20 manholes; it includes installation of numerous new

linear feet of 3' HDPE force main using directional drilling of approximately 518 feet of 6" HDPE

This project consists of installation of seven new inflatable rubber gates that are 11 and '/z feet
high and 82 feet long, each. Work consists of removing the existing gates, installation of the
new gates, installation of new air control piping and valves. As well as concrete coring,
concrete demolition, grouting, bulkhead design and installation, dewatering and access and
safety improvements to the dam. The project required close coordination with the Department of
Natural Resources on scheduling and removal of the gates in a staged approach to allow for
continued and uninterrupted operations of the same and generating facilities.

PROJECT DETAILS
NW Construction constructed a dynamic revetment to an elevation from elevation 9.00 to
elevation 22.00 along the shoreline. Work consisted of approximately 20,000 CY of excavation
and 50,000 CY of zoned embankment with imported aggregates ranging in size up to 8"
diameter. This project had a critical schedule that had to be completed prior to winter season.
Located on a beach within a state park, the South Jetty Dune Stabilization project was
completed successfully with no environmental or public impacts. The project was completed
within budget, on time with no safety violations.
