Hookup and annexation
The Riverside Homeowners Association wishes the City Commissioners to be aware of some facts&
feelings regarding the proposed Interlocal agreement between the City and Subdivision Residents.
There is a sentiment in the subdivision that people wish to remain outside the City limits as evidenced
by the 71% "no" on annexation vote in the Sewer Districts poll earlier this year. However in the broader
picture involving costs and D E Q requirements, a deferred Annexation interlocal agreement could get
the 51%vote "yes"that's required. This process started Dec.of 2011 and we are maybe a 1/3 of the
way to a final decision and implementation. It is clear that the City would garner some important
benefits from supplying waste water treatment to the subdivision, as evidenced by the City letter of 1-7-
14 that states "again let me emphasize, the City desires to connect the District to the Facility".This
being the case,common sense would say 10 year deferred annexation will work.
The 10 year deferred Annexation is a win-win for the City,the Subdivision and the environment. The
City gets 10 years of"Nitrate" credits, 10 years of no other services provided, receives the pipe line as
an asset,and even after 10 years will NOT be required to run or supply precious WATER to the
Subdivision.
In closing please remember 10 years really does go by quickly, especially on a project of this importance.
Keeping the deferred time at 10 years will allow the HOA to endorse the Interlocal agreement in an
effort to get the 51%yes vote. This should be fairly easy to accomplish if we both follow the "CORE
VALUES" as stated on the City letterhead.
