The work you do, and the hours you devote are much appreciated! I also want to let you know, that the City Manager and City Staff have been very good to work with during this entire past two years that we have been working on the Riverside Wastewater Project and Annexation; much professionalism and desire to do good for the community. The City Manager did an excellent summary of the project in the Commission Memorandum, and so I will not repeat that information here. The main issue is the length of time for deferred annexation. It is very unlikely that we would be able to obtain the greater-than- 50% homeowners signatures on a petition for annexation with only 5 years of deferred annexation. This is reality. There is a strong, vocal group that needs more time. I don’t know how else to communicate this. If we can’t get the needed signatures, we upgrade our own plant, and this means expansion of our service area to pay for it. It just makes much better sense (economically and environmentally) to get them hooked into the City’s wastewater system (they are located right next door). And so I am asking for your assistance. The Inter local Agreement as written has a 10-year deferred annexation period. If you approve a motion to allow the City Manager to execute that agreement, then I am confident that we could gather the necessary signatures for the annexation. If you want to really cut it close, then you could propose 8 years deferred annexation. I think this would pass also. Anything less than 8 years and this is a very gray area. The closer to 5 years you get higher the likelihood of failure. So this is the reality of the situation. I urge you to consider this very carefully as I do not think that there will be another opportunity. Two of the board members have already instructed me to get ready to start design of an upgraded facility. I know this is not the issue, but this community has received the unfortunate odor from the City’s plant, particularly bad in the last few years. I think the City owes them a little consideration. SUGGESTED MOTION: Having considered public comment and the information presented by staff, I hereby move to authorize the City Manager to execute the Interlocal Agreement for Wastewater Treatment Services with Riverside County Water and Sewer District No. 310, as written (or, you could say, with deferred annexation of 8 years). (note: please don’t try to give it a date, as the construction time period and completion year of connection is uncertain.
