The best findings are those with more than one corroborating source. E. Site — definition of extent 1. Property line is typically parallel to the centerline of the main tracks. 2. Relates to city's right-of-way and utility lines. 3. It was agreed that the project would include the grounds around the building; the visual context of the building is important. 4. Any redevelopment plan needs to preserve the original linear park idea. It at least needs to be identified and the boundaries understood. 5. MRL owns the building. 6. BNSF owns the land. 7. Protection if used by other than MRL: a. Should protection at the tracks be just a fence, as it is in Missoula? b. Livingston depot is right up against the ROW. 8. NURB is getting a survey on Front Street, to Tamarack this year; it will go right past the depot. F. Expectations 1. MH recommends HABS/HAER black-and-white large format photographic documentation before any work is done on the building. 2. For reuse: The report should look at other masonry depots on the MRL line, where similar ownership issues have been resolved. Missoula, Livingston, Billings, Bismarck, Fargo (Great Northern), etc. a. EN: His expectation is for a really strong roadmap on how to restore the LMG building and what the immediate concerns would be. This would provide good direction for anyone who wants to redevelop it. Identify and resolve the problems. a. Include a list of active contacts to streamline the process: who's been spoken to and resolution. b. Provide parameters for those who might have a vision for the ultimate use of the building. c. Recommendation that — regardless of code requirements — the building should be protected with a fire protection sprinkler system. e. Provide recommendations for mothballing the building, and for immediately-required repairs. i. CTA will be providing immediate, short-, and long-term prioritized recommendations. ii. CTA to ask Miles City how they've mothballed their depot. f. Provide information on how other depots, now adaptively reused, have dealt with ownership, leasing, and safety issues: Livingston, Billings, etc. 4. CK reminded of the current project's scope limit to structural analysis. a. Identification of which street improvements the city will require would be defined after the boundary is. G. Discussion of immediate repairs 1. It is felt that if an entity can show full vesting for a full project that MRL might be amenable to allowing someone to make improvements, specifically replacing the roof. 2. Roof a. Is there a temporary solution, as part of mothballing? Ice and water LMG shield, then rolling roofing? With plan to restore to original appearance another time? b. Final reroofing will probably need to include tie-downs (rafters to joist LMG ends/wall) and perhaps a plywood sheathing diaphragm. 3. Mothballing: a. Make the building look more appealing, with window treatment. LMG b. Improvements might discourage future vandalism. c. It's permissible to make reversible non-historic alterations to protect the building. d. HABS document prior to any work, including reroofing. H. Discussion of Historic Preservation Facets of the Report LMG 1. Define period of significance and Target Restoration Date. 2. Define level of intervention — restoration, adaptive reuse. 3. Create a zoning plan identifying which features and space should be preserved, restored, rehabilitated, etc. I. Schedule 1. Report Draft review; It was agreed to issue an 85% draft (earlier than LMG previously intended 95%), in order to incorporate more feedback at earlier point in the process. 2. 95% Report due April 15, 2013. 3. May 9, 2013: Public Outreach meeting (see below). 4. Final report due May 15, 2013. J. Public Outreach 1. CK will place a call for photos/information in the paper — for public CK submittal. 2. CK will do press release/ad in paper and city's website. She'll call CK Amanda Ricker at the Chronicle. ii. Push it out through the Downtown Business Partnership, NENA, and neighborhood groups. b. Agenda: i. Describe the building: context, issues, constraints, and opportunities. ii. Present justification for why it matters to even do this. These types of things are essential for the broader future of the community. Provide not just an introduction to the building, but a macroscopic approach of what historic properties mean to the community. iii. Address the taxpayer investment issue and why it's not a loss leader. The reason these efforts are worthwhile. The goal is not for the city to own the building, but to revitalize the neighborhood, as a catalyst for private development. iv. CK to speak to the whole context CK v. LG to present the nuts and bolts of the findings. LMG vi. Show examples of how similar properties have been addressed successfully elsewhere: Billings depot, in TIF district. vii. Have a panel discussion afterwards. c. Attendees: i. Have Joe Gentri at this meeting; he'll be able to answer questions. ii. This evaluation was performed at the request of CTA Architects Engineers and the City of Bozeman. The single story brick and mortar, Prairie-Style structure was built in 1890 by the railroad and extensively remodeled in 1924. The NP Passenger Depot operated on a fulltime basis up until the mid-1970's. Once passenger service was discontinued the building was leased out and has functioned as cold storage ever since. The building sits on a concrete foundation with a partial basement that served as the boiler room with mechanical tunnels that run the perimeter of the building. The building's roofing system is made up of an A-frame timber structure that originally was covered with concrete-asbestos shingles and ridge caps. Over the years the asbestos shingles were removed and replaced with asphalt shingles. There are remnants of the original roof that still remain on the property. The intent of this report is to properly identify the presence of asbestos containing materials that will be impacted during an upcoming restoration project. This report and its recommendations are pursuant to the NESHAP requirements (40 CFR 61.145) and the Administrative Rules of Montana (17.74.307) as administered by the Montana Department of Environmental Quality, Asbestos Control Program. The regulations require the building owner to have the facility inspected for the presence of asbestos containing material(s) (ACM) prior to the construction, renovation or demolition of the facility. The owner is required to provide information obtained from the inspection to those who may be impacted such as, but not limited to, contractors, sub-contractors and/or employees. ARM 17.74.307 requires that the inspection be conducted by a Montana Accredited Inspector. INSPECTION PROCEDURES The inspection was conducted by our accredited inspectors, Sonia Rogers, Scott Rogers and Darrell Freeland, and consisted of a detailed visual survey of the building. Following a brief review of the structure inspectors entered the building with sampling equipment and began to assess the homogenous areas to be impacted by this project. Suspect ACBM was then grouped into homogenous materials and a sampling plan was developed. Inspectors determined that 26 homogeneous materials were present and collected 64 representative samples from these materials. Five (5) of the 26 materials were found to contain asbestos quantities greater than 1% (Boiler Mortar, Boiler Insulation, TSI in Tunnels, 9x9 Floor Tile & Mastic, and Asphalt Shingles). Two (2) materials were found to contain asbestos quantities of a trace or less than 1% (Drywall Mud and 12x12 Floor Tiles). One (1) material was assumed to contain quantities greater than 1% (Transite Shingles/Caps). See the Inspection Summary for a more detailed description and location of materials sampled. Materials were collected wet to avoid dust generation and placed into Ziploc bags for transport. The materials were submitted to EMSL Laboratories, Raleigh, North Carolina. EMSL is an "accredited" laboratory under the National Voluntary Laboratory Accreditation Program (NVLAP), Laboratory Code #200671-0, which employs Polarized Light Microscopic (PLM) techniques with dispersion staining for Environmental Solutions LLC Page 3 identification of mineral forms of asbestos. The quantification of asbestos in the sample is intended to be an estimate only and the limit of detection for this method is approximately 1% by volume. Bulk samples obtained during the inspection were assigned bulk sample numbers and entered on the sample summary/chain of custody forms. The samples were transported to the laboratory via Fed-Ex (Standard Overnight). Sample locations for this survey were chosen in a random fashion, with emphasis placed on obtaining samples of each type of accessible, suspect material and minimizing damage to the material being sampled. Samples were collected by carefully removing small portions of the suspect material in a non- invasive manner, when possible. If possible, samples from existing damaged areas or loose pieces of material were collected. The intent of the inspection was to identify the suspect materials, assume that materials contain asbestos or collect samples of materials to determine if they are ACM and assess the friability of the materials. Materials that were assumed to contain asbestos or that were identified as containing greater than 1% asbestos were categorized as a regulated asbestos containing material (RACM), Category I Non-Friable ACM, Category I RACM or Category II Non-Friable ACM based on the type and the condition of the material. This evaluation was requested by CTA Architects & Engineers of Bozeman. The intent of this report is to provide a determination of the presence of lead containing surfacing that is currently present in the building. This report and its recommendations are based upon the evaluation of surfaces of similar type and color with an X-ray fluorescence analyzer (XRF). Reference to the Occupational Health and Safety Administration (OSHA) requirements found in 29 CFR 1926.62 are made to provide the project team with information for worker protection and lead dust mitigation. INSPECTION PROCEDURES The lead inspection was performed by Environmental Solutions EPA Region VIII, Certified Lead Risk Assessor and overseen by the Certified Industrial Hygienist (CIH). The inspection consisted of a detailed visual survey of the surfacing materials that may be impacted during renovation. Following a review of the facility the building was evaluated using an X-Ray Fluorescence (XRF) spectrum analyzer for surface evaluation of lead paint concentrations. The XRF was standardized prior to evaluations and as manufacture's recommendation and confirmed using a standardized paint sample at 1.04 mg/cm2 during the sampling process. The Spectrum analyzer was used on painted and glazed surfaces throughout the building. Samples or surfaces whose analytical result for the XRF were reproducible and above the 1.0 mg/cm2 for lead are identified as positive for lead concentrations per industry standards. OSHA requirements, EPA, and HUD requirements for lead safe work practices are triggered at this level. Sample analysis results are included in Appendix A. Data Summary Lead containing surfacing materials was found throughout the facility. All original surfaces painted white, grey, green, or silver contain lead above the 1.0 mg/cm2 regulatory threshold. The inspection of surfaces became cursory as more and more surfaces resulted in positive lead results. It is recommended that all interior and exterior painted surfaces and ceramic wall tiles be considered lead containing and treated as such during all renovation plans and work.
