ELECTION OF OFFICERS Unable to do since there was no quorum ITEM 3. MINUTES OF NOVEMBER 14, 2013. Continue to next meeting – no quorum ITEM 4. PUBLIC COMMENT {Limited to any public matter within the jurisdiction of the Impact Fee Advisory Committee and not scheduled on this agenda. (Three-minute time limit per speaker.} Chairperson Nickelson noted no comments were forthcoming. ITEM 5. CITY COMMISSION LIAISON Commission Liaison was absent. ITEM 6. PROJECT REVIEW Recommendations to the Commission for amendments to the Transportation Impact Fee Capital Improvement Program. ITEM #1 An amendment to add a project for an expansion of Cottonwood Rd from Alpha Dr to Fallon St. At 1:34 min – Chris Saunders A widened section of Cottonwood Rd exists from Babcock to Fallon. There are missing sections south of Fallon and north of Babcock. A condition has been placed on Town Pump #8 to widen Cottonwood Rd south of Huffine Lane. Proposal to add .4 miles end-to-end and to have the project widen the roadway to five lanes per the Transportation Plan and to install sidewalks on Huffine. There is no final design yet. Costs are estimated at $1.25 million of which $750,000 is expected to be eligible for Impact Fees. At 4:30 min – Anna Rosenberry question – Are properties on south side of Huffine/Cottonwood required to make a contribution to the roadway? At 5:40 min – George Thompson question – Would the empty parcels be subject to impact fees to pick up part of the cost? At 6:18 min - Anna Rosenberry question – The cost to move or expand existing lanes is not Impact Fee eligible? At 7:55 min – Chris Saunders – asked Brian if he knew the status of the pavement inventory. At 8:38 min – George Thompson question – stormwater issues with construction At 10:43 min – Anna Rosenberry – S.I.D. possibility question At 12:40 min – Brian Heaston – access reconfiguration at Billion Auto At 13:55 min – George Thompson – impact fees to fund new intersection – discussion At 15:39 min – James Nickelson – The question for Impact Fee Commission is whether to recommend that the section of Cottonwood Road between Alpha and Fallon should be put on the Impact Fee list. At 16:32 min – Anna Rosenberry question – When do they want to begin construction? At 17:25 min – Anna Rosenberry – As a qualifier on this recommendation, whatever is not covered by impact fees, don’t assume that the City has cash to cover it from existing resources. Also, an S.I.D. to get a local share could be an option or the developer could fund the local share. At 18:26 min – James Nickelson – Do we need to make a formal recommendation? Chris Saunders – Since there is no quorum for meeting, a motion and vote can’t be taken. Chris will pass the information on that the group consensus is that it appears to be a qualifying project, it appears to be timely and of value to the community. James and George agree. ITEM #2 – Moving an Improvement of Baxter Lane from the Intersection of 19th Ave to Cottonwood Rd (currently on list) to FY 2015 funded At 21:19 min – Chris Saunders – Significant section is already built at full width and would not need any changes. Several developments putting pressure on street network. Signalization of Davis/Baxter Lanes is a funded and is a scheduled project. Take the lane expansion off the unscheduled portion and move it to scheduled to give the City ability to partner with new development to make a more functional street. Does not have any committed non-impact fee money. Expectation is that would be project-related improvements. Challenge – sizable portion north of Baxter Lane that is not annexed, especially at the corner. Lots of public comment on this intersection. Fixing intersection, but not the roadway is inefficient. This is a pre-emptive effort. New development includes a development on the western end near the roundabout at Ferguson. Also, the Sports Complex near Harper Puckett/Cottonwood. Estimated at $3 million for entire length from 19th to Cottonwood. Expectation is that it would come in smaller chunks. At 25:24 min – Anna Rosenberry – Estimated at $3.35 million with 60% as impact fee eligible ($2 million). The other $1.35 million would come from SIDs, builder contributions or other sources. Have enough funds to leave an ending balance at over $4 million dollars at the end of the five year period. At 25:56 min – George Thompson – How does the Sports Complex work for impact fees and the adjacent roadway? At 25:25 min – Anna Rosenberry - How is the development going to be addressed at the Sports Complex? What kind of a street impact fee does the Sports Complex pay? At 27:48 min – Brian Heaston – Do we have right-of-way acquisition scheduled on the part of Baxter with the County adjacency on the north? At 29:05 min – James Nickelson – Would the whole half of the north side County adjacency be impact-fee funded? Would Anna be in that same struggle of how to pay? At 31:15 min – George Thompson – At what point do you schedule for the adjacent road work? At 32:32 min – Anna Rosenberry – Recommend moving this street impact fee project to put it on the schedule. Try to capture live developer money for local shares to avoid SID shares. At 34:43 min – James Nickelson – Thanked Anna and said all are in agreement that moving the project will work. Chris will make sure to put in cautions about the non-impact fee part of funding. Discussion followed. ITEM 7. OLD BUSINESS None ITEM 8. COMMITTEE COMMENTS Skipped ITEM 9.
