ITEM 1. CALL TO ORDER AND ATTENDANCE :06 sec Board Members Bill Rea – Chairing in Mr. Pentecost’s absence Lessa Racow Mel Howe Michael Pentecost – recused himself and not in attendance Staff Brian Krueger, Development Review Manager Public Jim Ullman, Morrison-Maierle, Inc. Michael Wilson, Applicant Jane Wilson, Applicant Justin Tribitt, 3rd Street Development ITEM 2. MINUTES OF MAY 28, 2014 1:14 min – Move to accept – Mel Howe, Second, Lessa Racow. Minutes approved unanimously. ITEM 3. PROJECT REVIEW Muse Salon Site Plan/COA Z14081 (Krueger/Johnson) Bozeman Gateway Pad Site F A Site Plan/Certificate of Appropriateness Application to allow the construction of 4,897 Sq Ft commercial multi-tenant building with associated parking and related site improvements. 2:00 min – Opened for Staff presentation Planner Krueger presented the staff report. 9:15 min – Opened for questions by Board members. Mr. Howe – no questions. Ms. Racow – additional landscaping requirements? Chair Protem Rea – Street wall and street frontage on Garfield. Is the path on the aerial photo accurate to what is completed? 19:00 min – Opened for Applicant presentation. Mr. Michael Wilson gave a history himself and of the project, a background of the building and a vision statement. 29:12 min – Jim Ullman, Morrison-Maierle, stated these are the kind of unique buildings and business that Mr. Mitchell wants in the Bozeman Gateway. 30:00 min – Opened for questions of Applicant. Ms. Racow – no questions Chair Protem Rea – how do the new renderings relate to the materials samples? Is the bike rack a reality? Are there any showers, skylights or solar hot water heating? Any consideration to LEED Certification? Would a massage professional be able to work in this building? All questions answered by Mr. Justin Tribitt, 3rd Street Development. 34:28 min – Closed for questions and opened for discussion. Ms. Racow likes open space on east side of building and plantings. West side of building has a harsh edge. Add planter boxes or trees - in boxes or in tree wells. Mr. Howe likes the building and supports the project. Chair Protem Rea stated concerns about west side façade, the six dark interior spaces, lack of showers and exterior lighting. He likes the exterior color palette, glad there is no rusted metal – overused. 40:36 min – Opened for motion. Motion by Lessa Racow – “I make a motion to approve as recommended by staff, with an additional new condition applying additional landscape, to be approved by staff, on the west side of the building.” Seconded by Mr. Howe. Discussion followed. Planner Krueger asked for direction regarding trees. 44:55 min – Opened for vote Chair Pro-tem Rea called for approval of Z14081with a condition for additional trees on the west side. Motion passed unanimously. ITEM 4. PUBLIC COMMENT (15 – 20 minutes) {Limited to any public matter, within the jurisdiction of the Design Review Board, not on this agenda. Three-minute time limit per speaker.} 46:00 min – opened for public comment. No public comment forthcoming. ITEM 5. ADJOURNMENT 46:21 min– meeting adjourned at 6:16 pm.
