ITEM 1. MINUTES OF JUNE 11, 2014 :19 sec - Move to approve and seconded ITEM 3. PROJECT REVIEW :33 sec – Open for Item #1 Montana Department Of Transportation SP/COA Z14138 (Krueger) Northeast of the intersection of Nelson Road and Frontage Road/US-10 A Site Plan Certificate of Appropriateness Application to allow the construction of a new administration office, shop and storage buildings, with associated parking and related site improvements. :45 sec – Planner Krueger presented the staff report. 12:55 min – Planner Krueger completed his staff report. 12:59 min – Opened for applicant. Jim Whaley, State of Montana Architects Office, addressed the fencing and requirement for islands in parking lot. 18:43 min – Closed for applicant and opened to Board questions and discussion. Questions regarding signalization at Nelson & Frontage Rd., Lower Yards, property belonging to Water Reclamation Facility, long-range plans, right-of-way, landscaping, Entryway Corridor. 30:11 min – Closed for questions of Applicant and opened for Board Discussion. Support for additional landscaping in the parking lot with no islands. Recommend no vinyl slats on chain link fencing. 37:28 min – Motion Motion by Mr. Rea “I make a motion to approval Z14138 as presented by staff.” Seconded by Mr. Banzinger Discussion on motion regarding use of color for buildings. 38:30 min – Vote on Motion – motion passes unanimously. Dee-O-Gee Daycare CUP MODS TO PUD Z14142 (Davis) 2051 West Oak Street A Conditional Use Permit Application permitting a major modification to the Stoneridge Square Planned Unit Development (PUD) to add dog day care services to the permitted uses for B-1 (Neighborhood Business District) within the PUD. The applicant proposes the Dee-O-Gee day care services for 15-20 dogs at a time with no outdoor services and no overnight boarding. No exterior modification to the building is proposed. The new use will be in addition to an existing, permitted retail and pet grooming business. The property is zoned B-1, Neighborhood Business District, and is located at 2051 Oak Street, Suite #4 within Stoneridge Square. 39:00 min – Open for Item #2. 39:50 min – Planner DeBethizy-Davis presented the staff report. 42:44 min –Questions for Planner DeBethizy-Davis. Questions regarding why the DRB is seeing this, signage, dog drop-off area in the parking lot, disposal of dog waste, how to keep it from becoming overnight dog kenneling. 53:18 min – Open for DRB discussion. Concerns include building interior, dog waste, inappropriate location, narrow parking area, 1:00:04 min – Motion and second Motion by Mr. Rea Seconded by Mr. Banzinger “I would move for approval of Application Z14142 with consideration to staff and DRB comments.” 1:00:26 min – Vote Motion passes unanimously. ITEM 4. PUBLIC COMMENT (15 – 20 minutes) {Limited to any public matter, within the jurisdiction of the Design Review Board, not on this agenda. Three-minute time limit per speaker.} Skipped. ITEM 5.
