ITEM 1. CALL TO ORDER AND ATTENDANCE
At
:15 sec – Mike Pentecost called the meeting to order and took attendance.

ITEM 2. MINUTES OF MARCH 05 and MAY 14, 2014
At :22 sec – Minutes of May 14, 2014 and March
05, 2014 were reviewed, Mr. Howe Moved and Ms. Racow seconded both sets of minutes to be approved as submitted.

Z14124 (Rogers/Johnson)
608-614 West Griffin Drive
A Preliminary Site Plan with a Certificate of Appropriateness Application to allow
the construction
of a retail building, associated parking, and related site
improvements.
At 1:35 min – Planner Rogers gave his staff report on Great Northern Preliminary Site Plan and
COA.
At 10:11 min – Planner Rogers concluded his presentation.
At 10:13 min – Mr. Pentecost opened for question for staff. No questions forthcoming.
At 10: 20 min – Mr. Pentecost
opened for Applicant presentation. Mr. May gave his brief presentation of project
At 11:06 min – Mr. Pentecost opened for questions of the Applicant.
At 11:17 min – Mr. Howe has no
comment for Applicant.
At 11:24 min – Ms. Racow asked about clarifications of the landscaping plans, tree location and boulders used.
At 12:01 min – Mr. May answered Ms. Racow’s questions
of the landscaping plan.
At 14:19 min – Mr. Hufstetler asked about location and zoning of site
At 14:42 min – Planner Rogers gave description of zoning classification and location
of site.
At 15:16 min Mr. Hufstetler Asked further questions about visual impacts of a building between zoning line from B-2 zoning and looking at an M1building.
At 15:36 min Planner
Rogers clarified the adjacency question.
At 17:06 min Mr. Hufstetler asked about auto access to site, is that controlled by MDT?
At 14:12 min Planner Rogers stated applicant would
have to obtain an encroachment permit through MDT
At 18:10 min – Mr. Applicant stated that MDT has seen and approved approach? And answered questions regarding approach to site
At
19:35 min – Mr. Pentecost asked a question of staff about the location of site in the entryway corridor has nothing to do with Griffin.
At 19:51 min – Planner Rogers clarified that
site is within the boundary of the entryway corridor.
At 20:15 min – Mr. Mehl asked about public comment.
At 20:20 min – Planner Rogers stated there was no comment to date.
At 20:26
min – Mr. Mehl asked question of applicant, implies that you are agreeable to condition number one.
At 20:40 min – Mr. May agreed.
At 20:37 min – Mr. Pentecost opened for discussion.
At
20:43 min – Mr. Howe had questions on sidewalk bonds
At 21:03 min– Planner Rogers stated we are all responsible for payment of sidewalks but MDT will be responsible party.
At 22:24
min – Mr. Mehl made addition comments about the sidewalks and that this is a legacy road, still has county property along it and it is MDT jurisdiction.
At 23:21 min – Ms. Racow, made
positive comments on landscaping plan and design of building.
At 23:49 min– Mr. Hufstetler likes plan, would like sidewalks but not a big issue, West façade could use more consideration.
At
25:19 min – Mr. Pentecost thought front elevation is reasonable and side elevation could use improvement.
At 26:03 min – Mr. Pentecost moved for motion, Mr. Howe moved to accept proposal
as proposed with the one condition, Ms.Racow seconded motion. No discussion on motion. All in favor in motion 4:0

At 27:19 min – Mr. Pentecost motioned to adjourn, Mr. Hufstetler so moved and Mr. Howe seconded.
