Thank you for making time to meet with Bob Mechels and myself earlier this week. Sandholm Architects, PC
and McClaren, Wilson & Lawrie, Inc. are pleased to submit our qualifications for the City of Bozeman Police
and Municipal Courts project. We have included Morrison-Maierle Inc. and Stahly Engineering on our team
because of our many successful past projects working together and their long standing histories of quality
service in our community.
As you may know Sandholm Architects is very familiar with the proposed project site having been part of the
team that successfully completed the new Gallatin County Detention Center as well as our previous master
planning efforts on that site.
Our office has completed multiple justice and detention projects and we have the experience to deliver a
great solution for your project within the developed schedule and budget. Our current workload would allow
us to commit our full resources to this project immediately.

Jeffrey Sandholm started his firm in Bozeman in 1999 after gaining extensive design and
technical experience with large commercial design firms in Spokane and Bozeman. In
Spokane,Jeff worked with Bob Mechels on large scale projects such as the Spokane
Arena and Kennedy Library Expansion. Our ability to solve problems,coordinate and
organize the project team, and provide appropriate design has been the cornerstone of
delivering successful projects.
Our firm has years of experience with large scale commercial projects. Over the last two Sidney Richland County Library
years we have been involved with three very large institutional projects with national level
design consultants. The Gallatin County Detention Center, Montana Department of
Corrections Master plan and Park High School have allowed us to fine tune the way we
work with large consultants; including specific details like sharing Building Information
Models for Construction Documents and routing BFI's during the construction process.
Over the last three years a primary component of our work has involved buildings with
high security and safety requirements. We understand the specifics of justice design and
will be ready to work with MWL on all components of this project.

coordination with local engineering consultants, exterior design and be available to the
client at a moments notice throughout the design and construction process.

management, and forensic science architecture has resulted in an almost entirely referral-based clientele. Its success is
showcased by the fact that the team has led master planning, needs assessments,and design for two hundred fifty public
safety facilities and one hundred twenty-five forensic science laboratory and medical examiner facilities in 40 states,and 3

on the site from storm drainage to traffic flow into and within the site. We have teamed with Morrison Maierle for Structural,
Mechanical and Electrical Engineering. Sandholm Architects has a long working relationship with both of these engineering

r. McClaren is internationally recognized for planning law enforcement
facilities, city halls, and forensic science laboratories. Mr. McClaren is a
founding partner of McClaren,Wilson and Lawrie,Inc.
With a career spanning nearly three decades Mr. McClaren has personally
led programming, planning, design, and program management efforts for over one
hundred fifty public safety facilities and forensic science laboratories throughout North
America.
James Lewis McClaren AIA NCARB Many of Mr. McClaren's projects have been showcased in the American Institute of
Senior Principal Architects' annual Justice Facilities Review. Mr. McClaren served as the planning
committee chair for the Joint Session on Facility Standards sponsored by the National
Expertise Institute of Standards and Technology (NIST), the American Society of Crime Lab
Police Facilities Director's(ASCLD),and the Office of Law Enforcement Standards(OLES).

Police/Fire Training Facilities For two decades, Mr. McClaren has served as the only licensed architect on the adjunct
Firearms Proficiency Ranges faculty of the International Association of Chiefs of Police, Center for Advanced Police
City Halls Studies. He is the only licensed architect to receive their Distinguished Faculty Award for
Services Provided his course entitled"Planning, Design and Construction of Police Facilities". Mr.McClaren
Master Plans has lectured on facility planning at the FBI National Academy and served as the consulting
Needs Assessments architect for: Police Facility Planning Guidelines:A Desk Reference for Law Enforcement
Facility Design Executives published by The National Institute of Justice (NIJ). In 2003 he co-authored
Technical Consulting Chapter 16 of the current ICMA textbook,Local Government Police Management.

Wastewater engineer for a small public system that was polluting down gradient water with nitrate. The
system appeared to be operating as designed, but the dilution available beneath the drainfield was over
estimated, resulting in elevated nitrogen in the groundwater down-gradient of the drainfield. The
magnitude of the problem required additional treatment to remove the nitrogen removal. With numerous
types of systems approved by MDEQ to remove nitrogen, Mr Pool concluded that a recirculating trickling
filter will provide the best balance of level of treatment with limited operation and maintenance complexity.
After reviewing the three principal "brands" of systems, selection of the preferred system was based on
compatibility with existing components, overall installation cost, operation complexity, and owner's
preference. To comply with the existing wastewater permit, the treatment system needs to be designed
and approved in 2011, and constructed in 2012.

Bozeman City Shops/HRDC Bus Barn is an approximately 25,500 sf joint project between the City of Bozeman and Human
Resource Development Council.This project includes several funding sources, including American Recovery and Reinvest-
ment Act funds,spread between two owners. Project cost was estimated at$2.4M including all alternates,and bid for$1.9M
including alternates. Construction consists of two pre manufactured steel buildings connected by shared office and break
facilities with provisions for a future phase for the City. Rainwater collection for a vehicle wash bay,daylighting and a waste
oil boiler heat system were some of the features of the design.The site includes extensive rehabilitation of an abandoned
water treatment facility. Construction was completed in 2011.

BRIEF DESCRIPTION OF PROJECT
This new emergency services center brings
together a new city fire station and the
county's 911 call center into one building for
operational and financial efficiency through
shared costs and resources. Morrison-
Maierle's structural, mechanical, electrical,
and civil engineering design team provided
full support to the project architect for this
16,300 square foot building. Incorporation of
sustainable building practices and special
consideration of energy, security, and safety
features help achieve the client's objectives
of an efficient, effective, and sustainable
facility.

A super insulated building envelope, combined with a
southern facing orientation, minimizes heat loads in summer
and winter while its energy-efficient, ground source heat "
pumps provide year-round heating and cooling. Redundant
heating, cooling, and power systems for the "mission critical
facility" are provided for the facility. A specialized vehicle
exhaust system provides for emergency vehicle operation
and a red-light notification system aids in fire fighter
response times.

A robust structural system enables the facility to remain t �l
occupied, uninterrupted during extreme events such as
earthquakes, heavy snowfall, and wind storms. Landscaping
berms, bullet proof windows and steel plated walls at the 911

BRIEF DESCRIPTION OF PROJECT
Morrison-Maierle, Inc. provided mechanical,
electrical, and plumbing engineering
services for this multiple use facility for the
City of Whitefish.
This new 33,000 square foot building
houses the Fire, Police, and City Court
services for the City of Whitefish. The -
Police Department has jail cells, vehicle � ,. .. "
storage, booking, administrative offices, and
a sally port. The Fire Department has an --
Apparatus Bay, Turn-out equipment room,
Ready Room, Sleeping Rooms, and
administrative offices. The Justice Court
has a courtroom and administrative offices. -------------- - -----. -- -----
The HVAC system for the Apparatus and Vehicle Bays consist of in-floor radiant heat. A Variable air volume
HVAC system supplies heating and cooling to the rest of the building. A complete snow melting system was
designed for the building. Special plumbing systems include the installation of sand-oil separators serving the
Apparatus and Vehicle Bays.
The entire electrical service is backed up with a standby generator system.
` • .• Combining telephone and data system infrastructure helps all city
departments keep costs down. The Fire Department is served by a state-of-
the-art Westnet"First-In"annunciation system. Special care was given in the
design of the lighting system in the Dormitories to eliminate the eyestrain
associated with conventional lighting techniques. Lighting in the Apparatus
and Vehicle Bays consist of high bay fluorescent luminaires, pendant
mounted power cords for charging vehicles, overhead door controls, fire
alarm, and a speaker system.

BRIEF DESCRIPTION OF PROJECT
Morrison-Maierle served as the Prime Consultant for the delivery of independent materials testing and inspection
services for the construction of the new Gallatin County Detention Center project. In conjunction with our sub-
consultants, S.K. Geotechnical and Alloy Inc. Certified Weld Inspection, all required civil and structural testing
and inspection was provided in cooperation with the GC/CM, Martel Construction, and the Owner's
Representative, Carter-Goble-Lee.
The testing and inspection work was completed nearly 15% under the established budget and Morrison-Maierle
was presented with an Award of Excellence from Gallatin County for the dedicated service and outstanding
accomplishments associated with the project.

Site civil testing and inspection, including: soil compaction, subrgrade inspections, paving inspections and
testing, utility inspections and testing, development of as-built site and utility plans. Structural testing and
inspections included drilled pipe piles, concrete, soils, masonry, pre-cast concrete, steel erection, welding,
bolting, and metal deck installation.

participated in project team meetings for concept and design of the Gallatin County
Detention Center. Civil site engineering, mapping and utility corridor planning were
provided to the architect.

assisted Big Horn County in long-range
11, planning of facility requirements. The process
ensures the investment they make toward
short-term projects fit long-range needs. The
planning generally involved: survey/site

grading/drainage, infrastructure/utility layout,
phasing and cost estimating. This project also
included water and sewer main extensions to
the City of Hardin. Survey, design, and permitting through DEQ were all required of the
extensions. An 8" sewer main was extended throughout the 62+ acre property to
accommodate new and relocated buildings. The new water main is an 8" main to
accommodate existing and future flows and maintain water pressure for the on-site fire
hydrant. The new main is routed through the south side of the property and collects from
two existing 6" mains.
Originally split into 5 phases, the County and Fairgrounds Board proceeded with phases
1-3 during the 2012 construction season.

University. Tasks completed for this client
have included: topographic survey,
delineate wetlands, conduct extensive � �_ �•

effective utilization of restrictive sites, and

Reuse of this building, once a movie theater, provided design challenges due to
significant structural modification necessary to flatten sloped floors, remove walls and
create more open space. Boundary and elevation constraints provided site design
challenges.
