Executive Summary

Police facility. We have assembled a team that we feel has unsurpassed qualifications for your
project.
DSA, P.C. has been practicing commercial architecture in the State of Montana since 1995
under the guidance of founding Principal, Mike Dowling. The firm has evolved over the years
into a focused practice rooted in an integrated approach to projects. Many of our recent large
scale projects have included a GC/CM on the team delivering projects on time and on budget.
Many of our larger scale public projects have been in Bozeman including projects at MSU with
Gaines Hall renovation, a $32M GC/CM project, MSU's H&PE complex at $14M and as a team
member on the new Gallatin County Detention Center by our former Bozeman office. More

Architects Design Group (ADG) (not to be confused with Architects Design Group located in
Montana) is located in Florida and is nationally recognized as a leader in Municipal Courts and
Police Facilities. After discussing our firm cultures and approaches to project delivery, we
agreed that combining our efforts for this project was a natural fit. The expertise that they
bring in Municipal Courts, Security and Police facilities will provide the basis for our teams

Morrison-Maierle, Inc (MMI) has offices throughout Montana and will be basing their efforts
out of their Bozeman location. DSA has been working with MMI for over 15 years on most of
our public projects. The working relationship is smooth and the team proposed has worked
together on many of the projects shown in our project examples.
Experience with GC/CM
We have been involved in many, large scale, GC/CM projects over the past several years.
Gaines Hall Renovation was the first State of Montana alternative delivery method projects.
Mr. Dowling worked with the State in developing the process for selection as well as the
contracts used. A list of GC/CM projects is included in this proposal but a few to highlight

Proposal format
Our proposal is outlined based on your guidelines. Following the Executive Summary is
information about our teams Firm's and assigned staff as well as percentage of time available
to the project. A cost estimating history page is included. We've also included a section about
Building Information Modeling (BIM) and LEED.
A brief Project Approach identifies how our team will fulfill the Scope of the Project.
A project schedule is shown to indicate the basic phases of the project and an anticipated
timeframe. This is preliminary and can be adjusted to meet your goals.
Appendix
Included in our appendix are staff resumes, project examples and some reference letters
written by our GC/CM partners and Owner Representatives. Two of an architects harshest
critics.

Background and History
Architects Design Group (ADG) was established in 1971 by I.S.K. Reeves, V, FAIA as a
full service architectural and planning firm. Since then, ADG has grown to a national
firm of nearly 25 employees providing programming, master planning and design ser-
vices for over 230 Governmental agencies across the United States.
ADG is a design-oriented firm practicing the creation of architecture as an art form.
We believe in the tenets of authentic, contemporary architecture and direct our

Unique Attributes
Over the years, ADG has narrowed its focus from a diversity of project types to a
small number of areas of specialization. The primary areas of expertise include
providing planning, programming, master planning, design and construction admin-
istration services for Law Enforcement, Public Safety, EOC, and Municipal Courts Fa-

The Approach Methodology below has been developed specifically for the Bozeman Municipal Courts and
Police Facility project. The process detailed below is a refinement of procedures we have successfully
utilized on similar projects and believe are the best approach for the City of Bozeman.
I. Kick Off Meeting / Project Stakeholders Workshop: Once the DSA/ADG team receives the notice to
proceed, we will confirm the scope of services required for the completion of the proposed design of the
new Municipal Courts and Police facility. The DSA/ADG Team will conduct an initial meeting with the City
of Bozeman to review the proposed project and to confirm the schedule for specific tasks. This initial
meeting is an orientation to the methodology, project objectives, and responsibilities of the project team
to the governing body, project stakeholders, staff, and interested citizens or committees (if applicable).
The goals and objectives for the project, activities and project milestones are discussed and agreed upon.
2. Review Master Plan: The DSA/ADG Team will review the developed Master Plan for the new facility.
Good work has been completed to date. Prior to entering into design work, our team will become familiar
with all the work that has been done to date. If there are any areas where recommendations might occur,
we will bring them to your attention for discussion.
3. Schematic Design: During the schematic design phase, on-site design sessions will be conducted to
refine proposed site adaptation issues, design options and alternatives as accepted which provide
improved facility design and cost savings. During the on-site session, a program review will be updated as
alternative concepts are developed. The concept plans will be developed into sketches, including
elevations, and possible overall models. In addition, engineering systems and concepts for the building
systems will be refined. At the end of the schematic design phase, a cost estimate will be prepared for
each of the phases and alternatives.The revised cost estimate will be presented to the City and the DSA/
ADG Team will adjust costs as necessary to meet the City's budget and schedule. The ADG Team will
continually evaluate the entire project "build-out" during the Schematic Design Phase. The cost estimates
and planning tasks for the Master Site Plan will be concisely prioritized, monitored and updated at the
conclusion of the Schematic Design Phase.
4. Design Development Phase: During the design development phase the building materials, systems and
enhanced functional responses are refined. The design process integrates the environmental issues, life-
cycle cost issues, security issues and budget considerations. Based upon the selected schematic design
approach, preliminary architectural, electrical, and mechanical concepts we begin documentation with
consideration of selection for possible multiple bid packages that the DSA/ADG Team will bid out to fast
track the project, if desired. The following items are concluded at this design phase: 1) Selection of
systems, materials and equipment for program response and sustainable design goals, 2) Preparation of
initial design details, 3) Thorough documentation of architectural, electrical and mechanical systems, 4)
Forecast of potential energy performance, lifecycle cost and architectural quality of design relative to the
previously determined project goals, 5)Adjustment of the design as necessary to achieve project goals and
cost targets.
During this phase, the DSA/ADG will continue to update value engineering and constructability reviews.
The revised cost estimate prepared by the DSA/ADG Team will be presented to the City and the Architect
will adjust costs as necessary to meet the City's budget and schedule.

5. Construction Documents Phase: The initial task of the construction documents phase is the
preparation of drawings and specifications necessary for building and site construction. The initial task is
followed by a review by the City and the DSA/ADG Team at the 60%, 90% and 100% complete phases
culminating into submittals for all required permits. The plans will integrate completely the unique
response to project goals and targets, and will incorporate the changes required by the City to keep the
project in budget, on schedule and to meet the user's project goals. Any design elements which fall short
of these primary criteria's will be adjusted accordingly at the 60%submittal.
6. Bidding Assistance: Prior to completing 100% complete design, the DSA/ADG Team will work with the
City to prepare the bid documents for the project. The City of Bozeman will receive 5 sets of final
construction drawings and CADD files and necessary building permits will be obtained. Project staff will
attend the necessary City Commission meetings to present site and budget estimates if requested or
desired. The DSA/ADG Team will attend the pre-bid meeting, evaluate and assess bid submittals, and
provide an award recommendation to the City.
7. Construction Administration: Construction Contract Support Services make up the final phase of
services for the project. We will assist the City with scheduling and conducting a pre-construction
conference within ten days notice from the City after award and execution of the construction contracts.
The DSA/ADG Team's Director of Construction Administration will monitor construction activity to insure
compliance with contract documents and acceptable building practices. Written reports and progress
photos will be filed. Shop drawing review, color selections, interpretations of the documents and material
compliance are given a significant importance to the orderly process. The DSA/ADG Team's procedures
assure project success and provide a clear concise record of the construction process. The DSA/ADG Team
will review the applications for payment and compared them with the actual construction progress.
Weekly construction progress meetings will be held with selected the CMAR or GCCM and the City.
Minutes of all meetings will be prepared and distributed.
The DSA/ADG Team's Project Manager and Construction Administrator will be continually available for
special on-site meetings, and will review construction progress with an emphasis on "problem resolution"
throughout this phase. The DSA/ADG Team's Construction Administrator will review and assist the City
with claims for cost and time extensions that may be submitted by a Prime Contractor, and prepare and
submit proposed construction change orders as required. Upon completion of construction, a Substantial
Completion Inspection will be conducted and a punch list developed. Upon notification of Punch List
Completion, a Final Inspection will be conducted. Following final acceptance, the Architect shall review the
final pay request and recommend the amount of final payment. The DSA/ADG's Team's Project Manager
will, at the completion of the work, confirm that the Prime Contractors have prepared record drawings
and issued maintenance and warranty manuals. Assistance in claims negotiation and dispute resolution
will be provided if required as well as Certification to regulatory agencies certifying completion and
compliance. Throughout this entire process the DSA/ADG Team will keep precise records of time and
related expenses. This project management approach allows for complete and orderly records, financial
documentation, and schedule compliance. The ADG Team Project Manager coordinates all phases of the
project and is furnished with continually updated records so that the City has one contact is who in control
of management to ensure continuity of services on the project.

Gulfport, Mississippi. Based on the in-depth analysis of the depart-
ments as well as interviews conducted with the staff of the various de-
partments, the space needs projection for the current year (2007) was
determined to be 55,810 sf for the Police Department and 12,200 sf
for the Courts Facility.
The Judicial/Courts complex consist of an arraignment court and trial
court, along with associated judicial chambers,jury deliberation rooms
and related facilities for the clerk of the court and judicial staff. In or-
der to achieve judicial impartiality, the facility was designed with sepa-
rate entrances for the public, police and judiciary. r
I -The complex additionally includes an extensive communications/
dispatch element, which is totally self-contained, in accordance with
APCO protocols, consisting of restrooms, locker rooms, food service
and related break areas, administrative offices and a dedicated visitor
"review" capability.

ADG is contracted to provided a detailed spatial needs assessment master planning concepts, and design for
the following Municipal agencies of the City of Jacksonville, Alabama: Fire Department, Police Department,
Municipal Jail, Municipal Court, Municipal Services (City Hall: Office of the Mayor, Finance, City Clerk, Human
Resources, Planning & Building, and the Utility Business Office)
Under the second of two work orders, ADG is developing the overall campus Master Plan documents indi-
cating how the phased development approach will be implemented.These documents will identify areas asso-
ciated with the following components: Public Access and Parking Areas, Secured Staff Access and Parking Are-
as, Facility Locations, Future Expansion Locations, Storm Water Management Areas, Central Energy Plant, Con-
nectivity to the adjacent High School and Associated Public Parking Areas, and Landscape Buffers, Setbacks,
Zoning Requirements.
The Master Plan Concepts will also be used in sup-
port of the City's Federal Grant Funding pur-
suits. The overall Public Safety Complex is identified
to include 46,879 SF of new construction under _
Phase One, and the Municipal Services Facilities
(City Hall) will comprise an additional 13,466 SF of
new construction under Phase Two of the develop-
ment plan. ADG was recently approved to move for-
ward with design of the new facility.

Laurel, MS Law Enforcement Complex
The project was extensively renovat-
ed, including the addition of three
primary elements, consisting of a

ing, and a larger addition dedicated
_ to a vehicle sallyport for the Booking
and Intake area of the Police Depart-
ment.
The City of Laurel, Mississippi selected ADG to adaptively reuse a historically important existing building, the
Masonite Hospital, as a facility for the Police Department and Municipal Courts. The building, which had not
been occupied for over fifteen years, was a multi-story structure, located in an important part of downtown
Laurel, a consideration when determining if it was a viable candidate for reuse.
The site was also extensively modified to accommodate both public and secure Law Enforcement parking. Ad-
ditionally, a significant commitment was undertaken by the City, related to the introduction of site landscap-
ing: trees, pedestrian walkways, outdoor seating, etc. all of which were undertaken in response to the city and
police department commitment to the premise of community policing. In essence, the goal was to turn an
abandoned building into a viable community asset, one that contributed to the economic and environmental
viability of the downtown area of Laurel.
It is of interest to note that while there were significant
staffing changes in the administration division of the de-
partment during the various phases of the project, its
completion and occupancy was achieved without issue '^r
and today serves as a demonstration project for the city.

Manchester, NH Police Department Headquarters
The Manchester Police Department has been operating out of a 50+ year old facility that has been in need of
replacement for several years. In 2010, the City of Manchester was in the process of launching a large-scale
Public Works Complex project. In the planning stages, it became apparent that the property could also accom-
modate the planned Police Headquarters Facility.
ADG teamed up with the Architect under contract with the City for the Public Works Complex. While a well-
respected firm, they had no relative Law Enforcement Facility design experience.The local firm was advised by
the Police Department to seek out a firm who specialized in public safety architecture. ADG's role in the pro-
ject was to develop the detailed Spatial Needs Assessment, update the existing master plan for the entire com-
plex to reflect the specialized needs of the Police Department, and to develop the interior operational adjacen-
cies for the planned three-story, 75,000 SF facility.
ADG's team was led by Ian Reeves, AIA, who has been the lead Law Enforcement design specialist for the past
17 years for the firm. ADG worked directly with the Manchester PD staff on site over a period of three months
to develop detailed design documents of all interior layouts, specialized equipment coordination, security sys-
tems design and specification, and development of the critical infrastructure redundancies to support the facil-
ity. Inclusive in the design documents is an 8-lane indoor Firing Range as a major component of the Training
Unit, Administrative Offices, Training Classrooms, a state-of-the-art Evidence Holding and Processing Lab and
Breakroom/Kitchen Areas. ADG's expertise in Law Enforcement planning and design has ensured that the new
facility is designed to stand up to the most rigorous inspections in the pursuit of CALEA Accreditation.
The Local Architect, LBA, completed the design documents and ADG provided Peer Reviews of the documents
to ensure the specialized Law Enforcement components were properly implemented and detailed.The project
is currently concluding the bidding cycle and is anticipated to move into construction in the next few months.
This facility is utilizing a Construction Manager at Risk delivery method. Additionally, Robb Anderson of Action
Target provided consulting services for the Firing Range.

ADG provided programming, master planning and design services for this 55 acre Municipal Complex. The
successful voter referendum in the fall of 1996, provided funding for the development which includes rec-
reation facilities, a City Center, Municipal Services Building, as well as a new Police Station and improve-
ments to an existing Fire Station.
The facility, which was completed in 2000, began with a spatial needs assessment and master plan, and
community involvement program conducted by ADG. The completed project was phased to implement
the master plan over a two-year construction period.
The first activity was construction of new access roads, parking and two quadraplex baseball complex dur-
ing the six-month league off-season. Next the new Municipal Building and Police Facility were built around
the existing City Hall for continuous operations. The final phase demolished the exiting City Hall to create
the City Center Plaza that is extensively used for community events.
The project was successfully implemented under the value of funds made available by the bond issue from
the voter referendum.

This Public Safety Facility consists of 42,000 sf and accommodates four separate entities:the Police Depart-
ment; Fire Department Administration; Emergency 911 Dispatch/ Communications; and the City Emergen-
cy Operations Center. The concept of a singular structure resulted in significant project savings both initial-
ly, as well in the long term, by reducing operational costs.
The City of Frankfort, the state capitol of Kentucky, had a very significant need to provide new facilities for
the noted entities, all of which were located in different buildings, many of which were inadequate in
terms of space and function. The Police Department, as an example, was housed in a building originally
constructed as a grocery store, while the Fire Department Administrative facilities were in a building that
was utilized for over fifty years as a fire sales and repair business.
ADG evaluated eight separate and diverse potential sites, and
concluded with a recommendation that the existing downtown I ` T r
site be utilized for the new structure. Site planning and architec-
tural design concepts permitted the continued utilization of the
existing police building until the new three-story structure was
completed in 2008. The premise of co-siting the referenced enti-
ties was beneficial to the city, in that their critical "first respond- ` 'W
er" services were all accommodated in a secure and survivable
facility. Located adjacent to the Kentucky River in west Frankfort,
the new facility is protected by a flood wall, as well as being ele-

A super insulated building envelope, combined with a
southern facing orientation, minimizes heat loads in summer
and winter while its energy-efficient, ground source heat
pumps provide year-round heating and cooling. Redundant
heating, cooling, and power systems for the "mission critical
facility" are provided for the facility. A specialized vehicle Horizontal Loop
exhaust system provides for emergency vehicle operation
and a red-light notification system aids in fire fighter
response times. t

earthquakes, heavy snowfall, and wind storms. Landscaping
berms, bullet proof windows and steel plated walls at the 911

BRIEF DESCRIPTION OF PROJECT
Morrison-Maierle, Inc. provided mechanical,
electrical, and plumbing engineering
services for this multiple use facility for the ,
City of Whitefish.
This new 33,000 square foot building
houses the Fire, Police, and City Court
services for the City of Whitefish. The
Police Department has jail cells, vehicle
storage, booking, administrative offices, and
a sally port. The Fire Department has an
Apparatus Bay, Turn-out equipment room, -�«+
Ready Room, Sleeping Rooms, and
administrative offices. The Justice Court
has a courtroom and administrative offices. — — —_—I
The HVAC system for the Apparatus and Vehicle Bays consist of in-floor radiant heat. A Variable air volume
HVAC system supplies heating and cooling to the rest of the building. A complete snow melting system was
designed for the building. Special plumbing systems include the installation of sand-oil separators serving the
Apparatus and Vehicle Bays.
The entire electrical service is backed up with a standby generator system.

V. departments keep costs down. The Fire Department is served by a state-of-
` the-art Westnet"First-In" annunciation system. Special care was given in the

associated with conventional lighting techniques. Lighting in the Apparatus
and Vehicle Bays consist of high bay fluorescent luminaires, pendant
mounted power cords for charging vehicles, overhead door controls, fire
alarm, and a speaker system.

Morrison-Maierle served as the Prime Consultant for the delivery of independent materials testing and inspection
services for the construction of the new Gallatin County Detention Center project. In conjunction with our sub-
consultants, S.K. Geotechnical and Alloy Inc. Certified Weld Inspection, all required civil and structural testing
and inspection was provided in cooperation with the GC/CM, Martel Construction, and the Owner's
Representative, Carter-Goble-Lee.
The testing and inspection work was completed nearly 15% under the established budget and Morrison-Maierle
was presented with an Award of Excellence from Gallatin County for the dedicated service and outstanding
accomplishments associated with the project.

related to large commercial,academic and renovation construction projects.This expertise has revealed
itself on numerous occasions by virtue of their ability to facilitate programming and design, understand
and deliver the needs of the client,and work as a trusted member of the team.
Of particular value was DSA's experience with the alternate project delivery method of the project,
which utilized the CM/GC process. In this capacity, DSA's use of Building Information Modeling(BIM)

I have bad the pleasure of working with Klint Fisher and Dowling Sandholm Architects for the
last year on the Park High School Renovation and Expansion Project. This$15 million, 98,000
sf,project is a GC/CM project and has been one of the most successful GC/CM projects that we
have worked on largely due to DSA and their Team. From the very first day that we started
working with Dowling Sandholm,they have been a great Team oriented Architect. We have
worked closely with them to evaluate renovation phasing and construction solutions for both the
renovation phase and the new construction phase. Their vast knowledge in school projects,
academic,project collaboration and administration spaces has made this project construction
easier than most that we have been involved with in recent years. There design reflected well
thought out spaces that allowed for construction to proceed quickly and with little impact to
occupied areas and also allowed for flexibility with construction phasing.
We worked with Klint and his design team to review construction costs and schedules
throughout the preconstruction process. They quickly provided several pricing sets of
documents that were well thought out and concise which allowed for easy pricing and feedback
for the Owner to evaluate the budget. DSA was able to give us revised sets of documents in
very short periods of time. This allowed the Owner to make quick decisions on the project
direction and ultimately gave the Owner a project that was under their budget and allows for all
of the programming that the Owner requested.
Dowling Sandholm is one of the few Architects that we have worked with that is open to the
GC/CM feedback to any issue. When we have a challenge on the project,they are very quick to
respond and helpful in finding a solution to the issue. The teamwork that they have created for
us has created an incredible project atmosphere and has allowed for this very difficult project to
be very successful.

I would strongly urge you to consider them for your Team on this project. There is no better
Architect that you will work with on a project than Dowling Sandholm. They will make your
project very successful. Their efforts will allow you to concentrate on your development issues

BNBuilders, Inc. had the pleasure of working with Dowling Sandholm Architects on the $32.5
million renovation of Gaines Hall on the campus of Montana State University.
Gaines Hall is an early 60's E!ra building consisting of 85,500 sq. ft., and four stories. The project
consisted of a complete seismic and infrastructure upgrade. The demolition process removed
everything except the concrete columns, most of the floor slabs and stairs. Additional design
associated with the project included 10,000 SF of Chemistry Laboratory Space, multiple research
laboratory build outs within an existing facility, and a new Chemical Stores Facility.
The project obtained an Intermountain Best of 2010 Award for its multitude of challenges, it
received LEED Silver Certification, and the aesthetics of the facility are very impressive on all
accounts.
The above accolades speak to Dowling Sandholm's work and leadership. The documents at all
stages of the project were prepared to a very high level of detail and the team members were
responsive and focused upon the project objectives.
