Qualifications of Terry Sukut will lead the architectural and engineering design team for your new building. He
Project Leadership was selected for this role based on his skills in project management and success working with
public projects. He is well-versed in delivering projects on-time and within budget. In working

with public clients, he knows the value of creating flexible spaces that support multiple uses
now and as the City and County's needs may change in the future.
• Terry was the Project Manager for the new College of Technology facility on the
Montana State University Billings campus.This building includes a variety of space
requirements, including technical classrooms,staff office space,and a flexible
conference hall with advanced presentation technology.
• He has extensive project experience working with public clients such as
municipalities, county governments and school districts. He will draw on this skill to
facilitate concensus-building among owners and users of the building.

In 1967, Willard Johnson, Orval Graham and a handful of committed architects combined their talents and vision
to create Johnson-Graham Associates in Billings, Montana. The founding partners were committed to providing

Technology JGA and members of the design team use the current version of AutoCAD providing an
ability to translate electronic data during construction and building maintenance.JGA can
create 3-dimensional (3-D) models and images to share with the design and construction
teams enhancing communication of concepts quickly and clearly.This benefits the overall
project by providing for efficiency in the design and review process.
As you work to keep the community informed of this new public project, use of 3-D images
for media and/or community presentations allows those outside the immediate project
delivery team to visualize the building and site.
JGA's use of state-of-the art architectural modeling software allows us to work with clients
and stakeholders in real time to explore design alternatives.This process enhances the
understanding of all parties, helping eliminate surprises as a design evolves and a building
takes form.
As construction progresses,JGA utilizes digital images and electronic communications to
convey information,clarifications and decisions quickly and accurately.

Charrette We have learned that the long-term success of a new facility project is directly related to

police facility and coordination of how the built environment will support those needs.

• Developing stakeholder consensus on the most desirable and affordable
programming needs through presentation and discussion of the possibilities and
potential, as well as practical alternatives
• Small group discussion and hands-on design efforts by participants
• Group presentation and review of ideas to generate additional guidance for the
architectural design team. Experience shows that the most favorable solution is
often a combination of ideas brought forward by independent work groups.
Our charrette format is designed to enable a high-energy, interactive event.As the most
desirable solution begins to take shape,so does the configuration and character of the
facility.The design team then applies their technical expertise and experience to bring the

conducts noise studies and provides noise and vibration control recommendations. BSA has

Phillips County Courthouse, Malta, Montana—Acoustical improvements to the courtroom
at the historic courthouse were necessary because spoken words were difficult to understand
during trials. For Room Acoustics analysis, BSA measured reverberation time and developed
a computer model of the space to determine effects of various acoustical treatments.
BSA recommended adding impact-resistant acoustical wall panels to rear and side walls
of the public seating area to reduce reverberation time and improve speech intelligibility.
Improvements were verified with the State Historic Preservation Office.
Sioux Falls Federal Courthouse,Sioux Falls,South Dakota—Big Sky Acoustics analyzed
acoustical characteristics and developed design recommendations to control reverberation
and echoes in the remodeled courtroom utilizing the U.S. Courts Design Guide. BSA developed
a computer model to analyze reverberation time and acoustical characteristics of the space.
Recommendations to achieve the optimum reverberation time included cushioned seats and
backs,a hard surface flat or convex ceiling, carpeted flooring,and acoustical panels covering
walls in the gallery area. 10

Gallatin County 911 Dispatch Center and Bozeman Fire Station#3-Bozeman, Montana
This new emergency services center brings together a new city fire station and the county's
911 call center into one building for operational and financial efficiency through shared
costs and resources.A robust structural system enables the facility to remain occupied,
uninterrupted during extreme events such as earthquakes, heavy snowfall, and wind storms.
Landscaping berms, bullet proof windows and steel plated walls at the 911 call center reduce
the risk of interruptions of emergency service from accidents or attacks.
Montana Law Enforcement Academy- Helena,Montana
MMI managed and designed site infrastructure for renovation of a 90 acre re-development
and new building project.The project centered on construction of a "campus center"
education building and numerous site improvements and deferred site maintenance projects
throughout the campus. MMI prepared detailed topographic and utility mapping of the site.
MMI also provided detailed site grading and drainage design for the new building, new and
reconstructed parking areas, and pedestrian walkways throughout the campus.

A task-based approach will be utilized to complete the planning,design and construction
administration of the proposed courts and police facility. Building on the planning that has
already been completed for this project,the programming phases verifies and establishes
the design needs and scope of the project.The implementation portion includes the various
tasks that will bring the project from design to successful completion.
Investigative and Program Development
Following award of a contract,the JGA design team will meet with project representatives,
facility staff, and other stakeholders as identified to develop a consensus of the vision and
needs for the project.A shared understanding allows all work to proceed with positive
purpose and direction. Ideas and concerns are voiced and considered early, avoiding
future conflicts and potential delays.This exchange of ideas allows JGA to streamline the
programming and design process. The final space program will provide a listing of space
needs, a concept of functional relationships, and possible future needs.
Construction Manager Selection Process
JGA will work with City project representatives in selection of a qualified construction
manager.This may include preparation of the Request for Proposals and advertising for
responses in appropriate and required channels.JGA often participates in interviews of
short-listed firms to lend our expertise to the discussion with potential participants in this
important project.The schedule provided with this response document indicates that the
selection process run approximately concurrent to the schematic design phase so that the
CM is on board and ready to go as design development begins.
Schematic Design and Preliminary Cost Estimate
JGA will finalize a design concept to achieve the space needs and project requirements.This
