The design team consists of local firms with their principal offices located in Bozeman. R. M. Shanahan Architect has teamed with the most accomplished Public Safety Building and Courts architects in the western region. GSBS Architects of Salt Lake City offers extensive building type experience and exceptional sustainable design knowledge with implemented projects. Shanahan will serve as Principal in Charge of Project and contact person. He will work in concert with Mr. Kevin Miller of GSBS throughout the entire planning and design process. Mr. Miller has been involved with court and public safety building types for over twenty years in Utah, Wyoming, Idaho and Texas. Mr. Shanahan developed a detailed programming document and cost estimate for a 54,000 square foot public safety building in Bellevue, Washington. ACE Engineers have participated in 14 LEED certified projects. In addition, Allied Engineering has completed LEED certified site projects including the Bozeman Library. GSBS has 13 LEED certified projects, six of which are Gold and one Platinum, and an additional 15 projects registered for certification. All design team members have been involved in quality sustainable design projects. We respectfully submit this response for your review, consideration and selection for your project. The design team is very familiar with the front end activities necessary to allow the public to make an informed decision and is prepared to support the city with a range of capacities. Shanahan Architects provided similar assistance and information for the bond passage of the present Law and Justice building conversion.Additionally they have aided several School Districts with data for bond issue approval. In the past this has included creating the technical data that supports the business case for a new structure,creating the visual images that help build excitement for a new project and participating in public process presentations prior to the election. In support of these activities,as well as our j normal design process,GSBS offers the design team an in-house model shop, in-house capability to provide computer generated renderings that illustrate more specific aspects of the building and in-house graphic designers who can craft the"look"of a public presentation and insure that the information that is presented is easily understood. All of these capabilities provide invaluable tools that can help insure a successful bond election—since half of the battle is getting the public to understand the need,how we communicate with them becomes a key component of success. Of course successfully securing the public's support is only part of the impact that bond funding has on a project. The design team's experience with this type of project funding helps us support the city to develop information - related to the bond offering, insuring that bond proceeds are utilized for authorized expenses, executing the various certifications that are a part of _ bond financing,developing cash flow projections that are useful for incremental sales and also for determining the amount of arbitrage that may be available to apply to project expenses. Lastly,should the bond fail,GSBS has relationships with private developers who are in the business of providing funding for public facilities of this type. If the city was interested,we could make those introductions and inform a process for selecting that kind of funding vehicle. The design team's role in cost estimating can be decidedly different between those two delivery models. { The preponderance of projects we have worked on in the last 10 years have been delivered in a Construction Management(CM) or design-build mode, either of which relies on the CM or Design/Build Contractor to provide the cost estimating for the project. On many of the CM projects,to provide a check, we have provided cost estimating that is independent of CMAR/ CMGC. At each project milestone, the design team and CM estimates are compared and reconciled. if the reconciled estimate is over the project's budget,the project team—owner, CM and Design Team—identify adjustments to the project { scope or quality that will acceptably meet the budget that is available.
