The design for the new Municipal Courts and Police =I
Facility will typicaLLy include the following tasks. Comma-Q
However, each project has different needs and this Architecture,Inc.
outline will be modified with input from the City of 109 N Rouse/+venue,bl
Bozeman's internal planning group (Planning Team).
In addition to pre-design activities,we have included
typical services through building completion, and
assistance in the selection of a qualified General
Contractor/Construction Manager(GC/CM).
PRE-DESIGN SERVICES
Careful planning is critical to the success of a public
sector project. The Design Team, comprised of
Architects, Engineers and other professionals joins
the Planning Team at the pre-design stage to aid the
City of Bozeman in determining realistic project goals
based on knowledge of municipal court and police
facility design, engineering, construction procedures
and requirements. Pre-design phases include the
following tasks.The GCJCM is hired early in the pre-
design phase and becomes part of the Project Team.
Orientation
I. The Design Team and City representatives review
and confirm project objectives.
2. Review and approval process is established.
Planning Teams and Team Leaders for both the City
and the Design Team are identified.
3. A schedule, prepared by the Design Team, is
reviewed: critical tasks, deliverables and dates are
established and individual responsibilities reviewed.
4. The City off iciaLs collect and submit existing
documentation, such as the Bozeman Police and
Municipal Court Needs Assessment and Facilities
Plan from 2007, the Master Plan information for
the Law and Justice Center campus, any applicable
guidelines, current staff numbers, facilities sizes and
other studies to the Design Team for initial review to
incorporate in the Programming phase.
5. Communication procedures and responsibilities
are established.
6. A discussion is held with the Planning Team and
Team Leaders to determine a scope statement of
functions to be accommodated, and any special
requirements or considerations to guide design.
GC/CM Selection Assistance
I. Key Design Team members will assist the City
in the preparation of GC/CM selection qualification
criteria,justification documents, the request for
qualifications process and the request for proposals
process.
2. Key Design Team members will attend the GC/CM Comma-Q Architecture.Inc
interviews and provide feedback on candidates. Pagel

4. The GC/CM becomes a partner in the Design Team
and PLanning Team for the duration of the project.
Site Analysis
I. The Design Team collects data for the site.
Opportunities and constraints of the building or site
that will effect construction cost are analyzed.
2. The Design Team will develop site planning
concepts showing building Location, configurations,
and sizes along with associated site improvements and
expansion capabilities.
3. Site development costs and project budgets will
be developed with the selected GC/CM for the various
site planning concepts.
4. Comparative evaluations and recommendations
are presented by the Design Team to the Planning
Team for evaluation. A site concept is selected by
the City officials for further development in the next
phase.
Programming
I. The Design Team will compile and distribute
Facility Questionnaires to key City staff for review.
Interview sessions are scheduled and conducted
with key staff to discuss and confirm the Facility
Questionnaires.
2. The Design Team wilt review and anylize the
data collected in the interviews and questionnaires.
Possible visits to similar facilities by members of the
Planning Team may be arranged to add further insight
into the project objectives.
3. The Design Team will compile the collected data
into a program document. This includes graphic and
written descriptions of the required physical spaces or
components, both current and future. Identification
of expansion requirements, possible future facilities
and necessary functional relationships between
program components are defined.
4. The Facilities Program document is presented
to the City officials to review and discuss for final
approval. Revisions are made if required and
redistributed. An approved sign-off of the Facilities
Program is required prior to proceeding.
5. The approved Facilities Program document
becomes the starting point for the exploration of
Architectural options.
6. Timetable for design tasks and decision making

DESIGN PHASE SERVICES
Using the program and site analysis concept approved Comma-Q
Architecture,Inc.

developed during the design phase. The Design Team
begins by testing and evaluating alternate solutions
with the PLanningTeam members. With the advice
of the Design Team and GC/CM the most promising
concept is selected and developed.
Schematic Design
I. Using spaces and relationships from the approved
program,The Design Team develops a few possible
concepts for the building.
2. These concept plans are evaluated by the Planning
Team and one is selected for further development.
3. Relationship of the preliminary plan to the site is
established. Information for the site analysis phase
is expanded for a particular building plan and master
site plan.
4. Structural, Mechanical and Electrical Systems are
evaluated and preliminary selection is made based on
performance and cost effectiveness, with input from
the GC/CM.
5. The Design Team prepares drawings of the
schematic buildings design for review by the Planning
Team. Schematic drawings ordinarily include site
plan, building plans, sections and evaluations. A
volumetric model and/or perspective drawing will be
prepared.
6. An outline specification describing desired
performance of building materials and systems is
prepared by the Design Team
7. A cost check is prepared by the GC/CM based on
the schematic design drawings and specifications and
compared to the budget established in the pre-design
stage.
8. The Design Team conducts a preliminary analysis
of the plans for building code and appLicable zoning
ordinance compliance and informs the Owner if any
conflicts are identified.
9. The Design Team presents the site plans,
schematic design plans, specifications and cost
estimate to the City officials for its approval.
Design Development
I. The Design Team, in consultation with members
of the PLanningTeam, develops and further defines
the concepts presented in the schematic design phase
and approved by City officials and incorporating
revisions requested by key staff.

3. The Design Team prepares drawings of the
developed building design for review by the Planning
Team. Design development drawings ordinarily
include a site plan, indicating location and nature of
site improvements, and plans, elevations, sections,
schedules and notes as required to fix and describe
the project as to the Architectural, Structural,
Mechanical and Electrical systems.
4. Outline specifications based on actual products
describing the materials and systems selected, are
prepared by the Design Team.
5. The GC/CM prepares a detailed estimate of
construction costs based on quantities of materials
shown on the design development drawings and
in specifications and compared to the established
budget.
6. The Design Team presents the Site Plans, Design
Development Drawings, Specifications and Cost
Estimate to the City officials for approval.
Contract Documents
I. The Design Team, in consultation with members
of the Planning Team, wiLL prepare bidding and
construction documents, i.e.,working drawings and
specifications setting forth in detail the requirements
for the construction of the entire project based on
the plans and specification approved by the City
officials in the design development phase.
2. Plans and specifications wiLL be reviewed
periodically with the Planning Team, as scheduled.
3. As the construction documents near 75 percent
completion, the detailed estimate of probable
construction cost will be updated by the GC/CM

CONSTRUCTION PHASE SERVICES
Bidding Comma-Q
Architecture,Inc.
I. The Design Team will assist the GC/CM in preparing 109 NR.us A--,-1
the qualifications that wiLL be required of subcontractor
bidders.
2. The Design Team will assist the GC/CM in the
preparation of all necessary materials for the bidding
period, including bid forms and advertisements.
3. The Design Team and GC/CM will schedule, in
conjunction with the appropriate City Staff, a pre-bid
conference to explain the project and answer bidders'
questions.
4. The Design Team will be readily available to answer
bidders' questions and issue clarifications of the
construction documents in order to insure the lowest
most accurate sub-bids.
Receipt of Bids and Evaluation
I. The Design Team will assist the GC/CM in opening,
recording, and evaluating the bids.
Construction Administration
I. The Design Team and the GC/CM, in conjunction with
the appropriate City Staff, will schedule and conduct a
pre-construction conference with the Subcontractors.
At this conference, the contractors' schedule will be
presented and reviewed;the project requirements will be
reviewed; and questions will be answered.
2. The Design Team will check shop drawings and issue
clarifications, change orders and approved applications
for payment.
3. The Design Team will hold site conferences at
appropriate intervals with the contractors and City Staff
to review construction progress against the project
schedule; to review work completed that week and
requirements of work to be accomplished in the next
week;to answer questions concerning construction of
the project.
4. In addition,The Design Team wiLL visit the site at
intervals appropriate to the stage of construction to
determine if work is proceeding according to schedule
and in accordance with the contract documents.
5. The Design Team shall have the authority to reject the
work which does not conform to the contract documents
and shaLL do so after consultation with the City Staff.
SupplementaL Services

Comma-Q Architecture, Intrinsik Architecture, and Roth Sheppard Architects of Denver will provide a'blended'
design approach, embracing the owner's perspective in the design of the City's new Courts and Police Facility.
Comma-Q is rooted in the culture and environment of Bozeman and enjoys a long-standing working relationship
with the City of Bozeman. Our team has a clear understanding of its processes and requirements. Ben Lloyd,
Principal-in-charge for Comma-Q,the Architect of Record,will guide the overall process. The$26M Bozeman
High project and$10M in new facilities for Belgrade Schools are Comma-Q efforts that started with discussions of
site, moved into programming and resulted in completed projects that reflect the communities they serve.
Intrinsik Architecture of Bozeman specializes in professional planning and facilitation of community design efforts,
and will handle planning-related tasks for the team. Rob Pertzborn is a founding principal of Intrinsik Architecture
and is currently leading a multidisciplinary design team that will revitalize public property at the northwest comer
of Rouse and Mendenhall. The public process has included numerous stakeholder meetings and an online
survey with nearly 200 participants.
Herb Roth is an expert in the field of Justice Architecture.As a founder of Roth Sheppard Architects, Mr. Roth
has worked on more than 40 public sector projects. His insight and understanding of the varied operational and
organizational requirements of public agencies sets him apart as an innovator. Herb does not follow; he is a
leader and is setting standards for the next generation of public sector facilities.

them. In Kim's 18 years of experience she has designed
and worked on a dozen childcare centers, several

to be back in the Northern Rocky Mountain area. In
2010 Laura became a registered architect in the State

Scott has worked on a wide range of projects from Architecture,Inc.
civic to residential and has nearly 10 years experience
in architectural drafting and design. He believes
visual balance through scale and proportion is
inherent to and ultimately essential in creating
beautiful architecture. Scott's primary duties at
Comma-0 Architecture include architectural design,
drafting and model building.
Cole Robertson
Architect-in-Training
'S Cole approaches every design problem as an
exploration; searching for chaLLenging and rewarding
experiences inherent to each task. He is currently
working toward professional Licensure and LEED
Accreditation. During the winter months you will
find him in the Bozeman High School Gym barking out
orders as an assistant coach, leading the Lady Hawks
to another state basketball championship.

and Meeting House is a multi-use public
safety building designed to respect the
historic architecture of the Town of Milliken,

Adhering to the town's heritage, the new

house is designed to fit the eclectic roots of

the small-town approach a 'great room' or

Rampart Police Station is a community
police facility including: investigations,
training rooms, break rooms and holding
areas, it was designed with a sustainable
design mandate. Program elements
include a state-of-the-art police facility
with a community meeting room, vehicle
maintenance facility, 297-car parking
structure, public parking, and secure
garden areas. Security features are carefully
understated and integrated invisibly.

houses the Fire, Police, and City Court
services for the City of Whitefish. The
Police Department has jail cells, vehicle
storage, booking, administrative offices, and
a sally port. The Fire Department has an

administrative offices. The Justice Court R
has a courtroom and administrative offices.
The HVAC system for the Apparatus and Vehicle Bays consist of in-floor radiant heat. A Variable air volume
HVAC system supplies heating and cooling to the rest of the building. A complete snow melting system was
designed for the building. Special plumbing systems include the installation of sand-oil separators serving the
Apparatus and Vehicle Bays.
The entire electrical service is backed up with a standby generator system.
Combining telephone and data system infrastructure helps all city
departments keep costs down. The Fire Department is served by a state-of-
the-art Westnet"First-In"annunciation system. Special care was given in the
design of the lighting system in the Dormitories to eliminate the eyestrain
associated with conventional lighting techniques. Lighting in the Apparatus
and Vehicle Bays consist of high bay fluorescent luminaires, pendant
mounted power cords for charging vehicles, overhead door controls, fire
alarm, and a speaker system.

A super insulated building envelope, combined with a
southern facing orientation, minimizes heat loads in summer
and winter while its energy-efficient, ground source heat
pumps provide year-round heating and cooling. Redundant

TD&H performed construction materials testing for a$20 million new
federal courthouse in Great Falls, Montana. This land and surrounding
properties was a previous Brownfields site.TD&H completed a Phase
I and II investigations both prior to and in conjunction with the Great
Falls Development Authority west bank Brownfields project. A
century ago, the site was a brewery, but it had been vacant for many
years and had been used as an unlicensed solid waste disposal site.
Investigative work included excavation of test pits,collection of soil
samples, installation of ground water monitoring wells, and ground
water monitoring to determine the type and extent of impacts.After
cleanup of the contaminated soils, the site was redeveloped and the
new courthouse opened for public use in October 2009.
