Bechtle Architects, together with LCA Architects have joined forces to submit this statement of
qualifications to the City of Bozeman for the new Municipal Courts and Police Facility. Together, our team
has considerable experience in the programming, planning, design and construction administration of
court and police facilities. Bechtle Architects, a Bozeman architectural firm, will provide team leadership
and be available to respond quickly from the start to the completion of the project.
Bechtle Architects is an architectural, interiors and planning firm. Scott Bechtle, owner of Bechtle Architects,
has over 20 years of experience in commercial, retail, resort, institutional, and residential architecture
building types. In addition, the firm provides high mountain/extreme weather design advice related to roof
and building envelope issues.
LCA Architects is a 39 year old firm with a deep resume of justice projects throughout the Northwest. LCA
prides ourselves in understanding the unique qualities and aspirations of our clients. It is our desire to
assist the City of Bozeman in confirming the goals and vision for this project.
To make your vision a reality, the BECHTLE-LCA Team will combine our regional expertise with a talented
staff of planners, designers and project managers who understand the uniqueness of today's police and
court environments. We 'bring a design process that encourages diverse stakeholder groups to find
consensus by recognizing core values and 'thinking outside the box.' The individuals we present for your

specific to Montana's extreme conditions. Scott Bechtle, owner of Bechtle Architects, has over 20 years
experience in high mountain / extreme weather design. He managed an office in Palmer, Alaska early
in his career and has completed the arctic engineer course at the University of Alaska. He is licensed in
Montana, Wyoming, Idaho, Alaska, Washington and Oregon. Scott is a member of the American Institute
of Architects, is a LEED accredited professional (sustainable design) and serves on the City of Bozeman
Design Review Board.

in the planning and design of public sector and justice projects throughout the Northwest. We have

in one facility as well as the recently completed Hugh Nichols Public
Safety Building for the City of Nampa Police and Fire Administration.
Additional projects include the Battle Ground Police and Washougal
Police Facilities in the State of Washington, the Meridian Idaho Police
Facility, three Idaho State Police Field Offices and the new regional
Oregon State Police/Forensic lab facility in Bend Oregon. In addition
to our built facilities, we have also completed schematic designs
and master plans for the Yakima Police Department, Elko Police

PERCEPTION
The delivery of this project offers the unique challenge of the public's
perception of the Municipal Courts and Police Department System.
Security needs to be balanced with comfort to create an efficient, secure,
yet comfortable setting for the public and staff.Tools used to achieve these _-
needs include: artificial tight sources, direct and indirect sunlight, color,
direct noise, ambient (background) noise, material textures and patterns.
The exterior as well as the interior space needs to be considered in the overall
approach. This starts at the site entrance and continues from the parking, Nampa Public Safety Building
building entry experience, all the way to the public space, courtrooms, or Nampa,Idaho
offices. Lack of attention to these seemingly inconsequential details can
leave a public and staff with a non-positive perception of the facilities.
SITE SELECTION AND DESIGN
For an overall design solution to be successful it is imperative that the
interior relationships are developed with an understanding and a
relationship to more global site issues.As we review the interior functional ' '
relationships of the building through block planning, we also examine -r
ow these relationships lay out on the site. Important issues include an E

understanding of circulation patterns, access to key entry points and
sensitivity to surrounding forces.We will look at the anticipated long-range „
growth needs of the campus and determine how these components best ---_ i

BLOCK PLANNING REVIEW
The functional and space planning will produce a list of space requirements
on a room-by-room basis. When combined, they indicate the total space
requirements on a department-by-department basis. The initial planning
process will also establish some general concepts about departmental
affinities and location.
The first step in actually designing the building is to combine the projected
departmental space requirements into block plans depicting department
locations, vertical and horizontal circulation systems and future growth
strategies. This macro-building planning must be coordinated very closely
with master site planning of building placement, roadways, parking and
building access points.
This process will be carried out in one or two sessions during which "^
the City representatives will have the opportunity to test out alternate __
department locations using a three-dimensional model. The process is

offices and generate a concept design or two that will act as the starting

team will prepare schematic room-by-room plans which illustrate the
accommodation of spaces identified during programming in the areas
allocated for each department. Departmental representatives will have the

Bechtle Architects are the architects and planners for Cowdrey Towers, a live-work
mixed-use development composed of eight 7-story towers located on a 16 acre
site in Bozeman. Totally 1,400,000 SF, the eight towers have been arranged to
create a pedestrian friendly village-like experience for residents and visitors alike.
The ground floors of the buildings are dedicated to restaurants, retail spaces and
business offices while the second floors will be structured parking. The upper five
stories of each building will be residential condominiums, complete with outdoor
pools and private and common rooftop gardens. The goal of the developer is to
achieve LEED Certification for the project. Building 1 is 175,000 SF and estimated
to cost $35,000,000.
Bannock Lodge and Shoshone Remodel- Big Sky Mountain Village,MT
In 2006, Boyne USA engaged Bechtle Architects to design Bannock Lodge, the
next slope side ski lodge to be built at Big Sky Ski & Summer Resort. This 4-story,
78,000 square foot, mixed-use building will contain restaurants, retail spaces and
meeting rooms along with 38 residential condominiums. Estimated construction
cost is $28 million. In conjunction with the construction of Bannock Lodge will
be the remodel of the existing Shoshone Condominiums lobby and Yellowstone
Conference Center circulation spaces. A connector building, containing a full
service spa and additional meeting/ conference rooms, will join the new Bannock

Prepared a site plan, demolition plan and site grading and drainage plans for this
renovation project on a 1.2 acre site. The project involved selective demolition
and redevelopment, with connections to existing buildings, utilities and access, and
grading around existing trees.

City of Nampa LCA Architects completed a Needs Assessment and
Site Study for the City of Nampa. The result is a new
Public Safety Facility which houses police and fire

216 secure parking garage.
The project is located on a city block in downtown
Nampa, Idaho Nampa and is an integral component in Nampa's

Idaho State Police LCA provided design services for a 40,000
square foot building for a combined patrol,
criminal investigation, forensic lab, and regional
Region 1 Field Office communication center for the Northern Idaho
District.
& Forensic Laboratory The building includes administration, patrol space
for officers and criminal investigators, offices for
detectives. The facility also houses a forensic
Coeur d'Alene, Idaho lab including fire arms, drugs, and toxicology, as
well as a regional communications center. It also
includes evidence processing, secure storage areas,

for this facility is "The design and building of a new

Oregon State Police The first floor houses Oregon State Police. Areas
include a squad room used by police officers on

second floor houses Deschutes County 911. This
includes a large dispatch room, which is occupied
Forensic Laboratory 24 hours a day, seven days a week, dispatch
operations offices and two emergency operation

The outbuilding, is utilized for OSP vehicle
maintenance and vehicle inspections, storage and
site maintenance. It also serves as the structure for
a photovoltaic array that will produce onsite energy

Idaho State Police LCA provided programming and design for a 18,500
square foot office building for a combined patrol and
criminal investigation base for the Southern Idaho
Region 3 Field Office District. The building includes administration, patrol

The facility also houses a crash reconstruction unit
and cyber crime unit. It also includes evidence

grade, steel-framed and concrete block structure with

The two-story structure is sited on a seven acre
Meridian, Idaho undeveloped site for the City of Meridian Police
Department. The building has 2,500 sf of public
spaces for community meeting rooms; 2,500 sf of
space for parole/probation offices;as well as facilities

City of Elko LCA was contracted to develop a 20-Year Needs
Assessment for the City of Elko Police Department.
This included review of population projections and
Police Facility Needs calls for service demand to determine growth within
the department.
As a result of the Needs Assessment, LCA designed
Assessment a facility to accommodate up to 54 employees in
the department. The 18,000 gsf facility includes:
a community meeting room; emergency operations

Ada County The challenge of this six level public Courthouse was to
create a classic and timeless judicial facility with state of
the art technology using classic,contemporary materials
Courthouse and palette.This building merged fifteen different public
departments into one building, requiring extensive
programming and separation between public and
Boise, Idaho private areas.This mixed group of users also mandated
different levels of security, user access and finishes for
various areas of the facility. The facility contains 28
courtrooms, offices of the Clerk, Treasurer, Assessors,
Development Services, Prosecuting Attorney, County
Commissioners, Emergency Medical Services, and
other County Agencies. It also has a Prisoner Holding
Area on the lower floor with vertical security access to
all Court floors. This challenge was met through both
the architecture and interior design of the building.
The multi-use building creates a gateway to downtown
Boise. Materials used in the building include stone,
brick and G.F.R.C. panels. The panels graduate from
a heavy darker base to lighter colors and forms toward
the upper stories. Formal elements and generous
glazing areas make this building a landmark for the
City and a new center for activities in downtown.

Va I I ey County LCA Architects worked together with Valley County to
assist the county with their growing needs. There were
several issues which needed to be addressed. Additional
Courthouse Addition courtroom space and courthouse administrative space
was in demand.
Cascade, Idaho The Courthouse addition involves a three story addition
to the existing county courthouse. This new space
provides expanded space for the County Clerk /
Recorders Office and 911 Dispatch Center.
The new addition was able meet the long-term needs
of Valley County by providing two new courtrooms
with state of the art audio / visual equipment, judges
chambers, jury rooms and attorney conference rooms,
public lobby and restrooms.
With the courtroom relocated to the new addition,
the County Commissioners were able to move their
meeting room into the remodeled old courtroom.

Elko County The Elko County Courthouse project is a remodel of a
historic Courthouse Building constructed in downtown
Elko, Nevada in the early 1900's.
Courtroom
The entire remodel is to be phased over a period of a
Renovation few years. Phase one included the remodel of one of
two existing courtrooms and the addition of two new
jury rooms.
Elko, Nevada
The project was designed using white oak to match the
historic detailing found throughout much of the existing
facility. Future phases include new handicap accessible
restrooms, county commissioners meeting room and
county offices.

Nevada Su re m e The Nevada State Supreme Court Building in Carson
pCity, Nevada, is designed to replace the existing 50
year old structure which had become inadequate to

the building exterior, complementing the neighboring

The New Supreme Count houses a 30,000 sf law library
