We believe that creating the best design solution for a Municipal Court and Police Station demands that the client, architect and consultants work closely together. Together, our design philosophy is based on the following factors: • Integration of the building and site • Strong, clear interior planning concepts • Cost effectiveness and good value for all stakeholders • Design for efficient operating and maintenance costs • Environmentally sensitive and regionally appropriate designs and materials • Implementing all primary and ancillary services in an efficient manner • Flexibility for accommodating future changes and growth • Adaptability to continuous technological changes BECHTLE-LCA 's project design approach emphasizes efficient facilities in terms of work flow, process and material and staff management. Very simply, architecture is a response to the solution. We understand each environment is uniquely yours as it relates to how you manage and function within your Facility. Tools we use to understand the best physical responses to your expected efficiencies, work flows and processes include: • Computer modeling of interior spaces • Bench marking/research of other facilities • Room and workspace mock-ups • Work flow diagramming Bechtle Architects / LCA Architects Scope of Project CON SYWTMSIs ruw PERCEPTION The delivery of this project offers the unique challenge of the public's perception of the Municipal Courts and Police Department System. Security needs to be balanced with comfort to create an efficient, secure, yet comfortable setting for the public and staff.Tools used to achieve these _- needs include: artificial tight sources, direct and indirect sunlight, color, direct noise, ambient (background) noise, material textures and patterns. The exterior as well as the interior space needs to be considered in the overall approach. This starts at the site entrance and continues from the parking, Nampa Public Safety Building building entry experience, all the way to the public space, courtrooms, or Nampa,Idaho offices. Lack of attention to these seemingly inconsequential details can leave a public and staff with a non-positive perception of the facilities. SITE SELECTION AND DESIGN For an overall design solution to be successful it is imperative that the interior relationships are developed with an understanding and a relationship to more global site issues. As we review the interior functional ' ' relationships of the building through block planning, we also examine -r ow these relationships lay out on the site. Important issues include an E '✓t understanding of circulation patterns, access to key entry points and sensitivity to surrounding forces. We will look at the anticipated long-range „ growth needs of the campus and determine how these components best ---_ i lay out on the site. The goal is to allow you flexibility to respond to the ® - - inevitable changes and expansion needs you will encounter and to do this Franklin County Jail Addition with the ultimate picture in mind. Pasco,Washington BLOCK PLANNING REVIEW The functional and space planning will produce a list of space requirements on a room-by-room basis. When combined, they indicate the total space requirements on a department-by-department basis. The initial planning process will also establish some general concepts about departmental affinities and location. The first step in actually designing the building is to combine the projected departmental space requirements into block plans depicting department locations, vertical and horizontal circulation systems and future growth strategies. This macro-building planning must be coordinated very closely with master site planning of building placement, roadways, parking and building access points. This process will be carried out in one or two sessions during which "^ the City representatives will have the opportunity to test out alternate __ department locations using a three-dimensional model. The process is very interactive and we will help draw out ideas from your staff to make this a true collaborative effort. Adjacency Diagram Bechtle Architects / LCA Architects Bozeman Municipal Courts & Police Facility ontarlo Police Department DEVELOP CONCEPT DESIGN Concept Plan After reviewing all the assembled programmatic data,we will return to our offices and generate a concept design or two that will act as the starting t point of the project design. It will be the datum from which we all as a team create the police facility design. It will be at this juncture that we begin to - = develop the concepts that will represent the City and create the character and image as established in the project vision statement. The design will respect the team's desires and establish a vocabulary that reflects this context. t-- - -- SCHEMATIC DESIGN Having achieved an approved plan for the overall building, our team will prepare schematic room-by-room plans which illustrate the accommodation of spaces identified during programming in the areas allocated for each department. Departmental representatives will have the opportunity to review, revise and refine the configuration of spaces within their respective areas. ` At the some time, the project team will develop exterior and interior studies of massing, form and fenestration for approval by leadership. Without that input, we have provided a preliminary schedule for your review. We would propose refining the schedule based on availability of user groups and Owner required milestones during the initial Design Work Session. This is based on award to the architect in May, 2012. We will develop a bar schedule with more complete dates for meetings and reviews in addition to work product expected after the Initial Design Work Session. 2012 June,July,August Pre-Bond, Conceptual Design, Budget Established September- October Public Awareness Campaign November Successful Bond Passage November- April Design Development, Construction Documents May Bid June - June, 2013 Construction SCHEDULE CONTROL BECHTLE-LCA has a well-established reputation for top performance within rigorous owner schedules. BECHTLE-LCA has long been concerned with the total process of project delivery, which directly involves costs and performance of building systems, construction technology and the disciplines of schedule. Our technical production and construction administration delivered within aggressive and multi-layered timeframes is recognized and respected by owners and developers, consultants and contractors. Delivery on or ahead of schedule must include thoroughness and completeness of contract documents and knowledgeable and responsive attention to the problems of coordination and construction. BECHTLE-LCA realizes the importance of establishing realistic time schedules for each phase of the project. The schedule for the programming and design phase is established out of past experience on similar projects, constant monitoring, in-house reviews and scheduled periodic reviews with the owner, which confirms that this schedule is met. The most time consuming period of the design process, the construction documents phase, will be broken down into several distinct efforts, concentrating on the information required to effectively bid and contract subcontractor trades to allow construction to begin early and proceed efficiently. Russ Moorhead and Steve Christiansen have been outstanding to deal with, as well as their office and staff members. When this firm was first selected, sorne of our City Officials had concerns with the distance between Washougal and LCA's Boise, Idaho location. I can say that this has never been an issue; in fact, it has been very easy to work via fox, e-mails and phone - LCA firm."
