As the City of Bozeman looks toward the future, and strives to
provide for the growing needs of our community, Law and
Justice Facilities must be considered a critical component of
long range community planning. Over the past decade the
City of Bozeman and Gallatin County have diligently studied
current and future needs for the Municipal Courts and Police
services. These studies have shown that both the Municipal
Courts and Police services have truly outgrown their current
locations and would function in a more efficient, safe, and
judicially proper manner in a new facility specifically designed
for their needs.
As a result the City of Bozeman, in partnership with Gallatin
County, embarked on an in-depth review of their Law and
Dispatch/Fire Station#3
Gallatin County 1 Justice Operations and long range needs. This process has

To accomplish the next phase of project development the City
of Bozeman has requested formal qualification statements
from design professionals. In response ThinkOne has prepared
this formal Statement of Qualifications describing our design
team, experience and project approach.
The attached Qualifications Statement provides detailed
information about our firm, our consultant team and our
recent experience with similar projects. Each member of our

earned Engineering Excellence Awards and has proven to be
incredibly efficient and easy to operate and maintain.
We also worked with Morrison Maierle on the design and
construction of their new corporate offices located in
Bozeman, Montana. This project reflects the highest level of
integration between passive and active systems for heating,
cooling, lighting and building operation. The 54,000 sf facility
achieved LEED Gold certification, being the first LEED Gold
privately funded project in the State of Montana.
Morrison Maierle has a long history of working with the City of
Bozeman and Gallatin County on major public service and
utility improvements for our community. They truly strive to

In 2004 ThinkOne began utilizing Building Information
Modeling (BIM) software on all of our projects. Over the past

design and the benefits it offers both our integrated design
team and our clients.

Cost Control and Estimating
Performance on Public Sector Jobs
ThinkOne has an excellent track record of estimating and
tracking project costs. We use seasoned and experienced
construction project managers to provide independent
estimates as the project design progresses.
Our firm structure is unique in that we are also constructing
many of our recent design projects. As a result, we are very
well tuned into current costs and base our cost projections on
' "real-time'material and labor costs. We do not solely rely on
"RS Means"data for our estimates!
We will work closely with our entire consultant team and the
selected CMAR and GCCM to establish well-detailed, thorough,
and complete cost estimates as part of the schematic level of
design. This will allow your building committee to make
informed decisions as the design progresses. In addition, we
will work with the contractor to continually update the project
estimate to match the current state of the design. We find this
level of clear communication critical to ensuring a successful
project.
Estimated versus actual cost information on several specific
projects is provided below for both ThinkOne and Anderson
Mason Dale. As you can see,we have an excellent track
record in estimating project costs and cost control. In addition,
change orders are minimized because our design documents
are very complete and well detailed.

Over the past decade ThinkOne and Anderson Mason Dale

most prevalent has been the Construction Manager at Risk

Contractor as Construction Manager(GCCM).

professionals known to the City of Bozeman and Gallatin County. We are proud of our recent
work on the Bozeman Fire Station #3/911 Communications facility and look forward to

Our primary design consultant,Anderson Mason Dale is an award winning regional firm whose
work spans the Rocky Mountain West. ThinkOne has an established working relationship with
Anderson Mason Dale through our long-standing contract with the Bureau of Land
Management. Our team has worked on numerous site and facility developments throughout the
west including Pompey's Pillar National Monument and Visitor Center in Montana.
Anderson Mason Dale has recently completed projects for the Parker, Colorado Police
Department, the City of Greely Colorado Police and Municipal Courts, and the El Paso County
Courts. All are excellent examples of justice and law enforcement facilities that are similar in
scope and size to the proposed City of Bozeman Municipal Courts and Police Facility. Each also
reflect the highest level of design in terms of functionality, public safety and design excellence.
Our entire team has extensive experience with the planning and design of publically funded

Mr. Hanson brings over twenty-five years of design and construction experience to
your project. Bill has extensive, large project experience specializing in commercial
and institutional facilities. Bill serves as the President of the company and is the firm's

Over the past 29 years, Bozeman's ThinkOne has been responsible for
the design of complex municipal facilities throughout Montana. This
extensive experience has taught us the importance of listening well and
working closely with our clients from the very inception of the project.
Establishing open communication and a true sense of trust between the
client, design team and construction team is critical to the success of
your project.
Our process will start with a kick-off meeting to firm up the project
schedule, discuss key stakeholder involvement, schedule charrettes and
discuss key goals for the project.
We will thoroughly review the information already prepared for the
project to verify the space requirements and physical needs for the new
Municipal Courts and Police Facility(the"Facility"). We understand that
there are some critical components to the success of the project and will
do our homework to ensure that these are addressed in the design
process:
• Public support of project financing (bond measure).
• Safety of building occupants and the public.
• Community/neighborhood concerns.
• Cooperative construction agreement with Gallatin County.
• Traffic circulation, parking and entrance/egress.
• Future needs and staff/space projections.

Programming
Our team will study the previous programming that has been prepared
for your project. Our focus will be to review and validate this data to
take full advantage of this information. As appropriate, we will conduct
charrette meetings with City designated stakeholders to develop a true
understanding of how the building must work. This hands-on process

Montana Law Enforcement goals for the facility are identified, documented and agreed upon, we

needs, conceptual layout of the spaces, budget and schedule. This will

for the City of Bozeman.
During this phase, ThinkOne will be responsible for the coordination of
necessary surrey work, property appraisals,site evaluations and
geotechnical work (if needed).

understanding "what worked and what didn't work"at other facilities.
Conceptua/Design:
When the initial phases of programming and site due diligence are

which elements fit within your budget.
During this portion of the work plan, critical thinking will be applied to
traffic/emergency vehicle access,joint facility functions, parking, surface

campus while phased construction work is being performed will be a

Schematic Design:
When the conceptual design is complete we will begin the formal
l_1 design process for the building. ThinkOne will prepare site and floor

ThinkOne recommends that the City review the design documents at
both the 50%and 100%milestones of the Schematic design. This helps
build stakeholder support for the project and will ensure that all project
goals are being met by the Team.
ThinkOne's team will make sure that City Engineering and Planning will
be involved during the Conceptual Design and Schematic phases of the
project. We see this as an important aspect to the success of the project
for many reasons including; (a) interfacing with Bozeman traffic
patterns, (b) City streets and storm water retention/removal, (c) support
with Public bond issues and voter issues and (d) much more. The City
Planning Process, with associated Design Review Committee and Design
Review Board meetings will be addressed during this phase of the work.
Selection of CMAR G/ CCM.-
Early in the schematic design phase,ThinkOne will work with the City to
select a Construction Manager at Risk or General Contractor/
Construction Manager to assist in the constructability and cost efficiency
of the Facility design. ThinkOne is highly capable of assisting you in the
following activities:
• Development of a Request for Proposal from CMAR/GCCM
• Advertising
• Pre-interview walkdown & project definition
• Development of selection criteria
• Interviews
• Contract development/review
Once a CMAR/GCCM has been selected and is under contract with the
City of Bozeman,ThinkOne will immediately engage that entity as a full
member of the project team. Drawing review and cost estimating are
activities that the Team will need immediate attention from the
CMAR/GCCM, followed closely by subsystem reviews and subcontractor
bidding strategies.
Support of Bond Measure.'
ThinkOne will create the renderings, models, drawings and any other
information to assist the City of Bozeman in the support of a successful
Bond Measure. These will be critical communication tools to help the
public understand the critical need for additional court and police
spaces as Bozeman continues to grow. As appropriate, ThinkOne will
also participate in presentations to the public, City representatives,
County Commissioners and neighbors.
Contract Document Production&Biddino
Once the Bond Measure has successfully passed and the City approves
moving forward with the project,ThinkOne will, proceed into
development of the actual bidding documents. We will work closely
with the City of Bozeman and the CMAR/GCCM to prepare a very
detailed set of drawings and specifications for competitive bidding. This

drawing package includes all of the necessary architectural details,
furnishings and interior details, as well as structural engineering
drawings, mechanical/electrical/fire protection engineering drawings,
civil engineering, and landscape design drawings.
ThinkOne will work with the City and the GMAR/GCCM to bid the
various sections of the project, most likely in a manner similar to the
Bozeman Fire Station #3 bidding process. ThinkOne has been involved
with many major public bid projects and will ensure a bidding process
that is transparent, competitive, fair and fully complies with the City's
requirements.
Construction Administration.
One aspect of ThinkOne's unique structure is our dedicated construction
administration personnel. We believe this is the most critical aspect of
delivering a successful project to our client. These personnel work with
the design team during the design phases and are active with Quality
Control reviews and cost estimating. As a result they are fully
knowledgeable of all aspects of the project, and work closely with the
CMAR/GCCM to ensure the construction meets all technical
requirements. In addition, they are prepared to assist the contractor by
expediting on-site questions and RFI's. We have found having our
personnel on-site a minimum of two days per week significantly reduces
problems and expedites the contractor's efforts. This commitment to
Construction Administration has proven to be a tremendous asset to our
clients. We highly recommend contacting our reference list and asking
specifically about our construction administration approach.
Critical Path Method6CPMJ Schedule.
ThinkOne's team has developed a CPM schedule to demonstrate the
activities, logic ties and durations for the scope of work described in this
Work Plan. We provide this document as a conceptual schedule that
will be discussed in our initial project kick-off meetings. Further
refinement and updates to this schedule will be important as we move
into the Programming work.

Academy
Helena, Montana The new education center was designed to accommodate
more practical,scenario-based training and integrate data and
communication systems to enhance the learning environment.
In addition to the new education center the required campus
improvements included improvements to the existing ��
roadways and pedestrian facilities throughout the campus,
replacement of the existing campus fire alarm system and
expansion/reconstruction of the on-site wastewater lagoon
treatment system.
Completed in the summer of 2010,the new education r
center is a 15,500 square foot,two story,state-of-the-art law
enforcement training facility. The new facility provides five '
new classroom spaces,new student gathering and study i
spaces,a flexible training area,office/administrative space and
a reception area with a gallery space to honor the service of all
branches of law enforcement from the State of Montana.

BRIEF DESCRIPTION OF PROJECT
This new emergency services center brings
together a new city fire station and the
county's 911 call center into one building for
operational and financial efficiency through •
shared costs and resources. Morrison-
Maierle's structural, mechanical, electrical,
and civil engineering design team provided
full support to the project architect for this
16,300 square foot building. Incorporation of
sustainable building practices and special
consideration of energy, security, and safety
features help achieve the client's objectives
of an efficient, effective, and sustainable
facility.

A super insulated building envelope, combined with a
southern facing orientation, minimizes heat loads in summer
and winter while its energy-efficient, ground source heat =
pumps provide year-round heating and cooling. Redundant 1%
heating, cooling, and power systems for the "mission critical 0
facility" are provided for the facility. A specialized vehicle Honz nfl Loop
exhaust system provides for emergency vehicle operation
and a red-light notification system aids in fire fighter ,.
response times.

A robust structural system enables the facility to remain t
occupied, uninterrupted during extreme events such as
earthquakes, heavy snowfall, and wind storms. Landscaping
berms, bullet proof windows and steel plated walls at the 911

BRIEF DESCRIPTION OF PROJECT
Morrison-Maierle, Inc. provided mechanical,
electrical, and plumbing engineering
services for this multiple use facility for the
City of Whitefish.
This new 33,000 square foot building
houses the Fire, Police, and City Court wnr M
services for the City of Whitefish. The
Police Department has jail cells, vehicle
storage, booking, administrative offices, and `--
a sally port. The Fire Department has an _
Apparatus Bay, Turn-out equipment room, - - - —
Ready Room, Sleeping Rooms, and
administrative offices. The Justice Court _
has a courtroom and administrative offices. - -.— ------- — ---�
The HVAC system for the Apparatus and Vehicle Bays consist of in-floor radiant heat. A Variable air volume
HVAC system supplies heating and cooling to the rest of the building. A complete snow melting system was
designed for the building. Special plumbing systems include the installation of sand-oil separators serving the
Apparatus and Vehicle Bays.
The entire electrical service is backed up with a standby generator system.
Combining telephone and data system infrastructure helps all city
departments keep costs down. The Fire Department is served by a state-of-
r�•�''''•'•� ' the-art Westnet "First-In" annunciation system. Special care was given in the
design of the lighting system in the Dormitories to eliminate the eyestrain
associated with conventional lighting techniques. Lighting in the Apparatus
V and Vehicle Bays consist of high bay fluorescent luminaires, pendant
mounted power cords for charging vehicles, overhead door controls, fire
alarm, and a speaker system.

BRIEF DESCRIPTION OF PROJECT
Morrison-Maierle served as the Prime Consultant for the delivery of independent materials testing and inspection
services for the construction of the new Gallatin County Detention Center project. In conjunction with our sub-
consultants, S.K. Geotechnical and Alloy Inc. Certified Weld Inspection, all required civil and structural testing
and inspection was provided in cooperation with the GC/CM, Martel Construction, and the Owner's
Representative, Carter-Goble-Lee.
The testing and inspection work was completed nearly 15% under the established budget and Morrison-Maierle
was presented with an Award of Excellence from Gallatin County for the dedicated service and outstanding
accomplishments associated with the project.

Site civil testing and inspection, including: soil compaction, subrgrade inspections, paving inspections and
testing, utility inspections and testing, development of as-built site and utility plans. Structural testing and
inspections included drilled pipe piles, concrete, soils, masonry, pre-cast concrete, steel erection, welding,
bolting, and metal deck installation.
