Dear Chuck,
Thank you for the opportunity to submit our company's qualifications for
your consideration to act as your General Contractor / Construction
Manager for your new City of Bozeman Police and Courts Facility.
We have completed twenty public GC/CM projects since 2000,
representing nearly $200 million worth of construction. Our goal on this
project is to take our past experiences on Public GC/CM projects and
improve on the GC/CM delivery process.
Our unique qualifications include the close proximity to our home office
and shop, ability to staff the project with local construction professionals,
self-performing several elements of the work, and a familiarity with those
from the City of Bozeman who are overseeing it.

1 B. Firm Background—History
Tony and Jason Martel, both MSU Alumni, lead Martel Construction along
with a small group of key employee shareholders. The firm was founded in
1960 by Tony and Jason's father and grandfather. Recent high profile
projects include the MSU Stadium, Bozeman Airport, Gallatin County
Detention Center, Bozeman Deaconess Hospital, and the Hapner and
Langford dorm renovations.

Our past five year average sales volume was $65 million. Our peak sales
volume was $127 million. We have a $60M Single / $100M Aggregate
bonding capacity.

Strengths: Our strengths are demonstrated by our ability to complete
projects on time, within budget, and without claims. The majority of our
work is for repeat clients. We continue to strive to improve on the GC/CM
delivery process. Weaknesses: We believe Bozeman in general is busy
with construction projects. Attracting subcontractor and supplier interest
will be one key to the success of this project.

Our bonding company has never paid a claim against our payment or
performance bonds. We have not had a contract terminated for default
on a project, been assessed liquidated damages for late delivery of a
project, or taken legal action or dispute resolution proceedings against an
Owner other than for an Owner's failure to pay (Lien). We have filed liens
for non-payment against private owners. (Valley Ice Garden, Slopeside
Condos for example)

It has been the privilege of Travelers Casualty and Surety Company of America("Travelers') to provide
surety bonds for Martel Construction,Inc.for over 28 years.During that time they have built and we
have bonded projects in the$40.000,000 range for a wide variety of owners.
It is our opinion that Martel Construction,Inc.is qualified to perform the above captioned project,which
we understand has an estimated value of approximately$20,000,000. We have reviewed the RFQ for the
Police and Courts Facility and evaluated Martel Construction,Inc:s backlog and work in progress in
making this decision.At their request we will give favorable consideration to providing the required
performance and payment bonds.
Please note that the decision to issue performance and payment bonds is a matter between Martel
Construction,Inc.and Travelers,and will be subject to our standard underwriting at the time of the final
bond request,which will include but not be limited to the acceptability of the contract documents,bond

3. Safety—Safety Records and Violations
The safety of everyone around the jobsite is our top priority.
Superintendents conduct weekly on-site safety meetings with required
attendance by all employees and subcontractors. We will not
compromise safety for the sake of schedule or budget.
Our MOD factor is 18% lower than our peer group in Montana at .82. We
want those working on our jobsites to return home at night in the same
condition they arrived. We are one of the safest companies in Montana.
Martel Construction continually strives to improve worker safety and
create a safe and healthy jobsite environment. We employ several
methods of evaluation and abatement when workplace hazards are
determined. Our superintendents are involved in several continuing
education programs that enhance their ability to observe and resolve
worker safety issues before accidents occur.
We work together with OSHA, MT State Fund Loss Prevention, and the MT
Bureau of Safety and Health conducting site evaluations on a regular
basis. OSHA representatives have visited and inspected our projects
throughout Montana on numerous occasions during the past five years.
Martel Construction has Supervisors certified through the Montana State
Fund WorkSafe Champions Program as well as the OSHA 30 program.
Our safety violation details are unattached and inside the back cover.
4. U.S. Green Building Council LEED Certification
We completed the Bozeman Public Library which is LEED Silver. We were
also a prime subcontractor on the US Federal Courthouse in Billings which
is LEED Gold. We are a member of the USGBC and will assign LEED
Accredited Professionals to this project. We are currently working on the
Element Hotel which is pursuing LEED Silver.

Strategies - The current site selection will aid our ability to receive,
offload, and send delivery trucks off site in an efficient manner. Both from
our yard and through our relationship with Kenyon Noble, deliveries can
be coordinated with the installation schedule to minimize storage.
A sample schedule is included at the back of this RFQ response.
5D. LEED Projects
We have completed two LEED Certified Projects, including the first one in
Montana. We were also a prime subcontractor to Mortenson
Construction on the James F. Baffin US District Courthouse in Billings. A
Private Flathead Lake residence was designed and built to LEED standards
with certification in mind, but the final paperwork was never completed
and submitted to the USGBC by the owner.

Enforcement Element
Over the past several years, many project owners have incorporated LEED
principles and concepts but have not spent the money to pursue
certification.
The decision to pursue LEED needs to be made by the entire leadership
team working together on identifying the scorecard credits, evaluating
the budgets, and evaluating everyone's commitment to the process.
Bidding and selecting subcontractors is slightly different for a LEED project.
The project team will need to pay special attention to LEED items that
have a long lead time and plan accordingly. These items can be
incorporated into early bid packages to avoid scheduling conflicts.
Overall, the project team needs to be proactive with LEED planning
during preconstruction to avoid problems during construction.

Controlling Contractor Citation (July 2013)
Project: Hilton Homewood Suites - Billings, MT
Issue: Utility Contractor working in a shallow trench did not employ trench
box when required.
Penalty: $3600
Resolution: A trench box was immediately placed into use. Superintendent will
increase his compliance checks.
Controlling Contractor Citation (November 2009)
Project: Armed Forces Reserve Center- Missoula, MT
Issue: Roofing Contractor removed Access Lid to Waterproof penetration
and did not secure it when completed.
Penalty: $1500
Resolution: The lid was secured upon detection.
