SUBJECT: Water Distribution System Risk Assessment Response Plan - Professional
Services Agreement.

RECOMMENDATION: Authorize City Manager to sign the Professional Services Agreement
with AE2S for the Water Distribution System Risk Assessment Response Plan.
BACKGROUND: Attached is a copy of the partially executed Professional Services
Agreement with AE2S for the Water Distribution System Risk Assessment Response Plan. The
document is in the City’s standard format.
The scope of work will cover two main tasks. The first is to develop a plan for a complete
condition assessment of the Sourdough Transmission line. Along with this, a response plan will
be developed which will be utilized by the City in the event that there is a break in this critical
main. The second task will be to develop a risk based condition assessment plan to help the City
better prioritize our yearly pipe replacement projects. Currently we are replacing all old and
undersized mains based on which streets will be rehabilitated. This plan will add a risk factor to
the old and undersized group of mains to ensure we are replacing the most critical mains first.
These services were procured through the City’s consultant selection process. A Request for
Proposals was published in the Bozeman Daily Chronicle on January 15th and 19th, with the
proposals being due on January 31th. AE2S was the only firm that responded on the project. The
selection committee reviewed the proposal and determined that their team was qualified to
complete the scope of work.
UNRESOLVED ISSUES: None
ALTERNATIVES: As suggested by the City Commission
FISCAL EFFECTS: The proposed fee for the project is $98,767.00. $50,000.00 of this was
budgeted in FY 14 for Pipeline Condition Assessment. The remaining $48,767.00 will be paid
from the money budgeted in FY 15 for the Water Facility Plan Update.
