THE ECONOMIC DEVELOPMENT COUNCIL (EDC) MEETING BOZEMAN, MONTANA
MINUTES

A. Call to Order – 10:30 a.m. City Hall (121 North Rouse Ave.), City Commission Meeting Room Vice-chairperson Cheryl Ridgely called the meeting to order at 10:35 a.m.

Staff present was Economic Development Director Brit Fontenot, City Manager Chris Kukulski and
Deputy City Clerk Aimee Brunckhorst taking minutes.
Guests present were Stuart Leidner with Prospera and Jesse Anderson with Senator John Walsh’s office. B. Public Comment
None.
C. Minutes - March 6, 2014
Motion and Vote to approve the minutes of the March 6, 2014 EDC meeting as submitted. The minutes of March 6, 2014 were approved unanimously.
D. Non-Action Items
1. 10:35:53 AM Legislative Update from Senator John Walsh’s Office (Jesse Anderson);
Jesse Anderson provided a statement from Senator John Walsh. See linked letter.
2. 10:38:19 AM MSU Innovation Campus Developments Update (Teresa McKnight). Teresa McKnight began by providing an introduction. She then continued with an update saying a
contract was awarded to CTA Engineering to design and administer construction of the infrastructure on
the 42 acre site in development of the innovation campus. They also had released an RFP to seek a
private developer(s) to partner with them to build specialized facilities. This has been awarded to a
developer. Funding is coming into place. They are hoping to have that finalized in the next couple of months. They hope to push ground in late summer or early fall of 2014 to install infrastructure to the site
and begin construction of the first incubator, multi-tenant building. They have a pool of R & D
companies wanting to locate in the innovation campus.
10:42:53 AM Brit Fontenot provided an update on the ways in which the city of Bozeman is involved.

Bozeman Deaconess Hospital Development Update (Cheryl Ridgely) Cheryl Ridgely, Chief Strategy and Business Development Officer for Bozeman Deaconess Health Services
(BDHS) provided an update giving a PowerPoint presentation. She began by explaining that this is
comprised of several entities including Bozeman Deaconess Hospital, Bozeman Deaconess Health Group
(physicians), Hillcrest Senior Living, Bozeman Deaconess Real Estate Development Corporation. She explained that Big Sky Medical Center is there newest project with a completion date of the end of 2015. She
provided background, statistics and the mission of BDHS. She continued with information about their local
and regional economic impact, their expansion plans and other plans for the future. Cheryl provided data
from a Prospera economic impact study in 2012 based on 2011 data. She spoke regarding the recent emergency department expansion and its economic impact. They are moving into some of the local communities with plans in Belgrade, western Bozeman, developing care locations in regional communities.
They want to ensure a sufficient quantity of procedures. Some of the higher end specialties will continue to
grow as the needs grow. She spoke to recent expansion projects. She also spoke to the theme of system-ness. Cheryl Ridgely explained they purchased the first floor of the Legacy Building being used for services and
staff expansion. They are in process with the Big Sky Medical Center which will start in June of 2014. The
Belgrade Medical Campus, Phase 1 will start in the beginning of 2015. They are planning medical office
building 5 in the Highland Park campus and underway with the cancer center expansion and are adding additional medical practices in 2014.
Cheryl Ridgely spoke in further detail about the upcoming Big Sky Medical Center and the money that will
be leveraged with the construction of that facility. This is a 21 to 23 million dollar project. Cheryl Ridgely spoke regarding plans for a new medical office building, Highland Park Campus 5 that will
be a $14-15 million dollar construction project. They anticipate about 160 jobs out of this campus. They may
use the same building layout and footprint for the upcoming Belgrade facility.
Cheryl spoke regarding further planned expansions in the coming years including expansion to the intensive care unit, additional operating suites, and new specialties and services an upcoming hospital bed expansion,
and neighboring care clinics. They also have a master land use plan developed in 2006-2007 for the adjacent
property owned by Bozeman Deaconess Health Services. In the coming years, they will work on
development of that plan. She explained you will continue to see continuing alignment of hospitals and health care centers across the state.
10:57:17 AM Brit Fontenot asked questions regarding the success story of Summit Air Ambulance. 10:57:45 AM Cheryl Ridgely explained how Summit has been very successful and they are servicing a
wider region. She has seen an increase in inbound flights that the Hospital has had due to this service.
We do also use them if patients need outside care. There service has impacted the critical time necessary
to get people the help they need. They have done flights out of Big Sky and Yellowstone.
There is also another air ambulance service coming in to Butte.
11:00:46 AM Cheryl Ridgely spoke to a question regarding housing and spoke to the Knolls at Hillcrest Development. They are seeing an increase in need for 55 and older housing developments. They are evaluating an additional development across the street. This will depend on market and need and a factor
will be the cost of infrastructure.
11:01:59 AM Tracy Menuez asked for more information on the Big Sky housing development. 11:02:07 AM Cheryl Ridgely said they have acquired land knowing that housing is an issue at Big Sky.
There are several other organizations addressing the affordable housing issue in Big Sky right now. She
is not sure if there timing will be in sync with theirs. It is very important for a 24 hour facility to have
staff available nearby. They have a contingency plan in place, but are still studying this right now. They will work on the hospital first. It will be completed close or near when the hospital is finished. They will
look at a universal design concept to look at a housing project that would fit a unique niche in Big Sky.
There is not a lot of housing for those that are aging in place.
E. FYI/Discussion/Updates (Schliem, et al)
1. Sale of the North Park property (Fontenot);
Brit Fontenot said we had scheduled this public hearing for a couple weeks ago and it is now scheduled for this coming Monday. We did get a request from the buyer that they would like to delay that more.
2. Outdoor Sector Development (Fontenot); Brit Fontenot said the steering committee of 7 or so members have created the mission and vision for
review by the larger group. They held an event to bring some of the members together to discuss the
purpose of the group. They have been successful in creating buy-in for this and have seen more
participation. They are calling themselves The Bozeman Outdoor Network.
3. Photonics Sector Development (Fontenot);
Brit Fontenot explained there is an event scheduled in May to get the photonics group together. They have established a website and goals. Larry Johnson as executive director has been a great catalyst to move photonics forward and improve the profile of photonics industry in the state and locally. Stuart
Leidner has also been a great leader in this sector development.
4. High-Tech Sector Development (Fontenot);
Brit Fontenot explained the Northern Rocky Mountain Economic Development District has taken the
leadership role. They are raising money to hire an executive director for that organization to promote
this at the state level. 5. Broadband Master Plan (Fontenot).
Brit Fontenot explained an addendum was added to the criteria for the request for qualifications, so
this has been opened up for another week. So far they have received 12 requests for qualification
responses. Next week, they will engage their committee to review and select a consultant for the
broadband master plan.
Brit Fontenot and David Fine have been soliciting support for a broadband master plan throughout the community and have been pleased at the level of support they are receiving.
6. Montana Data Portal Project
Montana Data Portal will consolidate information into one area. This is an evolution from the site selector.
7. Reimbursement Agreement
Brit Fontenot explained they are also working on the reimbursement agreement for the Tech TIF.
