HomeMy WebLinkAboutCommission Memo -request UDC amendment 38 25 020 - parking stall dimensions Commission Memorandum TO: Honorable Mayor and City Commission.              FROM: Scott Lee, City Parking Manager.   SUBJECT: Request for Unified Development Code Amendment DATE: July 8, 2014 I would like to request a Unified Development Code amendment to Section 38.25.020 regarding parking dimensions for parking structures. The City of Bozeman Unified Development Code currently requires uncurbed standard parking stalls to measure 9 feet wide and 20 feet in length. If parking is configured at 90 degrees to the drive aisle then the aisle must be 26 feet wide. See Attachment A. I request a code amendment be made to such that uncurbed standard parking stalls are required to measure 9 feet wide and 18 feet in length. The amendment should also reduce the required drive aisle width for 90 degree configurations to be 24 feet wide. These amendments are justified for the following reasons: The City of Bozeman’s Bridger Park Garage incorporates 90 degree uncurbed standard parking stalls that are 9 feet wide and 18 feet in length. The corresponding two-way drive aisle is 24 feet wide. See Attachment B Numerous nationally accepted publications and guidelines establish that the 18’-24’-18’ standard delivers a “Level of Service ‘A’” in parking structures with 90 degree configurations and two-way drive aisles. These publications include: “Parking Structures: Planning, Design, Construction, Maintenance and Repair, Third Edition” by Anthony Chrest, et al. “The Dimensions of Parking” by the Urban Land Institute “Guidelines for Parking Geometrics” by the National Parking Association I discussed this discrepancy with the Bozeman Parking Commission Executive Committee (Ben Lloyd, Chris Naumann, and Ryan Olson) and they concur that a code amendment is warranted. Therefore, in order to align UDC Section 38.25.020 with the dimensions of the Bridger Park Garage and the prevailing national standards, I respectfully recommend this code amendment as outlined above.
