Three Rivers Engineering is a local consulting engineering and commissioning service provider located in downtown Bozeman. Our firm provides services for the industrial, institutional, commercial and residential construction markets. The firm has been in business since 2000 and provides services throughout Montana, North Dakota, Idaho and Wyoming. Our commissioning team includes engineers, designers, control technicians and HVAC service personnel. Our engineers and designers provide commissioning services, energy analysis, and design assistance. Our building service and control technicians assist in review and analysis of building controls systems, fire alarm systems, provide air and water balancing and troubleshoot building energy management systems. Our commissioning experience includes new building construction and projects with major mechanical renovations. Three Rivers Engineering is a Bozeman consulting firm that has supported the Bozeman community for over 14 years. Annual revenues from consulting engineering and commissioning projects average $400,000. Bonding for projects is available. Three Rivers Engineering Qualifications Statement Page I of 17 COMMISSIONING NARRATIVE - DESCRIPTION OF PROPOSED ACTIVITIES ► Commissioning services will include the following work: • Review owner's project requirements (OPR) and basis of design (BOD) documentation. • Review and provide criteria for commissioning specifications. • Develop a commissioning plan. • Conduct a pre-commissioning meeting at the project site. • Create necessary commissioning documentation. • Perform review of the building schematic documents. • Perform review of design development documents and assist the owner in selection of appropriate systems and building components. • Perform a review of the building construction documents prior to issue. • Review of energy analysis (DOE-2, TRACE 700 or equivalent) and/or life cycle costing of project; • Review contractor submittals applicable to system being commissioned to coincide with Engineer's review of submittals. • Perform verification and functional testing for commissioned equipment. • Document training for commissioned equipment. • Review Operations and Maintenance Manuals for commissioned equipment. • Write a commissioning report. • Develop a project systems manual. • CxA shall verify that all duct and piping testing and flushing have been completed through the review of contractor submitted reports. • CxA shall evaluate energy/utility costs to determine accuracy of energy performance goals. • Perform a building operation review within 10 months after substantial completion. • Review of the submittals for the LEED Energy & Atmosphere (EA) credits not associated with EA Prerequisite 1 or EA Credit 3; • Commissioning Agent (CxA) shall review and verify training of owner personnel for operation and maintenance of all commissioned equipment. ► Site Visits/Inspections/Meetings: • Pre-Commissioning Meeting, • Schematic Design Review, Design Development Drawing Review, Construction Document Review • Rough-in Inspection and Installation Inspections • Functional Testing Observations, Test and Balance Oversight • Owners Training • 9 month warranty review. Cost: $8,000,000 Principle Team Members: Raymond Brasch, PE — Commissioning Agent John Tetrault, PE — Mechanical Engineer Joe Miller, PE — Mechanical Engineer Client Contact: Doug Morley, Architect, 406-582-2400 A new health enhancement facility was constructed for Little Big Horn College. The facility included athletic courts, offices, locker rooms, weight room, aerobics rooms and a commercial kitchen. The project achieved LEED Gold. The high performance building includes day lighting controls, an energy monitoring interactive display, high efficiency heating and cooling systems and a building automation control system. The commissioning team was involved throughout the project from schematic design to the 1 year performance review. Commissioning services were included as part of the requirements for LEED Gold certification and enhanced Three Rivers Engineering Statement of Qualifications Page 5 of 17 commissioning. The commissioning process included a complete review of the following systems. HVAC and associated control systems Energy management systems Lighting controls Domestic water use and water saving fixtures Hydronic heating and cooling systems. Lighting controls were commissioned in the gymnasium to reduce lighting output = � when sunlight is adequate to help light the gym. ib r , High efficiency lighting and day lighting I control was commissioned in the 1 corridors and common areas. Review of control submittals was completed to verify sufficient control equipment was provided to accurately monitor all systems. John Tetrault, PE Subcontractor Team Member.- Paul Stordahl, Core Control (Controls Contactor) Building Contact: Tracey Thun State Contact: Mark Hines, 406-444-3331 A building retro-commissioning project was completed for the Therapeutic Learning Center in Warm Springs, MT. The commissioning project was completed under the state retro-commissioning requirements. The investigation included analysis of pumps, fans, air handlers, stand alone heating units, lighting and a full analysis of the temperature controls. Data logging was completed on the main air handling system to determine operation and energy use. Air flows were tested using flow measuring devices to document actual airflow and determine deficiencies. A computer simulation was completed to determine potential energy savings of mechanical and electrical upgrades and repairs. Cost estimates were completed for each measure. The final retro-commissioning report was approved by the State of Montana and upgrades were implemented. Three Rivers Engineering completed the design of the mechanical systems. Systems included a variable air volume reheat system with a i geothermal open well heat pump system. The systems commissioned include; variable air volume reheat boxes, variable air volume air handlers, high efficiency gas fired water heaters and two geothermal heat pumps and building controls. Three Rivers Engineering Statement of Qualifications Page 10 of 17 ADDITIONAL EXPERIENCE/STRENGTHS In addition to building commissioning, our engineering firm designs building systems for new and renovation construction projects. Our engineers and designers are experienced in the design of mechanical and electrical systems for commercial, residential, institutional/educational and industrial systems. Our team is experienced with implementation of the high performance buildings standards for the State of Montana. We recently completed the design of the MDOT Maintenance and Equipment Storage Building in Shelby under the requirements of the State of Montana High Performance Buildings. Our engineers have engineered and overseen construction of many geothermal heating and cooling systems. We have experience in groundwater systems, horizontal loop systems and vertical loop systems. Our experience in designing building systems allows us to easily identify design deficiencies during commissioning activities and make recommendations to building designers. We encourage the building owner and maintenance staff to get involved with the commissioning and LEED certification process. Facility and maintenance staff should understand the goals of the project and participate in the design process. Our primary goal with every project is owner satisfaction. Achieving owner satisfaction is done with participation and direction from the owner throughout the construction process. We encourage owners and building staff to get involved. We feel it is best to get as much input from the start to make sure all questions and concerns are addressed during the preliminary phases of a project. Our experience with mechanical and electrical systems design allows us to easily identify code deficiencies and make recommendations to upgrade facilities. The standards and codes including; IECC, IMC, NEC, IFC, ASHRAE 90.1 and 62.4 are used daily in our office. We are experienced in both designing and commissioning of LEED projects. Our commissioning team includes two LEED certified professional engineers. Project Lead Commissionin_g Agent Raymond Brasch, PE, LEED AP Registered Professional Engineer The Commissioning Agent (CxA) for this project would be Raymond L. (Bud) Brasch. Mr. Brasch has over twenty years of experience as a cm*ll mechanical project engineer on a variety of project types in a broad range of facilities. He has experience with designing and retrofitting air conditioning and heating systems, ranging in size from small unitary light commercial rooftop systems to large central heating and cooling plants on college and hospital campuses. His work also includes numerous engineering studies for energy auditing and retrofit work, and cooling system replacement studies. He is a LEED Accredited Professional Designer. Bachelor of Science in Mechanical Engineering University of Minnesota, Minneapolis, MN, 1989 John Tetrault, PE Registered Professional Engineer Mr. Tetrault has over 20 years of consulting engineering experience. He has performed extensive work in the energy consulting and mechanical engineering disciplines. Typical project responsibilities include project coordination, cost estimating, systems design, preparation of construction documents, construction coordination and systems commissioning. John is involved in all Mill aspects of the commissioning process including analysis of systems, troubleshooting, design of system repairs and coordination with repair technicians. Joe joined Three Rivers Engineering in 2007. Since then he has become an integral member of numerous successful design teams and provides engineering support from design development to construction administration and completion. He is responsible for building heating and cooling load analysis as well as the full design of HVAC and plumbing systems. He has also completed many building energy simulations and energy studies. Joe's responsibilities for this project would include review of LEED paperwork and assistance in the completion of the commissioning. Joe is involved with on site analysis of HVAC systems including startup and commissioning. Bachelor of Science in Mechanical Engineering Montana State University, 2006 Sub-Consultant Team Members Core Control Paul Stordahl, Master HVAC Controls Technician Paul has over 23 years of experience in design, installation and service of all type of control systems. Paul is an expert in both pneumatic and digital control equipment and systems programming. Prior to starting his own company Paul was employed by Johnson Controls for 5 years. As a controls contractor, Paul is familiar with all digital control systems and is certified in the AX Tridium, Honeywell ACS and Johnson Controls Metasys systems. Paul's commissioning responsibilities include analysis and troubleshooting of the building controls and automation systems. Three Rivers Engineering Statement of Qualifications Page 16 of 17 AVAILABILITY/ WORKLOAD Future workload for key employees includes mechanical and electrical engineering for the Montana Department of Transportation Administration, Bozeman Maintenance and Equipment Storage Facility. This project is slated to be in design throughout the summer; however employees are expected to have sufficient time to work on both projects. Current workload for key employees includes various smaller commercial and residential projects. Current project workload will diminish throughout May as projects are completed and transition into summer construction. Current workload is not expected to interfere with the proposed project.
