RE: Request for Proposals for Commissioning Services- City of Bozeman Police
and Municipal Courts Facility
Dear City Clerk:
This request for proposals represents an exciting time for the City of Bozeman, as you
move forward with improvingyour facilities for the employees and community you serve.
Your dedication to those that you serve is greatly appreciated and respected by Heery. Our
common goal to deliver quality police and municipal court facilities to our communities
is, and will be Heery's focal point when providing quality LEED commissioning services
to the City of Bozeman.
Heery has assisted many police and municipal courts throughout the United States to
design, construct and commission these facilities to help better deliver their community
programs in a safe, sustainable and comfortable manner. We understand the focus of
your project, noting that you are not only designing a new building, but also providing a
healthy, safe and energy efficient facility that meets your operational needs. We will assist
the City of Bozeman in achieving all of these goals through teamwork and professional
expertise over the next several years of this program.
The strength of our commissioning team is in the ability for our local office personnel
to leverage internal regional and national expertise and resources; not just rely on a
local office limited to a few people. This bench of talented experts supporting our field
based team will support the project's needs effectively and efficiently, and provides
knowledgeable back-up should unexpected schedule or scope changes require additional
manpower.
The Heery West Region commissioning team consists of 14 commissioning agents
that have performed over 575 commissioning projects since 2000. Heery's team of
professional engineers and mechanical, electrical and life safety experts have extensive

design, construction, maintenance, operation, and commissioning of justice facilities
that will provide valuable insight to your project with their participation and review of
designs and specifications.
Using Heery's holistic commissioning philosophy and approach, our proposed team
offers distinct advantages for your commissioning project:
o We understand the challenges that come with working on police and mu-
nicipal court projects. Police and municipal court facilities have a unique set
of requirements, and we understand citizen safety and critical redundancies
requirements and what is required to achieve them. Our experience allows us
to anticipate the hidden issues with new buildings such as equipment access,
hazardous materials and interconnections between systems and structures. We
are dedicated to confirming the project is commissioned and operating within
the dictates of the design, and in accordance with the City of Bozeman's specific
project requirements.
❑ Heery champions an integrated whole building approach to commissioning,
not only through testing each individual piece of equipment or system, but
checking to confirm all of the building's systems work correctly together. The
end result—a better functioning and efficient facility, having a trained operations
staff with accurate as-built and operational documentation.
❑ Heery has proven sustainable commissioning expertise and is committed to
sustainable practices. With more than 70 LEED projects commissioned and
many dozens more designed, our knowledge of sustainable design is hard to
beat by any other firm. We offer our clients both an objective viewpoint and the
depth of experience needed to develop cost-effective initiatives that incorporate
the latest sustainable concepts and practices. Our proposed team are LEED APs,
and they have worked on numerous sustainable/LEED Certified projects, and
will assist you in attaining your high-performance, sustainable energy goals and
LEED Silver status.
We welcome the opportunityto partner with your project team and deliver a fullyfunctional,
efficient, safe, and comfortable facility within budget. Please contact Commissioning

project requirements and other per-
formance requirements set out in the
Construction Documents. Commissioning is not only a validation of equipment/system installa-
tion, operation and performance; it is a form of quality assurance and
quality control. In many cases, this requires the commissioning agent to
investigate problems or issues and report back to the team with proposed
solutions for discussion to resolve any specific items.
Although LEED and the methodology other organizations have come
to prominence in the commissioning business over the last decade or
_Y so, Heery has a long history of providing a process that is as stringent
i or more so when commissioning facilities and equipment. Our process
is fundamentally based on the Building Commissioning Association's
! t (BCA) philosophy for commissioning facilities. Heery believes there are
five distinct phases to commissioning:
® Pre-design
m Design
e
■ Construction
■ Acceptance
■ Closeout/Warranty
We believe the greatest benefitfortime spentcomes duringthe Pre-design
and Design phases, when the Owner's Project Requirements (OPR) are
clearly identified for use in the development of the design intent and basis
of design documentation. A commissioning plan is developed and used
as the road map to project success. Heery will team with the designers
and provide detailed reviews of all design and construction documents
to validate compliance with the OPR, constructability, efficiency, and
maintainability duringthese phases,as well as provide technical solutions
for sustainable operation of the facility. These reviews will save significant
change order cost if addressed later in the project during construction.
