ECxG was formed by two Commissioning Authorities(CxA) with over 40 years of experience in the commissioning, temperature controls, fire alarm, energy conservation, plumbing, and hydronic design industries in order to provide dedicated third party commissioning to Montana and the Northwest Region. ECxG has dedicated commissioning authorities in Great Falls and Bozeman, MT.As a relatively new firm, ourfinancial data is limited. 2013 Sales Volume (August-December): $135,000 Professional Insurance: We carry insurance for general liability in the amount of 1 million dollars, and Errors and Ommissions insurance in the amount of 500,000 dollars. ECxG is firmly positioned in the commissioning market as the only dedicated third party commissioning firm in the state. ECxG strengths include an extensive knowledge of controls, controls programming, and systems, along with an excellent track record with LEED projects. We have experience commissioning a vast array of system types and components, including fire alarm, variable refrigeration flow, solar, and geothermal systems along with traditional type systems. Although ECxG has limited experience with building envelope commissioning,we have developed strong relationships with professionals in the industry, and can apply the commissioning process to these systems as outlined in ASHRAE Standard 202-2013, by the National Institute of Building Sciences, and LEED v4 enhanced commissioning requirements. Although we have several projects this year in Great Falls, Helena, Bozeman, and Billings which are all projected to wrap up by November of this year, our CxA in Bozeman will have time to participate in design review and coordination activities immediately. The following examples describe some of the projects where we have helped a new building achieve the design objectives or fixed operational problems in existing buildings. These projects reflect the Commissioning Authorities Experience prior to forming Elkhorn Commissioning Group. Leon Johnson Hall Energy Upgrade Montana State University — Bozeman, MT This project was an energy upgrade on an existing mixed lab and classroom facility. Air handling systems were replaced, and exhaust was combined to a central variable speed exhaust system. In addition to those changes,the chiller and steam heat exchanger were replaced with a heat pump combination system, designed to act as a central plant for multiple buildings in the area. Geothermal wells are currently being added to this system to provide additional savings, but after one year of operation building energy use was cut in half, and water use was significantly reduced. Building energy use is continuously monitored, and systems were evaluated at the end of the warranty period to further optimize building systems. Commissioning services included testing of all air and water systems,troubleshooting of many extensive issues both with the new plant and with existing building systems,tuning plant operation, and working with maintenance staff to help improve understanding of system. Commissioned systems include: modulating condensing boilers with variable speed pumping, hydronic radiant floor heat along with a variable air volume system with reheat, and a snowmelt system. Commissioning services included start-up observation,test and balance verification, functional performance testing, minor troubleshooting and tuning, assisting with owner training and submitting commissioning documentation for LEED certification. The Commissioning Authority(CxA)will assist team in deciding which LEED Commissioning Points to attempt, including enhanced commissioning, enhanced commissioning and monitoring, and building envelope commissioning. Design Development(DD) Phase ECxG will review Basis of Design document for consistency with Owner Project Requirements. The CxA will provide feedback on Design Team selections of systems, especially with regard to efficiency, durability, and maintenance/operational requirements. CxA will develop requirements for documents including O&M/Systems Manual, Preliminary Commissioning Plan, Construction checklists, start-up,training, and commissioning tests. ECxG will participate in design meetings, and provide input on requirements for Commissioning and the Commissioning Process. A Commissioning Issues log will be started. This log will provide a complete list of issues encountered throughout the entire project, and be numbered sequentially for ease of reference. Resolved issues will be documented as resolved, and removed from the distributed list. A current issues log will be issued each time the list is significantly updated. During the Design Development phase, issues with design documents, conflicts with OPR document, and potential functional issues will be logged. Although portions of the design will be reviewed as needed, a complete review of the 50% documents will be performed. Construction Document(CD)Phase ECxG will develop commissioning specifications for general conditions and all commissioned systems, including requirements for LEER commissioning. Participation in design meetings and partial reviews will continue through the CD phase. A complete review of 95% drawings will be performed prior to documents going out to bid. The CxA will maintain and distribute the Issues Log as updated with further issues and comments. Construction Administration(CA)Phase ECxG will review pertinent submittals in conjunction with the design team, and provide review comments as needed. 0&M submittals will be reviewed and logged for inclusion into 0&M system manuals. As construction progresses, regular site visits will be performed to examine installation methods and progress. Issues will be added to the issues log, and brought to the attention of the contractor. Construction checklists will be reviewed for completion, and spot checked for accuracy. System start-ups will be observed, and documentation reviewed. Test and balance will be observed during testing, and the Test and Balance Report will be spot checked for accuracy. Functional Performance Testing of systems will be performed by the CxA with the assistance of contractors. Sequences of operation in all anticipated operating modes will be tested. Sampling procedures will be used for similar systems in which more than 20 of the same or similary types of installations occur. All issues observed during construction visits will be brought to the contractor's attention, and added to the issues log. It is the responsibility of the contractor to notify the CxA when issues have been resolved. A system training agenda will be developed by the CxA in conjunction with responsible contractors. This agenda will include systems to be trained on,topics to be covered,who will be performing the training, estimated length of training, and expected outcome of training. This agenda will then be given to the owner for review, and to schedule maintenance staff for training activities. Most of this documentation will have been collected during the design process, and will be delivered as soon as possible after completion of the project. The CxA will assist the owner and general contractor in determining if issues have been resolved. Occupancy and Post Occupancy Warranty Phases Reverse or opposite season testing will be scheduled and performed during post-occupancy period. This is to ensure that tested systems function as expected during design or near design conditions. This testing will be documented,the issues log will be updated, and all issues will be brought to the attention of the owner and design team, as well as contractors. CxA will consult with maintenance staff to ensure proper maintenance schedules are implemented, and that staff has an understanding of how the system is functioning. CxA will be available to the 0&M staff for operational questions, concerns, or any needed clarifications on system operation. A series of warranty inspections will be performed 3 months prior to warranty expiration. These inspections will include functional tests of equipment as needed, and trend evaluations to determine performance of systems as it relates to expected performance and energy consumption with cooperation of energy modeling consultant and design team. Any warranty items identified will be added to the issues log, and the commissioning authority will assist the owner in confirming that issues have been resolved. The results of the occupancy testing and observation will be added to the final commissioning report, along with a final complete issues log along with resolutions for all issues. PROFESSIONAL AND TECHNICAL APPROACH Elkhorn Commissioning Group uses a hands on technical approach to commissioning to ensure that systems are functioning as designed, and that 0&M staff has the appropriate tools to properly manage the system. By working side by side with the design team and contractors,we help to deliver projects on time, and with minimal delays to manage deficiency lists and punchlists. Our experience with many different system types gives us the ability to identify many of these issues during the design phase, minimizing costs of system changes. Our experience with LEED and the requirements for LEED give us a bank of knowledge to expedite completion and upload of LEED documenation required for certification.
