Niki Griffis will be our point-of-contact for the City of Bozeman. Ms. Griffis is the laboratory supervisor for the Bozeman Geotechnical and Materials Lab. She will coordinate technicians to perform requested testing. Todd Lorenzen, P.E. and Jeffery Riedel, P.E. will provide quality assurance reviews for testing reports. Our asphalt services are located in our Helena laboratory and personnel from this location will be utilized for asphalt testing. Bozeman personnel will be utilized for the majority of the project work. A total of ten qualified technicians are available from all three laboratories if needed to assist with project workloads. The geotechnical engineers shown in Figure 1 have a combined 40+ years of geotechnical engineering experience on geotechnical, environmental, and construction projects varying from i small scale to those with combined engineering and construction budgets of approximately $100 million (Milltown Dam Removal): • Todd Lorenzen, P.E., has over 30 years of geotechnical engineering experience and was the driving force behind starting the original Pioneer Technical Services, Inc. lab in Helena in 2001. • Jeffrey Riedel, P.E. has 10 years of experience on projects that included the Milltown Dam Removal and Mike Horse Tailings Investigation. The expertise of our geotechnical engineers is a critical part of our quality assurance and client satisfaction. Our technicians work closely with our geotechnical engineers within the !i laboratories and field materials testing projects. City Of Bozeman Engineering Department Our materials testing supervisors bring a wealth of knowledge and experience to the team. Niki Griffis, located in our Bozeman laboratory,has over 13 years of experience with geotechnical engineering lab testing, compaction testing and concrete testing. Ms. Griffis is NICET certified and is also certified as an ACI Concrete Field Testing Technician and to operate nuclear densometers. Paul Bushnell, located in our Helena laboratory, oversees the testing and analysis in the Helena and Butte laboratories. He has over 10 years of experience in the construction industry with lab and field testing. Mr. Bushnell holds an Associate's Degree in Civil Engineering Technology and is ACI, WAQTC, and NICET certified. Paul oversees the soils and aggregate testing, and assists in developing concrete mix designs. Our two senior civil engineering technicians shown in Figure 1, Steve Whitford and Kevin Mock, oversee concrete and asphalt testing and mix designs, in addition to helping train and manage technicians and conduct soil, aggregate and field testing. Mr. Whitford and Mr. Mock have, combined, over 40 years of experience in laboratory testing and analysis. In addition to the engineers and technicians listed above, our administrative staff works to insure that reports are accurate and timely. 3 LAB LONGEVITY Pioneer Technical Services, Inc. established a Materials Testing Lab in Helena in 2001. As we have grown, we expanded our laboratory presence to Bozeman and Butte and will be adding Missoula in 2014. Pioneer Technical Services, Inc. laboratories provide the breadth and depth of services needed to complete geotechnical and construction materials testing requests. Todd Lorenzen organized the Helena construction materials testing laboratory in 2001 and began its accreditations through the American Association for State Highway Transportation Officials (AASHTO) and ASTM International the following year. We have steadily grown by including asphalt mix design and concrete mix design services. Our Helena Materials Testing Lab specializes in soil, aggregates, concrete, and asphalt testing and is under the direction of Paul Bushnell. Engineering guidance is provided by geotechnical engineers Todd Lorenzen and Michael Browne. The Butte lab began in 2002 with concrete strength testing in the basement of the old Grand Hotel and has moved it to its present location in the Parrot Mine Shop Complex in 2004. The Butte lab is a materials testing laboratory specializing in testing for construction quality control. Helena lab personnel oversee testing in the Butte lab. Our Bozeman lab was started in 2011 when Pioneer Technical Services, Inc. acquired Piedmont Engineering, Inc. This acquisition included a full-service geotechnical testing laboratory that was started in 1996, and includes a full array of strength,permeability, and general geotechnical testing capabilities. It is under the supervision of Niki Griffis and testing guidance is provided by geotechnical engineer Jeffrey Riedel. Our testing methods and procedures are tested regularly through two proficiency sample programs: 1. AASHTO Materials Reference Laboratory(AMRL); and 2. Cement and Concrete Reference Laboratory (CCRL). The AMRL program requires sample proficiency testing for Coarse Aggregates, Fine Aggregates, Soil Classification and Compaction, California Bearing Ratio, Hot Mix Asphalt Ignition Oven, Hot Mix Asphalt Gyratory, and Hot Mix Asphalt Marshall Design. Samples are sent to our Helena lab for testing evaluation. The CCRL program verifies sample proficiency testing for mix design, fresh concrete sampling and testing, and for compressive strength testing, which are also sent to our Helena lab. We are also accredited in ASTM/AASHTO's Quality Systems for: • D3666: Standard Requirement for Minimum Requirements for Agencies Testing and Inspecting Road and Paving Materials (aggregate, hot-mix asphalt); • R18: Standard Recommended Practice of Establishing and Implementing a Quality System for Construction Materials Testing Laboratories; • C1077: Standard Practice for Agencies Testing Concrete and Concrete Aggregate for Use in Construction and Criteria for Testing Agency Evaluation(aggregate, concrete); • D3740: Standard Requirement for Minimum Requirements for Agencies Testing and/or Inspection for Soil and Rock as Used in Engineering Design and Construction(soil); and • E329: Standard Specification for Agencies Engaged in Construction Inspection, Testing, or Special Inspection(soil, aggregate,hot-mix asphalt, concrete). Our equipment is calibrated in accordance with these established standards. Our laboratory calibrations are done in-house and by CAL-CERT (ISO/IEC 17025 accredited calibration service provider). Each employee is trained in the applicable testing procedure prior to conducting the tests, in accordance with our AASHTO RI quality control/quality assurance procedures. Current certifications are listed below: • National Institute for Certification in Engineering Technologies (NICET); • American Concrete Institute (ACI) certifications for fresh concrete sampling and testing, aggregates, laboratory, and strength testing. • National Ready Mixed Concrete Association(NRMCA)pervious concrete technician; • Western Alliance for Quality Transportation Construction(WAQTC)plant mix pavement, embankment & density, aggregate, and concrete. City Of Bozeman Engineering Department 6 ABILITY TO MEET DEADLINES & FULFILL PROJECT REQUESTS Founded with the philosophy of a client-first approach to work, Pioneer Technical Services, Inc. strives to pay close attention to project schedules and client expectations. Consequently, most of our business is from repeat customers because we have proven we can provide quality service on time. Pioneer Technical Services, Inc. has laboratory supervisors assigned to each of the current laboratories and a staff of ten full-time employees dedicated to testing materials and field inspection services. Temporary employees, usually interns,join our staff for the construction season. They receive full supervision from our supervisors and veteran technicians. It is not uncommon for our geotechnical engineers to assist in the laboratory when `rush'jobs appear. Current workloads for our proposed project team members are shown in Figure 2. 7 ELECTRONIC DATA STORAGE, MAINTENANCE, AND REPORTING Pioneer Technical Services, Inc. has a goal to provide our clients with data results required for their projects. There are several formats our clients can choose from to receive reports and data for samples processed at our current material testing laboratories. Our standard report process includes data entry of laboratory documented information into GEOSYSTEM Data Manager, gINT, or in-house templates. We can customize output files for comparison to project specifications or standards. Testing reports are typically distributed by electronic transmission through our ShareFile (FTP) account online or by e-mail. Original files can be provided to our clients at their request.
