Introduction
We understand the City's projects will involve construction materials testing— both laboratory and field — throughout
the 2014 construction season. Many of these projects are spread over multiple locations, potentially requiring several
materials testing technicians concurrently. Our local presence, combined with a relatively large support staff of highly
qualified materials testing technicians, will allow us to respond to each project's needs without sacrificing
responsiveness. Because we work and live in Bozeman, we have a unique in-depth knowledge of local conditions
including not only area soils, but also experience with several local contractors and the City of Bozeman.
We believe quality materials testing is more than just performing the tests — it is a result of combining the technical
aspects of testing with a thorough understanding of each test
in conjunction with common sense and client respect. We
believe this combination sets us apart from other firms.

This proposal will demonstrate that we have the experience, training, and expertise required to provide quality
construction materials testing. It is our goal to provide the City of Bozeman with superior materials testing services.
We have outlined our response to coincide with the City's Request for Proposals.
Location
Your project will be managed and staffed out of our Bozeman Materials Testing Lab We haJennced
with support provided from our other regional offices. The DOWL HKM Bozeman and dedsonnel
Lab continues to grow and develop and has played a significant role in engineering as weln in-
and materials testing projects in Bozeman and throughout southwestern Montana. house f meet
the mtingOur Bozeman Materials Laboratory is currently located on the north side of needs ject
Bozeman and has facilitated several materials testing throughout Montana. These
projects include the previously-completed North Hedges #3 and Cooley Lab
Renovation on the MSU-Bozeman campus, as well as current projects such as the 1-90 Belgrade
Interchange, and the new AutoZone store.
Key Project Team Members
Key DOWL HKM staff are properly trained and certified to provide services from the City of Bozeman. A certified ACI
Concrete Field Testing Technician, Grade 1, will complete all testing to be done for the City. Below are the key team
members immediately available to complete work for the City. Additional team members are available throughout the
term of the contract and available as needed.

Greg Underhill, P.E. - Contract Manager
Greg is the Western Montana Geotechnical Engineering Lead and will serve as the Contract Manager for your project.
Mr. Underhill lives and works in Bozeman and has completed many projects in the Bozeman area. He has managed a
number of projects within the Bozeman area including the Bozeman Deaconess Hospital expansion projects. In his 28-
year career, Greg has successfully managed a variety of projects with materials testing as part of the professional
services. His goal is to provide excellent service to the City of Bozeman. Greg is 20% available to manage the contract
with the City of Bozeman.
Craig Paulson - Project Manager
Craig is the Technical Manager for the Bozeman Materials Laboratory. Craig will lead the DOWL HKM team and manage
all time and resources ensuring field technicians have the necessary training and certifications. Craig has performed
materials testing for numerous projects throughout the Bozeman area including the 81h Ave Reconstruction. Craig's vast
knowledge in the details of construction and construction materials will be invaluable to providing quality work for the
City of Bozeman. Craig believes honesty, responsiveness, and high quality work build successful relationships. Craig
will be 40%available to manage each project for the City of Bozeman.

Kurt Grabow - Quality Control/Quality Assurance (QC/QA)
Kurt Grabow is the Technical Manager of Materials Laboratories for all Wyoming and Montana DOWL HKM Offices. Kurt
will provide quality control & quality assurance for the City of Bozeman projects. Kurt has over 10 years of experience
working in the Bozeman area and over 30 years of experience working throughout the State of Montana on various
Montana Department of Transportation and other materials testing projects. He reviews and updates QC/QA
procedures and practices for field and laboratory services. Kurt is also responsible for asphalt and concrete mix designs,
mix verification testing, and Quality Assurance for Construction Materials acceptance, along with the development of
materials/aggregate suitability plans and Quality Control Plans. Kurt is a distinguished lecturer and member of the
following committees:

Dale Salkeld - Materials Technician
Dale is one of the Field Engineering Technicians, working out of the DOWL HKM Bozeman Laboratory. Dale has over 20
years for experience including site work, compaction, concrete, asphalt, inspection, and testing on installation of
underground utilities. Dale will be 30%available to perform services for the City of Bozeman.

Sean is in his second Summer Internship with DOWL HKM. Last year he worked for the Materials Laboratory, this

Inspection/Testing Capabilities
We offer a wide range of inspection/testing capabilities relevent to projects to be completed throughout the
construction season. Our technicians are highly skilled and possess significant experience performing materials testing
both in the laboratory and in the field. Additionally, many of our senior-level technicians have provided inspection
services in the past and—combined with our resident engineers in Bozeman—we can address all of your inspection

materials laboratory follows industry-recognized protocols, producing legally defensible results. Our scientists and

Scope of Services
It is our understanding that materials testing services will be be provided to the City on an as-needed basis under a one-
year term contract. Services will be to support water, sewer, and street renovation and improvement projects. All lab
and field testing will be completed by certified personel in compliance with the City of Bozeman Design Stanadards and
Specification Policy,together with AASHTO, ASTM, and ACI requirements. DOWL HKM will provide the City with lab and
field test results in hard copy and pdf formats. The test results will be emailed to the City's representative for
immediate use. Project binders will also maintained with test results, daily,and weekly reports.
Capability to meet Time and Budget Requirements
DOWL HKM understands the importance of schedule and budget to our clients and their projects. We also understand
that materials testing is very time sensitive and testing results need to be reported to owner on a timely basis so
corrective actions can be taken if needed. We have a large, experienced staff, in multiple locations, allowing for
flexibility in assigning manpower to satisfy urgent project needs. DOWL HKM maintains in-house expertise specializing
in many different disciplines, including material testing. Our ability to handle high-priority projects of all types is
evidenced by our successful completion of thousands of projects during our 60 years of existence.
The material testing elements will be conducted by staff in our Bozeman Materials Testing Lab. In anticipation of the
continued improvement of the Bozeman economy, we have hired additional lab staff in the Bozeman Lab who will be
overseen by experienced staff. In the unlikely event,that the demand for testing exceeds the capacity of Bozeman staff,
resources from other western Montana offices can be used to meet schedule requirements. To stay within budget
restraints, lab and field-testing will be completed by mid-level technicians completing their review under the supervision
and guidance of senior staff. Senior staff will provide project management and quality control review of all documents.
Recent and Current work for the City of Bozeman
The DOWL HKM Bozeman office has been established for 25 years and has been providing services throughout the City
of Bozeman, Montana State University, and Gallatin County for a quarter of a century. Although we have not recently
worked directly with the City of Bozeman, we have been providing material testing services throughout the City in
compliance with City of Bozeman Standards.
