construction engineering projects in the City of Bozeman. Allied Engineering Services, Inc. and
our sub-consultant Pioneer Technical have the qualifications and experience that make us the
best choice for the City. Our team brings these important qualities:
• Senior level team members each with over 17 years of relevant experience.
o Project Manager and Civil Engineer, Lee Evans — 18 years' experience, PE in
MT. Project manager and/or design engineer on subdivision, site plan,
water/sewer main extensions, and transportation projects in the City of Bozeman
since 1996.
o Principal Engineers Craig Madson, PE and Paul Sanford, PE experienced with
managing construction projects within the City of Bozeman and producing the
required construction documentation.
• Experienced inspection and materials testing staff including five full-time engineer
interns and a construction inspector with over 20 years of experience.
Recent work for the City including the Bozeman Creek Hydraulic Model, North 71h

1 .0 Project Management Chart
The project team will consist of Allied Engineering Services, Inc. (Prime Consultant) and Pioneer Technical Services, Inc. (Sub-
consultant). Allied's staff will be responsible for all aspects of the project with the exception that Pioneer Technical will be responsible
for asphalt materials testing. Lee Evans,will serve as the Project Manager and lead point of contact with the City of Bozeman. Lee
is a senior project manager for Allied Engineering with 18 years of experience, much of which is related to construction engineering
for multi-million dollar municipal and transportation projects.
Lee will provide QC and final review for all work products submitted to the City. The project management chart below illustrates
our team structure for the City of Bozeman Materials Testing project.
Since 2012, Pioneer Technical Services has provided materials testing sub-consultant services for Allied Engineering on several
projects including three multi-million dollar road reconstruction projects with project lengths up to 11 miles. Lee Evans was the
project manager on these projects and has developed a close working relationship with Pioneer Technical.

Allied Engineering has a history of delivering excellent construction engineering services for development projects and municipal
infrastructure projects. Table 3 illustrates our experience providing construction engineering services for projects similar to
those that will be undertaken by the City of Bozeman. Our Project Manager for this project, Lee Evans, has worked on many of
these projects in his 18 years working in the Gallatin Valley.

Capability to Meet Project Time and Budget Requirements
While all of the members of the Project Team expect to have obligations to other projects during the project schedule, their
anticipated availability is more than sufficient to expend the hours required to complete the scope of work.
Our current workload for the team over the course of the next year is less than 50% of capacity. Our project team has the
availability to make this project a top priority, to complete the work on or before the desired completion date, and to provide
excellent customer service.
Location of Firm in Relation to Project
The Allied Engineering Bozeman office is located at 32 Discovery Drive, Bozeman, MT, 59718.
Our office is located a short 7-minute drive to the City Engineering Division office located at 20
East Olive. Pioneer Technical is located in Four Corners, Montana.

Professional History
Allied Engineering Services, Inc., Bozeman, Montana, 1995 to Present: Mr
Madson is a Principal Engineer, and senior project manager for Civil, Geotechnical,
and Transportation projects at Allied Engineering. He is the project manager for some
of our largest projects including our Montana Department of Transportation projects
and major subdivisions. His MDT experience includes the Boulder Main Street
Reconstruction and most recently, the US 93 reconstruction project, which contained
a significant urban component He has also worked with counties, MDEQ and various
municipalities including the City of Bozeman and Big Sky on subdivision developments
and infrastructure improvements. Mr. Madson's engineering expertise includes
groundwater development. water rights, on-site wastewater, geotechnical exploration
and analysis, pavement design, and significant on-site construction engineering and
inspection. Mr, Madson is also very experienced in hydrologic and hydraulic analysis
and design, road design, and testing of asphaltic and portland cement concrete. This
well-rounded background enhances his abilities as a project manager and allows him to

for the materials testing, and geotechnical inspection for a $10M multi-use parking

Association(AWRA) Stoneridge Development— Bozeman, Montana: Project Manager and Geotechnical
Engineer for the construction of a commercial development in Bozeman. In the original
Special reports prepared prior to our involvement,the recommendation had been made to strip
Grade I ACI Concrete Field all clay soils across the site (including under parking areas) down to the gravels at
Technician depth. Working with the Contractor,we were able to eliminate most of the required over-

City of Bozeman Water Main Extension - Bozeman, Montana: Planned and
performed the geotechnical exploration and analysis for 17,000 lineal feet of water main

of Environmental Quality order to connect to a public system due to problems with
contamination of the underlying groundwater aquifer One of the primary issues was
the presence of soft clay soils along portions of the proposed alignment. Detailed
analysis demonstrated these soils to be incapable of supporting anticipated water thrust
at bends Recommendations included upsize of thrust blocking and providing additional
joint restraint in problematic areas.

An embankment section of Kagy Road which crossed a gully had a side slope
failure, exposing a fiber optic cable and undermining the westbound lane of

Rehabilitation at Hidden Village
Big Sky, Montana
Hidden Village is a 141-unit condominium complex that encompasses approximately

Big Sky Water&Sewer District in the early 1980's and consisted of a maze of narrow roadways and closely spaced

The project included replacing over 1 mile of water lines and over 1/2 mile of sewer

Fall2007 Allied worked closely with the District and the Hidden Village Homeowners
Association to determine the most efficient layout of the new water and sewer mains

$1.5 Million software, preparing a design report, plans, specifications, and working closely
with the MDEQ SRF funding department to obtain approval of the project. During

The construction phase of this project was especially challenging in that construction
wasthrough a heavy presence of existing sewer,water,powerand telecommunication
lines and therefore required precise field engineering. In addition, maintaining traffic
circulation and building access were very important project components.

Urban Renewal District Improvements

The North Seventh Avenue Urban Renewal Board selected Allied Engineering
to assist with the planning and design for the redevelopment of the North
