HomeMy WebLinkAboutModified Southbridge Major Subdivision Preliminary Plat_131 REPORT TO: Honorable Mayor and City Commission FROM: Tom Rogers, Associate Planner Wendy Thomas, Director of Community Development SUBJECT: Modified Southbridge Major Subdivision Preliminary Plat, Application P14010 MEETING DATE: July 7, 2014 AGENDA ITEM TYPE: Action (Quasi-judicial) RECOMMENDATION: That the City Commission continue its discussion of the Southbridge Major Subdivision (P14010) and move to approve the Southbridge Major Subdivision with conditions and subject to all applicable code provisions as described in June 23, 2014 Staff Report. RECOMMENDED MOTION: “Having reviewed and considered the application materials, public comment, and all the information presented, I hereby adopt the findings presented in the staff report for application P14010 and move to approve the Southbridge Major Subdivision with conditions and subject to all applicable code provisions.” BACKGROUND: On May 19, 2014, the City Commission granted preliminary plat approval to subdivide 24.255 acres into 75 single-household residential lots, five (5) Open Space lots, three (3) Park areas, and with the remaining area as street right of ways. However, the Commission did not accept the Developers cash in-lieu of parkland dedication request. All materials for the May 19, 2014 hearing are available here. On May 29, 2014 the Community Development Department received a request to modify the approved Southbridge Major Subdivision to provide parkland dedication exceeding minimum standards of the development code. The proposed modification included reducing the number of residential lots from 75 to 69, increasing parkland area, the elimination of a portion South 20th Avenue, and design modifications necessary to accommodate the aforementioned changes. All materials for the June 23, 2014 hearing are available here. The revised Southbridge Preliminary Plat was brought back before the City Commission on June 23, 2014. The Commission heard the staff presentation, applicant presentation, public comment, applicant rebuttal, and entered into Board discussion. Public comment was taken and closed at the June 23, 2014 hearing. The Commission, using its authority, continued discussion and final action to July 7, 2014 to consider the effects the closure of the portion of South 20th Avenue would have within the development and other considerations. No motion on the proposed subdivision was made at the June 23, 2014 Commission Memorandum 192 2 hearing. The recommended motion is included in this memo for your convenience and is included with the June 23, 2014 staff report.
