Bear moved to approve the May minutes as presented.
Vonda Laird seconded the motion.
All voted in favor.
Financial Report
Chris presented the last financial report of the fiscal
year therefore he included several year-end estimates for expected income and expenses.
Overall income totaled just over $2 million just a few percentage points below the budgeted amount.
Three new expenses included: $594.22 for Soroptomist Park; $4,193.23 for purchase of tree guards; $7500 for a technical assistance grant.
There was no further discussion regarding finances.

Technical Assistance Program Update **no new grant activity**
As you can see from the chart below, 11 grants have been awarded so far this year. The total committed
funds for these projects total $57,885 of the $125,000 budget. Keep in mind that the committed grant amounts are only tentative since the actual reimbursement amount will be determined
as a one to one match upon completion of the grant work. As a reminder, the Planning grants have a $7500 cap and the Façade grants are capped at $3000.

Downtown Construction Updates
The City of Bozeman has hired a public relations firm to develop a web and social media based information system
to keep residents better informed about street construction projects. They will be launching the URL www.BozemanStreetReport.com in the week as well as a Twitter feed and Facebook page
as BZNStreetReport. These information sources will include street closures for private projects as well such as those by Northwestern Energy and property owners.
The Mendenhall Underground
Utility project started Saturday June15th and will last 90 days or less. They currently have closed both traffic lanes of Mendenhall between Grand and 5th and will work east on two blocks
at a time. Once they complete the work down to Broadway, they will begin again back at 5th and continue west. The contract stipulates that Mendenhall must be open to through traffic
during all downtown events during the period of construction.
Previous notes: Northwestern Energy is still working along West Babcock between Grand and Willson to install a new gas
shut-off valve and replace the service lines running north and south. This block of Babcock will be restricted to one lane or closed until June 26th.
Gallatin Lodge is nearly complete
with their foundation work along North Bozeman. They will be replacing the sidewalk following the foundation work. The parking lanes have been eliminated along North Bozeman between
Main and Mendenhall. Two-way traffic will be maintained except for a few short periods. The project is scheduled to be completed in late June.

FY2014 Officers
Chris reminded the board that they need to appoint officers for FY2014. The two positions are Chair and Vice-Chair, currently held by Bobby Bear and
Vonda Laird respectively.
Considering that several board members were absent, the board requested Chris send an e-mail to the entire board asking for nominations so that the officers
could be selected at the next meeting.
The Future of Parking
Chris formally presented the board with an overview of a new initiative, The Future of Parking, which will begin to examine
how to increase the parking capacity downtown. The board supported this endeavor as a proactive attempt to begin long-term planning. Chris asked the board for a volunteer to represent
the TIF board on the panel. Again the board requested Chris send an e-mail to the entire board asking for a volunteer.
Purpose
Downtown Bozeman is poised for considerable redevelopment
in the next decade. New construction, redevelopment of existing buildings and generally more dense land use all coupled with significant population increases will stress the current
amount of public and private parking.
The Bozeman Parking Commission, Downtown Bozeman Partnership and the community at-large needs to plan for meeting the future parking demands in
and around Bozeman’s historic Main Street district. Convening a “Strategic Parking Team” is the first step in a comprehensive planning process to formulate progressive parking strategies
for Bozeman’s urban core.
Strategic Parking Team
The Strategic Parking Team will include representatives from the Bozeman Parking Commission, City of Bozeman, Downtown Bozeman Partnership, urban planning professionals,
downtown property owners, and other stakeholders from across the community.
Scope of Work
The Strategic Parking Team’s primary task is to identify a wide variety of parking strategies.
These
strategies would address the following objectives:
Increasing parking use and efficiency of existing parking inventory—on-street, public lots, private lots, and structured parking.
Expanding
overall inventory of on-street, lot and structured parking
Developing a parking revenue system to finance parking capital projects in addition to on-going and future maintenance needs.
Initial
Concepts:
Keep in mind that the Strategic Parking Team is charged with identifying as many concepts as possible addressing each of the three objectives. The concepts will then be explored
further and vetted with larger groups of stakeholders in the future.

The final Strategic Parking Report will be presented
to the Bozeman Parking Commission. The Parking Commission will steer the process forward from this point through implementation.
The process from that point will be determined by
the Parking Commission may include but not necessarily be limited to:
holding public stakeholder meetings to solicit constructive feedback.
seeking outside consulting to perform cost-benefit analysis on concepts;
prioritizing concepts for implementation;
developing implementation timelines;
identifying potential funding sources;
adopting an action plan.
