HomeMy WebLinkAbout12-17-07_Resolution No_ 4086, Out of Iraq222222222222222_30 Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Ron Brey, Deputy City Manager Chris Kukulski, City Manager SUBJECT: Commission Resolution 4086, urging the cessation of war and combat operations in Iraq, the return of American troops, full funding to meet the needs of America’s veterans, and providing for an effective date. MEETING DATE: December 17, 2007 BACKGROUND: On November 19, 2007, the Peaceseekers approached the Commission, requesting that the above referenced resolution be adopted. The Commission directed the staff to place the matter on a future agenda for consideration. RECOMMENDATION: The Commission is empowered to act in accord with Section 2.04.080 of the Bozeman Municipal Code and 7-1-102 of Montana Code Annotated provided below and has the authority to consider the proposed resolution. 2.04.080 Powers and Duties The Commission shall constitute the governing body, with power to make and pass all bylaws, ordinances, orders, and resolutions not repugnant to the Constitution of the United States or of the State of Montana or to the provisions of Title 7 of Montana Code Annotated, necessary for the government or management of the affairs of the city, for execution of the powers vested 574 in the corporate, and to carry into effect the provisions of Title 7 of Montana Code Annotated and to appoint a chief administrative officer to be known as the "City Manager," and to exercise all the powers conferred on it by Title 7, Chapter 3, Part 3, of Montana Code Annotated, as amended, and shall have all the powers conferred by law upon City Councils insofar as the same is not inconsistent with said part. (Ord. 1537 S 5, 2001; prior code S 2.08.080). 7-1-102. Authorization for self-government services and functions. A local government with self-government powers may provide any services or perform any functions not expressly prohibited by the Montana constitution, state law, or its charter. These services and functions include but are not limited to those services and functions which general power government units are authorized to provide or perform. Kukulski, City Manager Attachments: Commission Resolution 4086 Report compiled on : 12/12/07 575 COMMISSION RESOLUTION NO. 4086 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA, URGING THE CESSATION OF WAR AND COMBAT OPERATIONS IN IRAQ, THE RETURN OF AMERICAN TROOPS, FULL FUNDING TO MEET THE NEEDS OF AMERICA’S VETERANS, AND PROVIDING FOR AN EFFECTIVE DATE HEREIN. WHEREAS, the Bozeman City Commission supports the more than one million brave men and women deployed in Iraq and Afghanistan since 2001, honors the memory of those who have lost their lives in the war and those who have survived with devastating injuries, and supports the families who have lost their loved ones; and WHEREAS, the war in Iraq, now in its fifth year has caused the deaths of more than 3,800 U.S. Service People and an estimated 800,000 Iraqis; the psychological wounding and disabling of more than 25,000 American Service People and of hundreds of thousands Iraqis; and caused the destruction of homes, communities, and the livelihoods of hundreds of thousands of Iraqis; and WHEREAS, the funds spent by Bozeman taxpayers on the war and occupation in Iraq alone equal more than $21,100,000 which could have provided enough money for 13,089 children to have a year’s worth of health insurance; provided enough money for 2,895 children to utilize Head Start for one year; provided enough funding to hire 378 additional school teachers; provided funds to build 196 housing units; or provided more than 1,059 four-year college scholarships at public universities, according to the National Priorities Project; and WHEREAS, nearly three-hundred similar resolutions have been enacted and registered by local governments throughout the country; and WHEREAS, it is the duty of the Bozeman City Commission to act on behalf and in the best interests of the citizens of Bozeman; and 576 WHEREAS, the Bozeman City Commission is empowered to make such resolutions as may be necessary for the preservation of health, welfare, peace and order. NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Bozeman, Montana, that the City Commission urges the United States government to: SECTION 1: Implement a plan for the orderly, rapid, and comprehensive withdrawal of United States military personnel from Iraq and establish a plan for the ongoing transition of responsibility for internal security activities to the military forces of the Iraqi Government; and SECTION 2: Support our troops by ensuring that returning veterans receive compensation and care, including full mental and physical health, education, disability, and rehabilitation benefits; and SECTION 3: Provide the people of Iraq with appropriate non-military aid as shall be necessary for the security of Iraq’s citizens and for the rebuilding of Iraq; pursuing security and stability in Iraq through diplomacy. BE IT FURTHER RESOLVED that a copy of this resolution be forwarded immediately subsequent to passage to George W. Bush, President of the United States, Senator Max Baucus, Senator Jon Tester, Congressman Denny Rehberg, and Bozeman’s elected representatives to the Montana House and Senate.
