The Commission of the City of Bozeman met in a Joint Roundtable Discussion at the
Community Room, Gallatin County Courthouse, 311 West Main Street, on Friday, November
16, 2007 at 7:00 am. Present were Mayor Jeff Krauss, Cr. Sean Becker, Cr. Kaaren Jacobson,
Cr. Steve Kirchhoff, Cr. Jeff Rupp, City Manager Chris Kukulski, Fire Chief Chuck Winn,
Police Chief Mark Tymrak, Deputy Chief Mark Lachapelle, Marty Kent, Police Lieutenant Mark
Johnson, Director of Public Service Debbie Arkell, Neighborhood Coordinator Brit Fontenot,
County Cr. Bill Murdock, County Cr. Steve White, County Administrator Earl Mathers, and City
Clerk Stacy Ulmen.

County Commissioner Bill Murdock called the meeting to order at 7:10 am.

Cr. Murdock called for public comment.
No comment received.
Cr. Murdock closed public comment.
0:12:22 1. Update on the Joint 911 Center and Fire Station #3.
0:12:31 County Administrator, Earl Mathers
Mr. Mathers updated the Commissioners on the joint 911 Center and Fire Station #3.

Mr. Mathers stated that construction should begin in mid-April, 2008.
0:17:27 2. Update on Law and Justice Center/City and County
0:17:37 Cr. Murdock
Cr. Murdock stated that a recommendation from the Detention Center Committee and Capital
Improvements Committee to place the jail on the Mandeville Site will be coming before the
Commissioners.

Mr. Budeski went over the Detention Center and CIP Committee's recommendation.

Cr. Murdock opened public comment.
0:30:32 Donna Mandeville-Public Comment
Ms. Mandeville introduced her children who may be impacted by the jail site on the Mandeville
property.
0:31:08 Lisa Stark-Public Comment
Ms. Stark spoke regarding preserving her privacy at her current homestead near the proposed
area.
0:31:40 Ralph Stark-Public Comment
Mr. Stark spoke regarding how close the proposed site is to their property.
0:37:34 City Commissioner, Jeff Rupp
Cr. Rupp stated that in his opinion, it makes sense to go with the County.

Mayor Krauss stated that he supports the current site for the Law and Justice Center.

Cr. Jacobson stated her concern of the current site.

Ms. Mandeville gave a history report regarding the property.

Mr. Tymrak agreed that a timeline is important.

0:58:08 Chairman of Stakeholders Board, Chris Budeski
Mr. Budeski stated that he emailed a letter to the Commissioners requesting support in the
creation of an Urban Transportation District that would mirror the City limits of Bozeman. The
letter also included asking the Commission for support of a mill levy for future expansion of the
system.

Ms. Shannon spoke regarding her use of the Streamline Bus System.

Mr. Budeski stated that the Urban Transportation District will need to be created first according
to state law, then the mill levy. This is being researched by the County Attorney.

Cr. Murdock asked that the City Commission add this issue to a future agenda to discuss the
formation of an Urban Transportation District.
1:21:50 Streamline Bus Shelters, Scott Hedglin
Mr. Hedglin gave an FYI on the bus shelter meeting that was held on November 2, 2007.
1:23:47 3. Discussion Re: Gas Tax/Motor Fuel Excise Tax

Cr. Murdock spoke regarding going to the voters for a 2 cent per gallon gas tax for road
infrastructure needs in Gallatin County and the City.

Mr. Kukulski stated that City Staff has drafted a resolution to request that the County put this on
the ballot. This can only be done at the County level.
1:28:25 Mr. Murdock
Cr. Murdock stated that it would be good to get representatives from other areas for their input.
