HomeMy WebLinkAbout12-17-07_Approve Resolution No_ 4085, Establishing a11432_19 Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Ron Dingman, Park and Recreation Director Chris Kukulski, City Manager SUBJECT: Park Reservation Fee Increase – Resolution 4085 MEETING DATE: December 17, 2007 BACKGROUND: Park reservations are available to the public for a variety of uses. The City Parks Division has a reservation system which includes fees for the reservation itself, based on number of people, a fee for an alcohol waiver if requested, and a fee for an assembly permit if the group is larger than 75 people. In 2005 there were 340 Park reservations ($13,825), in 2006 we experienced 411 reservations ($18,400) and in 2007 there were 506 ($22,115), which illustrates a significant increase in use. The request for fee increase is only for the Park reservation itself. The last time the City Commission approved a fee increase was in 2000 and so there is a substantial increase recommended. Fees collected for reservations are intended to cover the costs associated with the review and processing as well as staff time spent assisting groups with their functions. RECOMMENDATION: Staff recommends that the commission adopt Resolution 4085 to increases fees for Park reservations. FISCAL EFFECTS: Increased revenue from Park reservations would recover more costs associated with Park reservations. 180 ALTERNATIVES: As suggested by the City Commission. Kukulski, Parks and Recreation Director City Manager Attachments: list the attachments Report compiled on December 12, 2007 181 COMMISSION RESOLUTION NO. 4085 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA, ESTABLISHING A FEE SCHEDULE FOR RESERVATION OF PUBLIC PARKS FOR GROUP ACTIVITIES WHEREAS, the Park and Recreation Advisory Board has submitted a recommendation for establishment of park reservation fees; and WHEREAS, the City Commission has approved the establishment of said fees. NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Bozeman, Montana: Section 1 That the following fee schedule be established for reservation of public parks for group activities: 1 to 24 persons $25.00 25 to 74 persons $50.00 75 to 199 persons $150.00 200 or more persons $1.00 per person Groups of 75 persons or more which require a public assembly permit will be charged a deposit in the amount equal to the fee paid. There will be deductions from the deposit for any violation of municipal code and conditions set forth with approval of the event. Section 2 Groups which enter into multiple or long-term park reservations may, in lieu of paying reservation fees based on the schedule set forth in Section 1, above, enter into an agreement for park use with the City. That agreement shall set forth the contribution which the group will make to a City park or the public service contribution of the group will contribute in lieu of paying the reservation fees. Said agreement shall be submitted to the Parks and Recreation Director for approval not less than ninety days prior to the first date of the reservation, and shall be subject to park reservation policies.
