COMMISSION RESOLUTION NO. 524
A RESOLU'l"ION OF Tfill CITY COMT'lIS"ION OF 'l"I-H'~ CITY OF BOZ~i~AN, MONTANA,
IN
RIWULAR 8ES~':ION ASSEt:U3LED FRIDAY, FEBRTL\RY 5, 1943,
OPPOSING SENATE BILLS 59 & 61.

the attention of the Commlssion has been called to certain bills introdu/~ed
in the present session of the Legis1ablre of Montana which will,
if enacted into law, affect
our ci ty in,;uri01Jsly :in the
conduc t of its financial affairs;
particularly Senate Bill No.
I 61 which seeks to
imp os e upon The C i t:r of Boz Bman as the only city in Montana operating
under the Commis ~i ion-Manager form of municipal government, a s Y8 tem of accounting and

auditing which has been demonstrated as inferior to that
now in use by the city; and

our present system of accounting which has been in use by the City of Bozeman
for more than ten years
Js the s~em approved by The Na tlonal Coromi ttee on tJunicipal
Accounting; which committee is composed of the
leading, foremost and most widely recognized
experts in municipal a ccounting in the Uni
ted Sta tes; and no good reason has been given
tha t would indica te a change
is necessar,y; and

it is e s tima ted that it would cost the City of Bozeman not less
tha n $2000.00
to change over to the
sY2tern of ~lnicipal accounting reoommended and introduced by the
State Examiner and now in use
in many Montana cities, which we consider inferior to our
present sys tem; tberefor8,

'l"ha t this Commission protests against the enactment into law of said
Senate Bill No. 61, or any similar
law which would hamper and hinder The City of Bo zeman
I in the efficient conmlct of
its financial affAirs under the Commission- Manager form of
munbipal government, the opera tion of which, under the presen t accounting
and audi ting
system has brought Bozeman from a condition of virtual municipal
bankruptcy to one of A-I
financial rating, with incrpased
municipal service to its citizens
and no increase in
taxes; and we respectfully petition our Representatives and Senator
in the Legislature to
op:::ose said Sena te Bill No. 61 and all other s tmilar legislation which wi 11 ha
ve the effect
of impairing the efficiency of our municipal governmen t and accounting s ys tem which
mli"!'ht
increase the tax burden and could,
in our opinion, serve no good purpose.
Sec tion 2.
That the attention of mlr Representatives and Senator be also
called to
the provisions of Senate Bill No.
59, requ!ring city councils to print each
month in pam-
phlet form "a detailed itemjzed statement of all recEipts ancl disbursements of
the city and
a snmmar;T of its ,!)roceedj_np;s dnrinp; the preceding monU),
and flJrnish printed copies tl:ereof
to the st8te library,
the city library, the daily newspap~r of the city,
and persons who
sh8ll apply therefor
to the o~fice of thp, City Clerk", which would help the printer at
the
expense of the taxpayer,
and to tho fact thut the City of Bozeman now has
two yearly audl ts,
one made by the State Examiner and another by a certified public accountant;
these services
I cost the City between $450.00 and $500.00 each year,
~200.00 of which goes to
the office
of the State Examiner. T,.,e s e amOlJn ts
should be enouph for auditing our books.
The Sta te
Examiner's report ls pr1nted and publ1shed in detail.
We do not believe tha t a city should
be required to make a "pony"
report and print ita t public e.xpense each mon th.
That would
benefi t noby bl) t the prin ters .
Our monthly reports are easily understood and are available
to the public at all times during any busine~~ day and our officials w1ll gladly explain
any item to anyone in tere
