The Commission of the City of Bozeman met in the City Commission Meeting Room,
411 East Main, on Thursday, September 27, 2007, at 12:30 PM. Present were Mayor Pro
Tem Kaaren Jacobson, Cr. Steve Kirchhoff, Cr. Jeff Rupp, City Manager Chris Kukulski,
Planning Director Andy Epple, Public Works Director Debbie Arkell, and City Clerk
Stacy Ulmen.
0:11:53 A. Call to Order - 12:30 pm - City Commission Meeting Room, City Hall,
411 East Main
Mayor Pro Tem Jacobson called the meeting to order.
0:11:58 B. Pledge of Allegiance and Moment of Silence
0:12:34 C. Authorize the Absence of Cr. Becker and Mayor Krauss
0:12:44 Motion and Vote to authorize the absence of Mayor Krauss and Cr. Becker.
It was moved by Cr. Rupp, seconded by Cr. Kirchhoff, to authorize the absence of
Mayor Krauss and Cr. Becker.
Those voting Aye being Crs. Rupp, Kirchhoff, and Mayor Pro Tem Jacobson.
Those voting No being none.
The motion carried 3-0.

Mayor Pro Tem Jacobson opened public comment.
0:13:22 Donald Steinman - Public Comment
Mr. Steinman, of 79 Salmon Fly Road, spoke regarding the mortgage housing crisis that
the United States is currently facing.

0:17:51 1. Lot Frontage on Arterials
Mayor Pro Tem Jacobson stated that the purpose of the policy discussion is to look at the
pros and cons of whether the front or rear of a home should face an arterial street.

Mr. Epple gave a Power Point presentation regarding design issues relating to double-
fronted lots. The City does have a history of creating double-fronted lots where there are
streets on both sides of the property.

Mr. Epple spoke about on and off street parking and buffer setback requirements.

Cr. Kirchhoff stated he wants a nice approach in urban design that makes a subdivision a
pleasant place to live. Cr. Kirchhoff wondered how feasible it is to have alley-loaded lots.
He believes that they work well. Storage is an issue, and this is where alley-loaded lots
work well, giving an area for people to put boats, etc.

Cr. Kirchhoff stated that in his opinion, alley-loaded lots are better than double-fronted
lots.

Mayor Pro Tem Jacobson stated she has thought about requiring larger lots.

Cr. Rupp stated that parking is an issue.

Cr. Rupp stated his concern of alley-loaded lots.

Mr. Epple spoke about different parking options.

Cr. Kirchhoff spoke about requiring a uniform fence.

Mr. Kukulski stated his opinion on fencing requirements.

Mr. Kukulski stated his concern regarding setbacks to alleys and landscaped frontage.
There are issues regarding using alleys for parking.

Cr. Rupp stated his concern of parking. He wondered why there is not parking on 19th
Street.

Ms. Arkell stated because the Transportation Plan states that there is not to be parking on
19th.

Ms. Arkell stated that the Transportation Plan designs arterials to move traffic.

Mr. Kukulski spoke about City maintenance of arterials and parking areas.

Mr. Epple stated his concern of pedestrian use of alleys.

Mr. Kukulski stated his concern of dead end streets and maintenance issues.

Cr. Rupp stated that it is wise to add more space to alley-loaded lots.
1:10:13 Mr. Epple
Mr. Epple stated that in other cities, housing holds its value even if it is located on an
arterial street. The Citizen Survey emphasizes that traffic flow is one of the biggest issues
for Bozeman.

Cr. Rupp spoke about congestion on streets.

Mr. Epple spoke about boulevards.
1:16:03 Mayor Pro Tem Jacobson
Jacobson stated that people don't normally fence their front yards, just the back. We
wouldn't want the fences to be uniform.

Mr. Epple thanked the Commission for their suggestions. There is a lot to consider.

Cr. Kirchhoff emphasized the importance of mobility.
1:34:30 E. Round Table Discussion

Mr. Kukulski stated that the round table discussion will list out the prior meetings to be
discussed on the agenda for policy meetings.
