REPORT TO: Honorable Mayor and City Commission

SUBJECT: West Babcock Elementary School Informal Application, #I-07025
MEETING DATE: Monday, November 5, 2007
RECOMMENDATION: The City Commission considers the comments from staff and provides the
applicant with comments to assist them in preparing a formal application to proceed.
BACKGROUND: Prugh & Lenon Architects, P.C., on behalf of Bozeman School District No. 7, has
submitted an application for informal review. This application is seeking comment and input from the
Commission and staff regarding the proposed 500 student pubic elementary school. The project is on
approximately 10.95 acres of property located at 3600 West Babcock; which is found just west of
(adjacent to) West Babcock Fields Park.
The Development Review Committee reviewed this proposal at their October 10th, 2007 meeting. As a
result, staff offers the following comments regarding the proposed development:
Planning Comments:
1) A Conditional Use Permit (CUP) is required for schools in all residential zoning districts.
The City Commission makes the final decision regarding all Conditional Use Permits
(CUPs).
2) Drive aisles and parking areas may not be located in required 20’ front yard along West
Babcock Street. The setback for the area adjacent to the ‘school bus drop-off & fire lane’
shall be measured from the back of the sidewalk.
3) Parking calculations, in accordance with UDO Section 18.46, shall be provided. Upon
preliminary review, 174 standard parking spaces and 6 handicap accessible spaces will be
required for this development.
4) All standard and handicap parking stalls shall meet the minimum dimensional requirements
as outlined in UDO Section 18.46. This shall include a 9-foot minimum width and 20-foot
minimum length for standard stalls.
5) Substantial screening of the parking facilities from adjacent residences and public streets will
be required.
6) Pedestrian access shall be provided from all public streets and adjacent trails. Any adjacent
trails and pedestrian facilities shall be clearly depicted on the Site Plan submittal materials.
7) A pedestrian connection to the adjacent neighborhood park is recommended. This should
include sidewalk and trail connections from either side of the parking area, along with an

enhanced pedestrian crossing (scored/colored concrete, curb bulbs, etc) through the parking
area.
8) All garage receptacles shall be screened. To ensure accessibility, details as to the location of
and materials use for dumpster enclosures shall be verified with the City of Bozeman
Sanitation Division (phone: 582-3258) prior to Final Site Plan approval. This information
must be provided in the Site Plan submittal materials.
9) Bike racks shall be provided. Bike racks shall be located nearest each principal entrance as
possible. These must be clearly depicted on all Site Plan submittal materials.
10) Landscaping in accordance with UDO Section 18.48 shall be provided. A landscape plan
shall be provided with the Site Plan submittal materials. This shall include parking lot
landscaping requirements as outlined in UDO Section 18.48.050.C.
11) All setbacks, easements, utility lines, and natural features (wetlands, watercourses, mature
vegetation, etc) shall be accurately depicted on the Site Plan submittal materials.
Engineering Comments:
1. The watercourse is an area of known flooding within the City. Regardless of weather it is piped or
remains in open channel, it must be designed to convey the 100 Year event.
2. If the watercourse is classified as an irrigation ditch rather then a stream, a variance would be
required to discharge the stormwater from the site to it.
3. Deviations requests along with the information required in 18.44.090.H to support the deviations
must be provided for the accesses that do not meet the spacing standards.
4. Reciprocal access and parking easements will be required between the school and City.
5. An easement must be provided for the City’s well that is currently being used to irrigate both
parcels.
FISCAL EFFECTS: Fiscal impacts are undetermined at this time.
ALTERNATIVES: As suggested by the City Commission.
