BACKGROUND: After a competitive selection process the City chose Tindale-Oliver and Associates to perform the street impact fee update. Some elements of the initially agreed upon scope of work relating to time, public outreach, and presentation of results have been exceeded. Staff and Tindale-Oliver agree that additional work is needed to complete the project and are requesting Commission approval for an amendment to the contract. UNRESOLVED ISSUES: None FISCAL EFFECTS: Commits $21,020 additional funds as specified in the contract to the project. ALTERNATIVES: As suggested by the City Commission. Box 1230 Bozeman, Montana 59771 RE:–Additional Scope of Services –Meetings and Technical Support Dear Mr. Saunders: Based on our discussion during my last trip Bozeman for the Impact Fee Advisory Committee meeting, TOA has prepared a scope of services to provide support during the remaining public involvement and adoption process.This scope of services will consist of the following two tasks. Task 1:Miscellaneous Services TOA will provide support services in preparation for future Impact Fee Advisory Committee and City Commission Meetings.This may include, but not be limited to,conference calls and response to questions relating to the Final Transportation Impact Fee Study from the Southwest Montana Home Builders Association and other interested parties,additional analysis required in response to questions from the City Commission and Administration such as developing impact fee adoption scenario schedules and their impact on funding of transportation projects, and other related analysis in support of the transportation impact fee as requested by the City Project Manager.Work performed under this task will be billed at the transportation impact fee contract hourly rates.The services to be performed for this task will be authorized by the City Project Manager and will have a total upset limit of $10,000. Task 2: Additional Meetings and Presentations To assist the City in the implementation of the updated Transportation Impact Fee,TOA proposes to attend the following additional meetings: one impact fee advisory committee meeting; two City Commission meetings; and one conference call with the Southwest Montana Builder’s Association and their consultant. Page 2 of 2 attendance at meetings responding to any questions and or comments It should be noted that based on the original scope of services, there is one remaining trip to the City of Bozeman for a City Commission meeting that TOA will prepare for and attend.Professional fees and travel expenses for the effort described above in this task is estimated at $11,020.Please note that we will only bill the City of Bozeman for meetings we attend.
