HomeMy WebLinkAbout03-19-14 Tree Advisory Board Minutes MINUTES OF THE TREE ADVISORY BOARD, MARCH 19,2014 12:00 NOON CITY SHOPS TRAINING ROOM BOARD MEMBERS PRESENT: Bill Hoch, Chairperson Lessa Racow Elisa Boyd Jeff Krauss—Commission Liaison BOARD MEMBERS ABSENT: Scott Makoutz CITY STAFF PRESENT: Mitch Overton, Parks & Recreation Director Ryon Stover, Forestry Foreman Doreen Olean, Recording Secretary 1. Meeting called to order by Chairperson Hoch at 12:03 p.m. 2. Review of meeting agenda—no changes 3.Approve November 27, 2013 meeting minutes—Action item Board member Racow motioned to approve the minutes as submitted. Board member Boyd seconded. Motion passed unanimously. 4. Public Comment—3 minutes maximum None 5. New Business Board Commission Liaison, Mayor Krauss, was introduced and welcomed to the Board. a) Cost Share and Voucher programs 2014 Forestry Foreman, Ryon Stover, reported that they have budgeted for 200 vouchers this year and will have 175 trees up from 125 trees last year. There will be 7 different varieties of trees available including: NORWAY MAPLE, HONEYLOCUST,AMERICAN ELM, LITTLELEAF LINDEN, DAKOTA PINNACLE JAPANESE WHITE BIRCH, JAPANESE TREE LILAC, and HAWTHORN. Trees are coming from Reese Creek. Cost share price has gone up this year because price of trees has risen. b) Planting and maintenance of trees in public spaces Previous Commission liaison, Andrus e-mailed that there is a Code Compliance Officer in the Police Department who can address trees not being planted per Municipal Code and other information per the code. Foreman Stover will check with Paula Frojae to see if not planting the trees is enforceable. Article 26 e 1 addresses code. MINUTES OF THE TREE ADVISORY BOARD, MARCH 19,2014 c) Nominations for Chairperson and Vice-Chair Board member Boyd was nominated as Chairperson and Board member Racow as Vice- Chairperson. Motion approved and passed unanimously. Chairperson Hoch was thanked for his time in the chairmanship position. d) 2013 Summary Report Chairperson Hoch submitted the 2013 Summary Report for Bozeman Tree Advisory Board. He will amend the report and submit to the Board Secretary. Foreman Stover shared pictures of the Arbor Day tree planting at Chief Joseph Middle School and on Holly Drive. 6. Old Business None 7. FYI a) City tree management plan Foreman Stover will be meeting with DNRC regarding the city tree management plan in Great Falls. There will be a management plan composed by Mr. Stover,which will have a large component on Emerald Ash bore management. Forestry Department is doing Emerald Ash bore sampling in Bozeman. No ash bore found in Bozeman yet,closest to Bozeman was found in Boulder, Colorado, last September. The bore has destroyed almost 50 million trees in the country mainly in the east. There are 60 ash trees that are scheduled for removal because of storm damage or declining condition. b) Rouse Ave rebuild Right of way is still being worked on. Oak to Story will be done first. 8. Other Mitch Overton added some FYI's. Jennifer Roth helped host the arborist breakfast. There were representatives from Billings attending. Three short term forestry positions are posted for summer help. These individuals will be focused on trees in the parks such as weed eating around trees, and placing protective barriers on newly planted trees. This will be communicated closely with the parks division so that weed eating and park mowing can occur concurrently. Forestry Foreman Stover is working with Cemetery Foreman Surber on a replacement program in the cemetery as trees need to be replaced. They also will be planting trees in a new area of the cemetery to be opened for future use. Foreman Stover has successfully completed the Tree City USA application for the 19th consecutive year. Jennifer Roth passed the Municipal Forestry Exam. 9.The next meeting will be held on Wednesday,June 25, 2014 at 12:00 noon in the City Shops Training Room.
