SUBJECT: MOA with Gallatin County for design and construction of a joint County
911 Center and City Fire Station
MEETING DATE: October 15, 2007
RECOMMENDATION: Approve MOA with Gallatin County for the design and construction
of the County’s new 911 Center and City Fire Station 3.
BACKGROUND: For several months the City and County have been exploring the feasibility
of working together to construct a joint 911 Center and Fire Station at the County’s 100 acre
regional park. Last year, the County’s CIP Committee identified a new 911 Center as the
County’s #1 priority capital construction project. At about the same time, the City began the
implementation of its Fire Protection Master Plan and began the process to build a new Fire
Station 3 in the northwest quadrant of the City.
Both the 911 Center and the Fire Station are public safety facilities and, as such, are subject to
the same building code construction requirements. Fire Stations and 911 Centers coexist
throughout the country and make good neighbors. This proposal has been analyzed from many
perspectives and is, we believe, a good project for the City, County and the citizens we both
protect.
FISCAL EFFECTS: Although the exact fiscal impact of this joint project will not be known
until final design and construction are completed, it is expected that this partnership will result in
significant savings for both parties through cooperative design, construction, shared spaces and
equipment. Additionally, we can anticipate long term savings through efficiencies in operation
and maintenance throughout the life-cycle of the building.
The City currently has over $2.2 Million in Fire Impact Fees that are available for the City’s
share of construction costs. Future Fire Impact Fee revenues (approx $300,000 per year) could
be dedicated to construction, if necessary.
