Kukulski, City Manager SUBJECT: Commission Member Appointment to the Northern Rocky Mountain Economic Development District Board of Directors (EDD) MEETING DATE: September 17, 2007 RECOMMENDATION: Consider appointing Cr. Becker to the Northern Rocky Mountain Economic Development District Board of Directors (EDD). BACKGROUND: Josh Kellar, Coordinator of the Northern Rocky Mountain RC&D Area, Inc., emailed a request for a Commission member or designated representative of the City Commission to be appointed to the Northern Rocky Mountain Economic Development District Board of Directors (EDD). In response, Cr. Becker said that he would like to be appointed to this Board of Directors. Please see attached information about the EDD. ALTERNATIVES: As suggested by the City Commission. The EDD is a newly designated organization by the U.S. Department of Commerce, Economic Development Administration for Gallatin and Park Counties. It works very closely with the Northern Rocky Mountain RC&D Area, Inc., which is the Certified Regional Development Corporation for Gallatin and Park Counties under the Montana Department of Commerce and houses the Small Business Development Center for the area. A brief description of the EDD, its relationship to the RC&D, and the requirements for Board Members follows. You can contact me at the number below, or Earl Mathers, President of the EDD if you have any questions regarding the organization. Purpose of the EDD: NRMEDD is created for the primary purpose of assisting, guiding, coordinating and focusing economic and community development activities in Gallatin and Park Counties. Incorporation Form: NRM EDD is a non profit organization under Montana State Law and is filing for 501(c)(3) tax exempt status from IRS. Board Members: The following are members of the EDD Board: Earl Mathers (Gallatin County Administrator), President; Ed Meece (Livingston City Manager), Vice President; Darwin Rabenberg (President First Interstate Bank, Livingston), Secretary/Treasurer; Dick Murphy (Park County Commissioner); Glen Loomis (West Yellowstone Town Councilman); Gene Townsend (Mayor of Three Forks); Debra Youngberg (Belgrade Chamber Executive Director); Jessica Watson (Tech Ranch); Scott Pogh (Branch President, Stockman Bank, Belgrade); Al Maurillo (Manager, Job Services). Board Responsibilities: Board Members are responsible for governing the organization. The time commitment is approximately 1 meeting per month (typically held in Bozeman). The Board will be overseeing economic development programs for the EDD and the RC&D. Staffing: Staffing for the EDD will include a Director and a Program Assistant. Staff for the EDD are co-located with the RC&D. RC&D staff include a Coordinator, MSU Area Economic Development Coordinator, Small Business Development Center Business Advisor; and RC&D Program Assistant 244 Current Programs: Through its partnership with the RC&D, the EDD will manage or take part in following programs: Small Business Development Center for Gallatin and Park counties, Certified Regional Development Corporation Program (MT Dept of Commerce), Economic Development Administration's EDD program, Livingston Revolving Loan Fund, and the Gallatin/Park Brownfield Program.
